previous comments had not been addressed so we both emailed Justin Shimp. Following our
meeting, updated plans were received in my mailbox, so I tracked Robbie down and gave him a
copy. I emailed Justin to let him know that we had received them.
3/25: Provided the following three comments:
1. On Sheet C1, under the Proposed Use, please note under the explanation of Lot 19 that “If Lot 19
is developed with two single-family dwellings and Parcel X is removed from the total area, the gross
residential density would be 28 units/7.03 ac. = 3.98 units per acre.
2. On Sheet C1, under the Land Use Schedule and Impervious Area Schedule, please note the
existing acreage as “vacant land” instead of open space.
3. On Sheet C1, under the Land Use Schedule, please remove Parcel X from the existing area
calculation and move it under the proposed area calculation. A site plan cannot remove this area
from the existing acreage; however, this area can be considered as proposed to be removed for the
purposes of demonstrating that the 25% open space requirement is being met.

Dear Mr. Shimp:
The plan, entitled "Road Plan for Free State Run"dated March 10, 2015, last
revised, February 24, 2016, is hereby approved for construction. One set of the
approved plan is enclosed for your records. Any previously approved plans are
voided with this approval. This approval is for basic compliance with the General
Water & Sewer Construction Specifications of the Albemarle County Service
Authority (ACSA) and does not relieve the contractor from responsibility for his work
as it relates to the plan and specifications.
The ACSA requires that a copy of the approved construction plan be on the
job site. The contractor is responsible for marking up a copy of the approved
construction plan showing as-built information and providing this data to your client
at the completion of utility installation. The final as-built plan shall be submitted in a
format of one paper copy and one mylar copy.
A preconstruction conference shall be scheduled with the project manager to
ensure coordination and answer any questions. This will be a short meeting to
review the project, materials, test methods and schedule, in order to expedite
construction. Please have the proper party call me at 977-4511 to schedule the
meeting.
This approval is valid for a period of 18 months from this date. If
construction is not in progress at the end of this time period, the approval shall be
void.
The contractor shall be responsible to comply with the no-lead regulation
regarding brass fittings that is effective on January 4, 2014 (Senate Bill 3874 which
amends the Safe Drinking Water Act).

1. [Section 14-4091 Please show that Free State Road extends to the abutting property line.
Thank you for extending Free State Road. After additional research, I do see that future
development may be possible on TMP 062F1-00-00-OOOE1 in the "revised reserved area" shown
on D.B. 2084, PG. 738 and owned by Belvedere Station Land Trust.
2. [Section 32.7.2.2(e)] Please confirm that the end of Free State Drive complies with these sections.
It appears the street can be extended closer to the property line.
3. [Section 4.71 On Sheet C 1, under the Land Use Schedule, please provide a sheet or additional
information about the boundaries and amount of area occupied by each of the Open Space areas
lettered A-E. Please confirm that Open Space A does not include any area within the uncertain
ownership area shown on page C2.
4. [Section 32.5.2(a)] On Sheet Cl, under Zoning, please note this property is also zoned Airport
Impact Overlay district.
5. [Section 32.5.2(a)] On Sheet C1, under Setbacks, please show the side setback as 15 feet. If the
side yards are proposed to be reduced to 10 feet under Section 4.11.3, please provide evidence of
approval from the Fire/Rescue division and reference Section 4.11.3 on the cover sheet.
Additionally, please show maintenance easements between the outer walls of dwellings with the
reduced setback.
6. [Section 32.5.2(b)] On Sheet Cl, please specify the number of each type of residential use (duplex
versus multifamily). Please also include the number of bedrooms for the multifamily dwellings.
7. [Section 32.5.2(b)] On Sheet Cl, please provide a schedule of parking, including the maximum
amount required and the maximum amount provided. For the multifamily dwellings, please be
sure to include guest spaces as provided in Section 4.12.6. Please show or note the location of the
guest parking on the plan.
8. [Section 32.5.2(b)] On Sheet C1, please show the proposed density [26 units/7.01 acres = 3.67
du/ac.].
9. [Comment] As a reminder, separate building permits are required for the retaining walls shown on
Sheet C6 as well as any other retaining walls 3 feet in height or taller.
10. [Section 32.7.9.9] Please submit an instrument assuring the perpetual maintenance of the trees.
11. [Section 32.7.9.5] Please revise the street tree spacing to comply with this section. It looks possible
to get closer to compliance with this section by moving or adding a tree between Lots 5 and 6, as
well as on Lot 14 and Lot 19.
12. [Section 32.7.2.3] Please extend the sidewalk on the eastern side of Free State Drive to Free State
Road. Please also extend the sidewalk on the northern side of Free State Road to the intersection
with Free State Drive.

topographic survey. The County Engineer has stated that only a field survey can remove preserved
slope designation. In addition, while it is possible that a field survey may prove that some slopes
designated as preserved are less than 25 %, it will likely warrant additional areas to be designated
as preserved, as the site must be reevaluated as a whole. The steep slopes overlay district tries to
preserve contiguous areas, so results of any new evaluation will need to avoid breaking slope areas
into fragments. [30.7.4(b)(h)]

We have provided a detail of the area on the grading plan to create a clearer vision of our
intentions for this area.
c) We have replaced curb inlet with DI-7 and to allow runoff to bypass biofilter.

e) We have provided a pre-treatment cell as well as a gravel diaphragm in our plans.
Bio Retention 2
a) We will provide underdrains for bio retention pond 2.
b) Again, there is no intention to divert runoff from biofilter 2, it has been sized to take in
runoff from Lots 22 and 23 and maintain 1'of ponding depth until piped through storm sewer
D3.
c) We removed the drainage swale and replaced with a pipe that flows into the bio retention
pond 2. That's why no more information was given for it.
d) Bio retention pond has been shifted so that it is not in Lot 24 and the easement has been
adjusted accordingly.
e) This is a level 1 bio retention facility, thus requiring one form of pre treatment which is
provided in the form of a pretreatment cell, in which we softened the 90 degree bend.
New SWM Comments:
19. The underground detention at entrance has been resized, but still remains large to detain 1 and 10
year storms.
20. Perc tests will be provided.
21. We have added access manholes to the detention pipe.
22. We have replaced the 48" pipe with an 84" pipe.

Planning Division
1. The end of Free State Drive complies with the specified County Code sections. We have extended
the ROW and the road to the property line as close as possible and we have coordinated with VDOT
on the requirements for a temporary turn around and none are required for SSAR regulations. It
seems that we can extend it further, but our road grading would be a lot steeper in order for the
grading to tie in to existing contours at the property line.
2. We have revised the street tree spacing to get closer to compliance.
3. Space constraints on Free State Drive will not allow us to extend the sidewalk all the way to Free
State Road. Also, we did not provide the sidewalk on the northern side of Free State Road, because
we stopped it short of the piece of land within uncertain ownership. In addition,we do not feel that is
necessary to provide a sidewalk where there are no houses on the northern side of Free State Road.

Engineering has completed the final site plan review. Please address the following comments.
A. Final Site Plan
1) Remove E &S sheets from the site plan.
2) Clarify gullies on site. Flooding may be an issue and needs to be addressed. This area was
flagged as wetlands. Please clarify as a permit from the Army Core may be necessary for
approval. See WPO comments.
3) Show all existing easements with deed book references.
4) There are preserved and managed slopes on the property. Label the managed slope near lot
4.
5) The proposed layout appears to show disturbance of preserved slopes. A rezoning is
required to disturb preserved slopes.
6) On the grading plan and landscaping plan, label the 2:1 slopes.
7) Place a note on landscaping plans to state, " proposed slopes steeper than 3:1 shall have low
maintenance (not grass) ground cover." Specify groundcover.
8) The future connection does not appear to be feasible. It does not appear to be on the
comprehensive plan. If no future connection is determined by planning, a proper
turnaround from the approved Albemarle County Standard will need to be shown.
9) Show proposed drainage easements for all swm facility and stormsewers outside VDOT
ROW. Please note some easement locations may change based off my WPO comments.
10) Show easement for runoff from cul de sac to bioretention.
11) All SWM facility and SWM easement should not overlap with residential lots.
12) Show access easement to SWM facility.
13) Shift the tree, near structure C -5, away from stormsewer.

Include the profiles and pavement sections on that plan. This will need to be bonded.
The owner should be prepared to bond the plan in its entirety. Legal bond agreements
require that the plan be referenced to the bond agreement using the exact title of the
plan document. The county is trying to avoid multiple bond agreements referring to a
single plan. Therefore, phases to be bonded separately should be separated into stand-
alone plan packages to accompany each bond.

16) DA boundary for stormsewer map should reflect current topography in addition to what
was approved on plans for Belvedere. What is shown is close, but it appears runoff behind
555 Tyree lane needs to be added to DA A3.

18) Revise C3 DA to capture runoff from top of Free State Rd. There is a ditch that runs along
eastern portion. Runoff from 1112 and 1118 Pike Place should be included.

20) We have a policy to provide inlet for every three lots. This includes lots outside development.
21) Clarify D3C in calculations.
22) Our policy states no higher than 15 fps for velocity. Address for str D1. Provide outlet

25) E2 should be at low point. Otherwise, there will be ponding near that area.

