Dear Jennifer,
We have received the above -noted application for a county -wide Certificate of Appropriateness -The following revisions
are requested to make the proposal consistent with the design criteria that apply to the County -wide Certificate.
1. Revise the photometric plan so that all illumination values are calculated at an LLF (maintenance factor) equal to 1.0.
Within 15 days of the date of this letter, please send me a letter (by email is acceptable) indicating whether you will or
will not proceed with these revisions. If you choose not to proceed with these revisions, staff will be unable to approve
your application. If you choose to proceed with the revisions, please forward me one set of revised drawings together with
a memo summarizing the revisions you've made (to expedite the process, you may send me the revised drawing
electronically). Your decision to make the revisions will suspend the 60-day review period associated with your original
submittal. However, I expect to complete the review of your revised proposal within 2 weeks of your re -submittal.
If you have any questions about this action, please contact me as soon as possible. I look forward to receiving your
revisions and completing this review with an approval letter.

RE: ARB-2018-85: McDonald's (Hollymead) Lighting
Dear Jennifer,
We have received the above -referenced sign application. Items were missing from the submittal and it
appears that the proposal does not meet all of the relevant design guidelines. The outstanding issues are:
1. Location of all proposed lighting to be installed. The keynotes on A2.1 and A2.2 suggest that
there are three light fixtures (L1, L2, and L3) proposed, yet none of these labels (L1, L2, L3)
appear on the building elevations submitted. Please submit building elevations that show where
all proposed fixtures are located. If the lighting fixtures are interior only, please make a note of
that within the keynotes on A2.1 and A2.2.
2. Location of all existing lighting, with indication of lighting to be removed and/or relocated.
Please provide a building elevation that shows current lighting fixtures and their placement (i.e.,
existing conditions) to be compared with a building elevation that shows proposed lighting
fixtures. If the proposed lighting is all replacement lighting and no additional lighting fixtures are
proposed, make a note of that in your application.
3. Location of all proposed building and site lighting. If any new or replacement site lighting is
proposed in addition to wall -mounted building lighting, please submit a site plan that includes the
placement of proposed site lighting fixtures. The mounting heights of all wall -mounted light
fixtures need to be provided. Also, please provide a detail of L3, the recessed down fixture, in its
proposed location on the building so we can verify that it is flush with the soffit and truly
recessed.
4. Manufacturer's cut sheets with a diagram of the proposed fixture(s) sufficient to determine
if it is a full cutoff fixture. Include cut sheets as a separate sheet of the site plan set.
Manufacturers cut sheets have been provided for L3, the recessed down fixture; however, no
manufacturers cut sheets have been provided for L 1 or L2, which are described as sconces. If
these are interior lights only, please make that note in the keynotes on A2.1 and A2.2.
5. Lighting schedule identifying all proposed light fixtures, poles and brackets. Identify
illumination type, intensity, style, shielding, color, finish, and installation height. If the
sconces (L1 and L2) are on the exterior of the building, then provide this information in a lighting
schedule or ensure that the manufacturers cut sheets (requested above) contain this information.
6. Photometric plan addressing all fixtures and indicating that lighting meets the
requirements of section 4.17 of the Zoning Ordinance. LLF must equal 1.0. You need not
provide a photometric plan of the site if you can provide manufacturers cut sheets that include
photometric diagrams. However, we need to know the illumination levels to verify that they
comply with the Zoning Ordinance section listed above.
Please respond by email within 15 days of the date of this letter indicating whether you will or will not
proceed with these revisions. Your decision to make the revisions will suspend the 60-day review period
associated with your original submittal. If you choose to complete the revisions, please email the revised
drawings to me. If you choose not to proceed with these revisions, staff will be unable to approve your
application. Failure to respond to this letter shall be presumed to be a request to proceed to action on the
application without further revisions.

