Subject: SUB-2018-85 Hansen Road Church — Easement
The County of Albemarle Planning Division will grant or recommend approval of the Final Plat
referenced above once the following comments have been addressed: [Each comment is
preceded by the applicable reference, which is to the Subdivision/Zoning Ordinances unless
otherwise specified.]
1. [14-302 (A)(4)] Private easements. Submit the proposed deed for the creation and
realignment of the private stormwater drainage easement for review. This deed must be
reviewed by the County Attorney's office, approved, a signed & notarized copy submitted
to the planning reviewer, and recorded with the easement plat.
[14-302 (A)(5) & 14-303 (L)] Public Easements; Public utility, drainage and sight
distance easements. There are many utilities, or conduits for future utilities, shown on
the site plan but not shown on this plat. Address the following:
a) The plat is still under review by the ACSA. The plat will not be approved until
ACSA has granted their approval. See the attached ACSA comments.
b) The proposed sewer line extend beyond the proposed easement. Revise the
easement to include this area or provide information on why the extension is not
required.
c) The proposed water line extend beyond the proposed easement. Revise the
easement to include this area or provide information on why the extension is not
required.
d) The site plan shows a proposed transformer and electric line. However, no
existing electric easement is shown leading to the transformer, and no proposed
electric easement is shown leading to the transformer or along the proposed
electric line, on this plat. Revise the plat to include the existing and proposed
electric easements or show the existing electric easement and submit another
plat that creates the proposed electric easement.
e) The site plan shows a proposed conduit for a future gas line. However, no
proposed gas line easement is shown on this plat. Revise the easement to
include the proposed gas line easement or provide information on why the
easement is not required at this time.
f) The site plan shows a proposed conduit for cable and phone to the propose
building. However, no proposed easement is shown on this plat for the conduit.
Revise the easement to include the proposed easement or provide information
on why the easement is not required at this time despite serving the proposed
building.
g) Ensure that this plat creates all easements that are required or submit a separate
easement plat that puts the other required easement in place.
h) Submit proposed deeds for review by the County Attorney's office.
i) County staff is researching the requirement for a public access easement for the
existing asphalt trail. If it is found that the public access easement is required it
should be added to this easement plat or another easement plat should be
submitted for review.
3. [14-303 (B)&(F)] Section name or number; Identification of sections, blocks and lots.
Under the TMP number for the parcel there is a label of "Lot 2K. Either remove this label
or explain its purpose.
4. [COMMENT] Ensure with the next submission that the revision date on the plat is updated.
5. [COMMENT] See the attach comment from other reviewers.
