We've addressed the comments as follows:
Comments from Frank Pohl, Engineering, dated February 15, 2018:
1. Show the preserved slopes on the Proposed Site Plan to ensure the slopes are not being impacted.
We've included the preserved slopes on Sheet(s): C-1, C-2, C-3, and C-5. It should be noted that
the preserved slopes will not be impacted by this proposed project.
2. Applicant shows a total land disturbance of 3,068 sf, therefore VSMP permit is not required.

Comment from Shawn Maddox, Fire Rescue, dated February 15, 2018:
1. The proposed turn around will not meet current fire code standards. The minimum width shall be 20 feet
and the depth must be at least 10 feet.
We've revised the turnaround space to 20 feet by 20 feet on Sheet(s): C-2, C-4, C-5, and C-6.

1. [4.10.3.1(b)] Height of building and other structures, height limitation — exceptions. The proposed
tower is 113' in height. As was noted per our correspondence on Friday, February 9, 2018, per this
section, structures of this type and use within residential districts may not exceed one hundred (100)
feet in height. In order to be approved, the proposed tower must comply with the height limitation
described in this section or receive a special exception for this requirement.

The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced plan as submitted by Timmons Group, dated
December 19, 2017 and find it to be generally acceptable.

4. [5.1.40(b)(2)(a)] Number of arrays. Although the antennas are listed on Sheet C-7 as being at 4
different mounting heights, they seem to be more accurately described as two arrays: one array
consisting of the antennas mounted at 102.5', and one array consisting of the other antennas
mounted at 106.5', 108.5', and 110.5'. Please clearly label the arrays on Sheets C-7 and C-8.
Rev. 1: Although arrays were labeled on the "Proposed Antenna Routing" drawing, the Zoning
Ordinance's definition of "antenna array" is "an orderly arrangement of antennas mounted at the
same height on a tower or other structure... " (emphasis added). A top-down view is not
satisfactory, as it does not refer to specific groupings of antennas by height. Please see the sketch
(attached to this letter) showing how this might be addressed.
5. [5.1.40(b)(2)(c)] Projection. The farthest point of the back of an antenna shall not be more than
eighteen (18) inches from the monopole. Please provide and label these distances on the
"Proposed Antenna Routing" diagram on Sheet C-8.
Rev. 1: Although a note was added to the "Proposed Antenna and RRH Standoff' diagram stating
"Farthest Point Shall Note Exceed 18" Max", the change of "12» max" to "18» max" to the
"Proposed Antenna Routing" diagram does not satisfactorily address this comment. Please note
that the closest point of the back of the antenna shall not be more than 12" from the facility, and
the farthest point of the back of the antenna shall not be more than 18" from the facility. This
drawing needs to address both the closest and farthest points of the back of the antenna. Please
see the sketch (attached to this letter) showing how this might be addressed.

Staff has reviewed your submission with an official submittal date of January 3rd, 2018. At this time, your
application has been deemed incomplete due to the deficiencies listed below. In accordance with Section
5.1.40(e)(3)(d) of the Albemarle County Zoning Ordinance, the running of time for action will be tolled
until all required information is received.
L [5.1.40(a)(1)] Application form and signatures. The application form was not signed. Please sign
the application.
2. [5.1.40(a)(4)(e)] Topography. Please label contours on Sheet C-1 in intervals not to exceed ten
(10) feet.
[5.1.40(a)(4)(1)] Location of accessways. Please provide a cross-section and any related details for
the design of the proposed vehicular accessway.
4. [5.1.40(b)(2)(a)] Number of arrays. Although the antennas are listed on Sheet C-7 as being at 4
different mounting heights, they seem to be more accurately described as two arrays: one array
consisting of the antennas mounted at 102.5', and one array consisting of the other antennas
mounted at 106.5', 108.5', and 110.5'. Please clearly label the arrays on Sheets C-7 and C-8.

6. Not required for completeness, but recommended: Note 1 on Sheet C-6 states "This parcel is not
within Steep Slopes Overlay." A review of the County's GIS -Web system shows some areas
within the parcel are subject to the overlay, although they are not disturbed by the proposed
tower. While not a requirement for completeness, staff recommends changing this note to the
effect of "Portions of this parcel are within the Steep Slopes overlay. However, this facility will
not impact these areas."