Hi Jen,
Great, I will have a look out for your ARB lighting application.
As for the sign application,you have to submit one application per sign type, but you can put multiple (up to three) signs
of one type into one application.So,for instance,you can submit one application for two or three wall signs but you
must submit a separate application for a monument sign (or up to three monument signs).
The menu board does constitute a freestanding sign, yes.
The fees are per review or application, not per sign; so, if you have one application for three wall signs,the fee is$91.45
plus electrical (if you are proposing internal or external illumination), not 3 x$91.45.The same goes for the monument
sign (the fee for review of that sign type plus electrical if you are proposing internal or external illumination).
Further questions about the application and fees should be directed to in-take staff, such as Jen Smith, when you submit
the application (they will check for fees).

My apologies for taking so long to respond to you.
First off, Margaret(my supervisor)spoke with the ARB on Monday,June 4 about staff's concerns with the plans to brick
in the drive-thru window on the west(rear)elevation (that closest to the Entrance Corridor).The ARB did not have
concerns with that alteration, so if your clients wish to proceed with that suggested change,then that can be approved
on the building permit set without having to undergo an application and review process.
So,that leaves only the lighting to be reviewed and approved before you submit a new building permit set for the
exterior alterations(those pages not approved in your last building permit set).What you have sent me is sufficient, I
believe,just having looked at the files and not having reviewed them. Please submit as well the ARB application; in Part
B on the first page, check the box under County-wide Certificate of Appropriateness for"Fencing or Equipment or
Lighting." Note that there is no fee for that review.
Please submit a completed application plus the three architectural drawings you emailed to me (not the lighting
guidelines checklist;that is for our reference—I just sent that to you for reference)to our intake staff.You can submit
these items by hardcopy through the mail or by email. I have CC'ed Jen Smith to this email;you can send the completed
application and materials to her at: ismith2@albemarle.org. When she receives it, she will assign it a project number
then give it to me for review.
Lastly, please note that I have not approved any outdoor signage for this project.Any signage that was approved in the
previous building permit set(and I believe there was none shown)was merely for conceptual location/placement of
future signs.Any changes to signage still needs to be reviewed under a separate sign permit process.That will entail
filling out the Sign Permit Application and submitting that with associative fees and supporting materials to intake staff.

Please see our responses below to previous conversations. Please also let me know if there is any update from the June
4th ARB meeting.
1) If you are replacing the doors either in kind or in a likeness due to ADA compliance,that is exempt from ARB
review. Exempt
2) If you are painting as routine maintenance,that should be noted on the permit set plan. Right now,the permit
reads the paint is"per McDonald's ACM;" as a reviewer, I do not know whether that is the same as the existing
color, similar to the existing color,or totally different from the existing color and I don't know what that color is.
Please revise the exterior elevation sheets to state that the color is to match existing on all instances when
painting is proposed, if that is the case. Changed all paint colors to "Match existing"
3) The permit set proposes to fill-in the window on the rear(west)elevation with brick veneer to match existing.
This is staffs largest concern since this is the elevation that faces the Entrance Corridor and is most visible from
the street. Staff is concerned the new brick will not be an exact match and that an utterly blind wall facing the
street is not appropriate as per the Entrance Corridor Design Guidelines standards and criteria. Left existing DT
window and sidelight at rear to remain.
4) Other exterior changes include proposed new lighting fixtures. Lighting is also reviewed in the Entrance Corridor
Overlay district, and more information about lighting criteria in the EC can be found in the Design Guidelines as
well as this checklist for lighting review. If you are proposing outdoor lighting,we will need to have a lighting
plan that shows the photometric values; if the exterior light fixtures will be/are visible from the EC (so far, I've
only recognized soffit lights and recessed can lights as the exterior lights), please provide manufacturer's cut
sheets for review. Cut sheets provided
5) I have opened your attached documents and they look complete, minus the supporting materials,of course.
Should you need additional hardcopies please let me know and I will get them to you.

