Reviews Comments:I have reviewed the above referenced initial site plan. The applicant is proposing well and septic, but
they have also submitted an ACSA Jurisdictional Area Map Amendment Request which should go
before the board in May. This request is to amend the ACSA Jurisdictional Area for this parcel from
“water only to existing structures” to “water only.” If this request is approved, the applicant shall show
the existing ACSA water mina, fire hydrant and a proposed domestic connection.

I have reviewed your request for information and would like to provide the following responses:
• The information portrayed In this e-mail Is for Informational purposes only and shall not constitute a
recommendation of approval or denial.The ACSA holds no position on the ACSA Jurisdictional Area
Amendment Request presented by F&R and is presenting this information in response to a County request.
• At this time the water main is flushed periodically through manual means(flushing through a fire hydrant)and a
portable automatic flushing assembly.The flushing usually occurs during non-freezing months.A in-house
design is underway to replace a section of main at the end of Hillsboro Lane to accommodate a permanent
automatic flushing assembly.At that time the minimum daily flushing volumes will be determined.
• In general the water main along Hillsboro Lane lacks sufficient usage.There is a cluster of services around Free
Town Lane,but service taps from that section to the end of Hillsboro Lane are at a lower density for the length
of water main.
• Additional services beyond the services near Free Town Lane would slightly improve this situation.
• The proposed connection at F&R may have a small benefit to this situation.Additional demand placed on this
main would slightly reduce the volume of flushing required.
• It is noted that F&R would use on average 10,000 Gal/Month.The existing F&R building is on public water and
uses an average of 9,600 Gal/Month. It is unclear whether this would be an additional usage,or if it represents
the existing usage.
The ACSA will not have a representative at the May Board Meeting.

Would it be possible to at least get a written description of the of the current situation regarding this line. The
applicant's original request and subsequent justification letter(both attached makes reference to the limited demand on
this dead-end line and the Authority's"periodic release regimen." I typically attach the applicant's request to my staff
report to the Board of Supervisors. Since the Board will see these letters, I believe they will want to at least have some

Based on the ARB's March 21, 2016 action on ARB -2016-16: Crozet Business Office, I'm forwarding the following
recommendations on SDP -2016-13: Crozet Business Office Initial Plan:
Regarding requirements to satisfy the design guidelines as per § 18-30.6.4c(2), (3) and (5) and recommended
conditions of initial plan approval:
A Certificate of Appropriateness is required prior to final site plan approval. Revised drawings addressing the
following issues are required.
1. Add the standard window glass note to the architectural drawings: "Window glass in the Entrance Corridors
should meet the following criteria: Visible light transmittance (VLT) shall not drop below 40%. Visible light
reflectance (VLR) shall not exceed 30%."
2. Add the standard mechanical equipment note to the drawings: "Visibility of all mechanical equipment from
the Entrance Corridor shall be eliminated."
3. If lighting is proposed, include the fixture locations on the site and architectural drawings and provide a
photometric plan for review.
4. Show all new trees to be planted on site — not in the right-of-way. Eliminate the pipe conflict along the
frontage.
5. If existing trees are to be applied toward landscaping requirements, locate the individual trees on the plan and
identify size and species. Standard spacing for large EC frontage trees is 35' on center.
6. Provide large frontage trees at a minimum of 31/2" caliper at planting. The tree near the existing pole can be a
medium size or ornamental tree.
7. Intersperse ornamental trees among the large frontage trees.
8. Resolve the grading and wooded area conflict at the southeast corner of the property.
9. Add trees along the eastern edge of the paved area.
10. Provide a complete plant schedule for review.
11. Provide the standard plant health note on the plan: "All site plantings of trees and shrubs shall be allowed to
reach, and be maintained at, mature height; the topping of trees is prohibited. Shrubs and trees shall be
pruned minimally and only to support the overall health of the plant."
12. Clarify the discrepancy between the drawing and the project description regarding the location of the site
entrance.
13. Show tree protection fencing on the plan.
14. Brick color shall coordinate with the approved brick for Restore'n Station with lighter color for the storefront.
Regarding recommendations on the plan as it relates to the guidelines:
