I spoke to the Agent, street trees may be planted behind the sidewalk in the 10' parking setback.
However, you should extend the sidewalk at the front of the building and the sidewalk from the parking area to
the sidewalk on the public road. Thus permitting people to walk from the building and their cars to the
sidewalk.

Chis and Adam,
We are trying to determine if we can satisfy both County Comment#6 (requiring a sidewalk along the street)
and the County Comment#14 (to provide street trees) without relocating the building or redesigning it to make
it a smaller footprint.
Please see the attached Layout Plan with red updates.
From a county perspective this addresses the comments with a 20' wide road with 10' lanes+ CG6 then a 6'
wide sidewalk on the back of curb. The street trees would be provided behind the sidewalk. Ok
From a VDOT perspective this approach assumes no Economic Development Access Funds are used and
therefore we are back to a logic that we are vastly upgrading the existing road from what was there to allow for
entrance site distance and turning movements... without bringing all the way up to a full standard section.
Please let us know if this approach would work on your end or if you have any thoughts or comments.

To answer your question about what we would like to discuss. Some of the questions that have come up that we would
like to clarify are what would be required for the road upgrades if the fund money is used vs if it is not. Also the extents
of the road upgrades and sidewalk extension required. Our previous experience with this grant is that the money can
only be used for a basic 24' wide road section with shoulders and ditches however in this project it appears additional
curb and gutter and maybe sidewalk is being required.

As noted below in the Albemarle County Code, stormwater utilities must be located below ground for site plans.Also,
the County Design Standards manual requires that designs must meet the VDOT Drainage Manual and the Road and
Bridge Standards and I am not aware of VDOT having such a standard or detail for aerial stormwater crossings.
Considering these requirements, aerial crossings over the steep slopes will not be approved.

32.7.5.2 LOCATION OF UTILITIES ABOVE AND BELOW GROUND
All utilities,including but not limited to wires,cables,pipes,conduits and appurtenant equipment for electricity.
gas,water. sewer.telephone or similar service.shall be located within a site as follows:
a. Conforming to natural topography. Each utility shall be located, to the extent practicable. in a manner that
conforms to the natural topography, minimizes the disturbance of steep slopes and natural drainage areas.

adjoining lands.
b. Undergrornid:u All new utilities shall be located underground except the following. which may be
local a ve ground: (1) electric transmission lines and facilities; (ii) equipment. including electric
distribution transformers, switch gear, meter pedestals, telephone pedestals, outdoor lighting poles or
standards. radio antennae and associated equipment. which is, under accepted utility practices, normally
installed aboveground; (iii) meters. service connections, and similar equipment normally attached to the
outside wall of a utility customer's premises; and(iv)satellite dishes.
c. Within public street rtght•of way. If it is necessary to locate a new or existing public utility within the right•
of-way of a public street. the developer shall first obtain a permit from the Virginia Department of
Transportation.
d. Allowing street trees and landscaping. Installation of utilities in or adjacent to the right-of-way shall not
preclude the installation of street trees or required landscaping.