Hi Jen,
We just need to know that the retrofitted soffit lighting will not exceed 3,000 initial lumens—if they do,the models will
have to be full cutoffs.We also need to ensure that the levels of illumination do not spillover onto public right-of-ways
greater than half of a footcandle. Please see the EC Design Guidelines on the lighting requirements for sites within the
EC overlay district(I have attached a tabular version of the lighting guidelines that we use to review applications for your
convenience).The checklist for the administrative application for lighting may also be helpful to you as you put together
supporting information to ensure that we can review the building permit according to all of our design criteria and
standards.

In regards to the lighting,the proposal is to retrofit the existing soffit lights.We are adding some emergency lights at the
two entrances as it pertains to life safety.We can certainly provide cutsheets as you requested.

No,these items will cover it (in addition to the sign application,of course).You do not need to have these items to me
before Monday,June 4th, by the way; I was saying that staff would consult with the ARB about its concerns in regard to
the window infill at that meeting and would get back to you soon afterward with the board's opinion on the issue.
If a decision is made, on your end, not to fill the window on the rear(west) elevation with brick,then you may not need
to submit an ARB application for a Minor Amendment to Site and Architectural Plans;you may still need to submit that
application, however,for the outdoor signs in the drive-through if those proposed signs are not replacements of what is
currently on site. If the outdoor signage is new,you will need to submit the Minor Amendment to Site and Architectural
Plans application and provide materials that support the changes to the site plan.
I will cross out sheets D2.1, D.2.2, A2.1,A2.2, and any of the electrical permit sheets that show outdoor lighting.This
way,your permit for interior work only can continue down the pipeline.That means you will need to still apply for a sign
permit separately, and then once we establish if you will need a Minor Amendment to Site and Architectural Plans
application for the window and/or the site changes(kiosks and signage),you'll need to resubmit a permit set that shows
the exterior elevations I deleted from this set. Please do revise that future set to name the paint colors and to include a
lighting plan which can be reviewed according to the ARB checklist for lighting review.
I will process your permit for interior work right now and send it to the next reviewer. Please let me know as soon as you
can whether you decide not to move forward on the window infill and if a Minor Amendment to Site and Architectural
Plans application with materials that support the changes to the site plan (for the kiosks and signs) is coming my way. I
think we're getting to where we need to be!

I am looking into revising the plans to indicate'paint to match existing'as well as to see if the window change is a
necessity as well as getting a lighting plan,typically these are not provided. Is there anything else you would need from
me before the ARB meeting?
I believe the preferred path forward would be to remove the exterior elevation details and proceed with the interior
permit.
I am actually in meetings with McDonald's all day so I will try to address all comments as needed today.

The ARB is meeting on June 4,which is next Monday. I will be out of the office next week, on vacation, but my
supervisor, Margaret Maliszewski (whom I have CC'ed on this email) has offered to bring these requested changes to the
board's attention at the meeting. If they are comfortable with the changes and do not require a supporting application
for the lighting and window changes,you would just need to submit a sign application.
I know the permit has been delayed, but I would advise you to wait for the board's direction on Monday. Alternatively, I
can put a red X through the pages that show the exterior elevations(D2.1, D2.2,A2.1, and A2.2)as well as the electrical
sheets that show exterior lighting and approve the interior changes so you can begin on those interior renovations
promptly. Please let me know how you wish to proceed.

Hi Heather,
Per my voicemail,just a few questions:
• The reason why the doors are changing is so that they meet ADA guidelines. Because we are complying with
ADA codes and improving the facility the replacement of doors will still require ARB?
• Any painting that is proposed is to match existing,that still requires ARB?
Besides the replacement of wall signage that is the only exterior change. If complying with ADA regulations requires ARB
then the option would be to separate the interior and exterior as you state in the first bullet point below. Please let me
know if you need me to do anything to make that change.
I have attached the forms that I have completed, if you would be able to review to make sure they are completed as
needed I would greatly appreciate it.

