I think you're using the right one now, but just to be clear my email address is jnewberry@albemarle.org. I've missed
some of your earlier messages because my email address was not correct.
Alex will need to confirm that the revised sheet C8 addresses his comments. Alex,can you please send me an email
with your confirmation?
Once we've confirmed his comments are addressed, I will sign the minor amendment and the building permit can be
issued.
We need five copies in total and Ellie has four copies from an earlier submission. I will put the four existing plans down
at our front desk so they are immediately available to you. The revised sheets C8, C10, and C11 (with an updated

revision date) need to be inserted into the four existing copies. Please add one full copy to the four revised copies and
submit all five back to the front desk.
I will sign all five copies. One copy will go back to you,two will go to Zoning and two will go back to Planning.

1. The previous round of comments included the following comment, which was not addressed:
"Sidewalk and patio area have been extended along the west side of the building. EC Guidelines call for
medium shade trees, 2'/2" caliper at planting, 25' on center, along these areas." Please revise the plan to
include these trees.
2. A revised lighting plan has been submitted. The photometrics were calculated using an LLF of.8 for
most of the fixtures. To determine if county ordinance requirements are being met, the photometrics must
be calculated using an LLF of 1.0 for all fixtures. Please revise the plan accordingly. Fixture labels,
footcandle readings, etc. overlap and make the plan difficult to read. Please also be sure the lighting plan is
completely legible.

I just wanted to let you know that this project has been resubmitted and I will be taking over the review from Ellie.
Also, as I understand it,there's been some issues with construction starting on the site before there's been final
approval.
I've spoken to the applicant and they are very anxious to get feedback on whether any of the outstanding comments
could impact the building's location. I didn't see anything jump out at me that would require the building to move from
where it is currently proposed, but I haven't completed my(first) review yet so it's tough to say.
If you're inclined to provide this information upon receiving the plan, please let me know. Otherwise, I'm aiming to
provide comments on the resubmittal by 6/22.

• Initial Site Plan is approvable with conditions (all SRC comments) once the variation
requests are approved.
• Comments on the variation requests provided 12/30/15 (see ZMA200700001);we are
awaiting revisions to address the comments (notes/comments in SDP2015-50 folder)
• The project is in deferral until 8/9/16;the applicant has been directed to request an
extension prior to 8/9 if needed

• Demand for emergency access easement across a portion of this site has been issued by

Please find below responses to comments for Community Development, ARB and Fire Rescue for the
Town & Country Shopping Center—Minor Site Plan amendment.
Community Development Comments:
1. The plan should provide all of the information listed under section 32.5.2(a) such as name of the
caner, name of the developer, tax map and parcel number, zoning district, source of topography,
minimum setback requirements, sheet number and total number of sheets etc. This information
was provided on the Cover Sheet of the Final Site Plan. Please include a Cover Sheet with this
information; the one from the final site plan may be used with a note stating this plan is a Minor
Amendment to SDP201500047 (sheets not included in this plan set should be crossed out as was
done on the Final Site Plan).
Response: Cover sheet has been included with Minor Addendum to include all
information required under section 32.5.2(a).
2. The plan should provide all of the information listed under section 32.5.2(b) such as the proposed
uses(s), maximum square footage, maximum height of proposed building, schedule of parking,
/ maximum amount of impervious cover, etc. This information was provided on the Cover Sheet of
the Final Site Plan. Please include a Cover Sheet with this information.
Response: Cover sheet has been included with Minor Addendum to include all
information required under section 32.5.2(b).
3. The Cover Sheet should also include a list all changes proposed with this amendment.
Response: Cover page narrative of plan changes has been added.
4. The application narrative indicates that the landscaping has changed slightly due to the building
shift, but no revised landscape plan was included in the submittal. Additionally, it appears that the

addition of the island in the parking lot also resulted in shifting of the parking lot near the northern
boundary. This change appears to have narrowed the area between the parking lot and the
concrete flume. Please include the revise landscape plan in the minor amendment plan set to
show the proposed changes near the loading space as well as to verify that adequate space is still
present for plantings on the northern end of the parking lot.
Response: Plants have been shifted to accommodate layout changes. No reduction in
plants were made.

5. This site plan amendment cannot be approved until ARB and ACSA complete their reviews and
grand their approval. Inspections has completed their review and has no objection. Engineering
and Fire rescue comments have been provided.
Response: ACSA approval is attached and ARB comments have been provided with
corrections.
ARB Comments:
1. The proposed changes will result in the shifting of approved landscaping. Submit an updated
landscape plan showing the adjusted plant locations. Shift the plants without reducing plant
quantities.
Response: Plants have been shifted to accommodate layout changes. No reduction in
plants were made. Junipers did replace the hollies on the north western slope where
retaining wall was removed.
2. Sidewalk and patio area have been extended along the west side of the building. EC Guidelines
call for medium trees, 2 %2" caliper at planning, 25' on center along these areas.
Response: Additional shrubs were added along patio along with one medium tree. Existing
oak trees exist along this boundary and have now been called out.
3. Indicate on the plan the material and color proposed for the retaining wall at the sidewalk and
patio on the west side of the building. Provide a sample for review.
Response: Colors and materials are called out on layout plan. Sample brick had
previously been provided.
Fire Rescue Comments:
1. Add a note"Knock box required, contact Albemarle County Fire Marshall office for location."
Response: Knox box note has been added to layout page.
Other amendments that were affected include updating the lighting plan including the addition of lights
over the rear doors per code and removal of retaining wall in the northern corner of the lot, which
permitted the waterline to remain in place.

Thank you. In cases like this we give approval on the building permit but add notes about the plan approval. I also
include notes about construction,testing and acceptance of ACSA utilities prior to the establishment of water/sewer
service. I have directed our permit reviewer to add these notes and approve the shell building.
