Dear Ms. Falkenstein:
The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced plan as submitted by Collins Engineering, dated 28
March 2018, and offers the following comments:
1. Why does each submission of this plan propose a different segment of Eastern Avenue?
Why is Eastern Avenue even being proposed with this plan and not on the "Connector
Road Plan"?
2. The provided left turn lane taper is not adequate. Is the provided storage warranted?
Please reference Appendix F.
3. Intersection sight distance profiles must include the topography that the sight Iine will
actually traverse, which is not necessarily the center of the road. It can still not be
determined if the Park Ridge Rd -Eastern Ave. sight lines are obstructed by the proposed
grading.
4. If developer needs to place 2 inches of surface asphalt directly on base stone, it is the
Departments recommendation that SM-12.5 be used, which has a maximum lift thickness
of 2 inches whereas SM-9.5 has a maximum lift thickness of 1.5 inches.
5. The crosswalk at Park Ridge Drive and Eastern Avenue should be moved closer to the
intersection.
6. Why has the design speed of Eastern Avenue been changed to 30 mph?

A VDOT Land Use Permit will be required prior to any work within the right-of-way. The
owner/developer must contact the Charlottesville Residency Transportation and Land Use