Hi again Jen,
I'm sorry we didn't have a chance to connect on the telephone this week. I'm sorry,first of all, about my confusion in
regard to whether you have an LOR or not;we have two McDonald's permits to review and the other has an LOR
associated with it,yet someone has written "LOR submitted"on your permit set,which is obviously not the case, and I
apologize for my confusion. I also apologize that someone in our offices informed you that the ARB(staff)would only be
interested in reviewing this project if the Mansard roof form changed. I do not know why someone would tell you that
as it is not true;the ARB has purview over every exterior alteration if it is visible from the Entrance Corridor street(in
this case,that is Rt. 29), including paint color.So, I'm afraid that you will have to undergo ARB review before I can
release your permit. If you can recall who told you this misinformation about ARB review, I will go have a word with
them so this mistake is not repeated in future.
I'll try to write you a detailed email so that we can move forward with your building permit.
1. As architectural review board staff, I will not be able to approve your current building permit set because it
shows exterior alterations that have not been approved by the ARB. If you would like,you could pull this permit
and delete the pages that have exterior work; I can approve interior work and you can at least have your permit
to start interior renovations right away. Of course,you will have to submit a permit for the exterior alterations
once your ARB applications have been approved.
2. Alternatively, I can hold onto the permit as you have it and you can submit the applications to me for ARB
review.As soon as they are approved, I can approved the building permit set as is. It generally takes me two
weeks to administratively approve County-wide certificates of appropriateness applications and sign
applications (which is what you will need to submit)if those applications are filled out comprehensively,
completely, and thoroughly.
3. You will need to submit two separate applications
a. One for a sign permit for the two proposed 'M' signs.You can find the sign application and checklist at
this hyperlink.
b. One for Minor Amendment to architectural plans. Please use the ARB application hyperlinked here. In
part B,on the first page, mark the category"Minor Amendments to Site or Architectural Plans" (no fee
associated with this) under County-wide Certificate of Appropriateness.This is the checklist for that
application type that will help you provide the fullest application possible so that your review is not
delayed: Minor Amendments to Site or Architectural Plans
I hope this wordy email is helpful and not too confusing; please let me know if you have further questions. I believe your
other email said that you were looking at a construction start date in August; I thoroughly believe we can have your
permits approved well before then if you can deliver thorough applications at your earliest convenience (that said, I

Hi Jennifer,
I have received a building permit(B2018-1137)for the above location to review; as staff that supports the County's
Architectural Review Board (ARB), I review all building permits for parcels within our Entrance Corridor Overlay district,
in which this lies. I have a few questions for you in regard to this project that might be easier to ask over the telephone
tomorrow, but I'll lay out a few questions/comments here:
1. Someone has written on the permit that an LOR has been submitted for this project;when was it submitted? Do
you have the name of the planner or zoner who is reviewing the LOR? I do apologize, I do not have any details
on the LOR. We did some due diligence on this project before submission and was told that no site plan was
required as the ADA improvements are considered maintenance and that ARB would only be required if the
mansard roof would change.The attached is the only information received since submission.
2. Signs will require a separate permit application,and I will not be able to approve the permit sheets that include
sign demolition/replacement/addition shown on them.A separate sign permit will be required.The sign vendor
/installer is responsible for obtaining the sign permits however if this holds up any other approvals we can
certainly file the applicable information.
3. Similarly, I see that you are requesting some exterior alterations(new doors, etc.)that should have been
reviewed by the ARB [staff] prior to the building permit being submitted.Typically we request that applicants
making any exterior changes to a building or site within the EC Overlay District submit an ARB application for
Minor Amendments to Site or Architectural Plans;this may be done in conjunction with an LOR(Letter of
Revision)to a site development plan. As noted above, we were told only if the mansard roof would change then
it would require ARB. Nonetheless, I will work on the applications and get them along with the additional
drawings over to you.
