Narrative of Project
In May 2017, the Albemarle County School Board voted to close BF Yancey Elementary School
and on September 25, 2017, the building transferred to the Board of Supervisors.
The BF Yancey School is located in Esmont, a historic community in rural Southern Albemarle
that functionally serves as a crossroads community.
General Goal
The goal of this project is to see the BF Yancey School building transformed from a vacant
building into a vibrant community center that is oriented towards the unique needs and
opportunities that exist in the Southern Albemarle community.
Managing the BF Yancey School as a community facility will allow the building to continue its
legacy as a center of community life and provide enhanced access to programs and services for
all of Southern Albemarle, an area of the County that is geographically isolated from many
• public services.
Target Markets
Participation in the Community Center will be generally open to the public. Targeted activities
being recommended from the Yancey Committee include:
• Community Garden
• Farmer's Market •
• Yoga/exercise classes •
• And more
Hourly rentals of shared spaces
Parks & Rec: can administer the gym, media center and cafeteria hourly building rental on our
online system the same as we administer rentals for Scottsville& Greenwood Community
Centers. Rental rate of$35/hour-the standard P&R rate for rentals throughout the county. If we
decide to waive the fee for any users (i.e.the Yancey Advisory Group functions), it can be done
thru the online system.
Hourly rentals will be supported by a building attendant that will do light custodial (restocking
restrooms, take out trash if needed between two groups during the day).
A special permit from Parks & Recreation would be needed to rent the grounds (as with other
P&R properties).
Facility and Long-Term Leases
Facilities& Environmental Services: manage the long-term leases, advertise available long-term
space, manage building maintenance and operations, including routine custodial. Need
someone to be onsite daily to do a walk-through and stock restrooms. Recommended lease
rates per square foot per annum is still being explored with EDO. •
Long-term tenants will be given key access to the building OR opening/closing will be controlled via
timer.
FES& P&R will coordinate on uses to manage onsite parking needs.

The advisory committee created guiding principles and a vision for the building,as well as
recommendations for future use.
Mission Statement
The BF Yancey Community Center will provide the community with a meaningful space that celebrates
its history and heritage while offering educational and innovative services to strengthen Southern
Albemarle and promote the common good.

Staff Recommendations •