County Code section 17-410 and Virginia Code§62.1-44.15:34 require the VSMP authority to act
on any VSMP permit by issuing a project approval or denial. This project is denied. The rationale
is given in the comments below. The application may be resubmitted for approval if all of the
items below are satisfactorily addressed.The VSMP application content requirements can be
found in County Code section 17-401.
A. Stormwater Pollution Prevention Plan (SWPPP)
The SWPPP content requirements can be found in County Code section 17-405. A SWPPP must
contain(1)a PPP,(2)an ESCP,(3)a SWMP,and(4)any TMDL measures necessary.
1) The SWPP on site should include the approved E&S and SWM plans.
2) Remove the stormwater calcs from the SWPP booklet. The calculations should be a
separate document that is signed,sealed and dated prior to approval.
3) The person responsible for pollution prevention practices can be the owner for now.It can
be updated later when the operator is known.
4) In section 6 F,the County of Albemarle should be contacted not City of Charlottesville.
5) Qualified personnel and contact info should be determined prior to pre-con.Include with
SWPP on site.
6) Owner can sign certification.Please update.
7) Include a disturbance log.
B.Pollution Prevention Plan (PPP)
The PPP content requirements can be found in County Code section 17-404.
1) The PPP should be labeled Pollution Prevention Plan and not just another copy of the E&S
plan.Include an 11"x 17"Pollution Prevention Plan map showing concrete washout,porta-
johns,fueling stations,and trash containers.This will be marked up by the contractor as
construction of site progresses.
C. Stormwater Management Plan (SWMP)
VSMP Regulation 9VAC25-870-108 requires the VSMP authority to approve or disapprove a
SWMP. This plan is disapproved,and the reasons are provided in the comments below. The
stormwater management plan content requirements can be found in County Code section 17-403.

1) The title on the plans should state"VSMP."
2) Include the disturbed acreage on the title sheet.
3) When looking at adequate channels the ultimate point of analysis can be simplified.This
may change depending on how my BMP comments below are addressed.
4) The underground storage under lots 9-14 is not approvable.Please show outside residential
lots.
5) 3' gullies are between the critical slopes and lots 1-4.There appears to be a stream.Also,it is
too wet on preserved slopes near lot 27,which makes me think there is a spring.Please
clarify as this area has been flagged as wetlands onsite.I will need Army Core approval.
Also note buffers should be shown if this is a perennial stream.This impacts the location of
bioretention 1.
6) It will be very difficult to avoid disturbance of preserved slopes.I have identified disturbed
areas below:
a)The pipe from the infiltration and detention facility.
b)The grading behind lots 5-8.
c)If the dam from SWM comment 18d)is provided.
7) Label all biofilters"bioretention."
8) The surface area of bioretentions can be counted as forest/open space.Add acreage of
bioretention 1 and 2 to forest in VRRM.
9) Include Drainage Area tabs for B&D.From comment 18 c,bypassing DA#6 may reduce
the size of bioretention 1.Revise on drainage area tab.
10) It appears that quality will be met with the 2 bioretentions.The infiltration facility is to
obtain runoff reduction credit.
11) Please revise Type II 24 hour storm for the following:
1 yr=3.04",10 yr=5.57", 100 yr=9.14". There are discrepancies throughout the report.
12) Per Design Spec#9 for bioretention,there is no stacking of 10 and 100 year storms.We
allow ponding up to 12"only.Higher storm event should bypass facility or provide a means
of relief via emergency spillway to an adequate channel.
13) Show a spillway to the toe for bioretentions. Show on profiles as well.
14) Provide depth of filter media on Bioretention 2.
15) Show underdrains for bioretention on plan and profile view.
16) Bioretention 2 does not appear to meet 12"stone minimum requirement.Clarify if soil
infiltration is the intent.Infiltration testing will need to be provided.
17) A pre-treatment cell+another pretreatment method should be shown. See design table 9.3
in design spec#9.
18) There are concerns with the location of the bioretentions.
Bioretention 1:
a) If the stream is determined to be a perennial stream,there are buffers that need to
be established and location of bioretention 1 will need to shift.The program authority
can only authorize 50'horizontal buffer disturbance,measured from the most
landward.
b) Even if the stream is determined to be intermittent,the cause of the large gullies
needs to be determined.Flooding impacts should be addressed so proposed site is not
fir,

impacted when developed.For example,maybe an adequate channel needs to be
constructed for the conveyance of the offsite drainage areas(DA#8 and#6).
c) Also,DA#6 should be captured with an inlet and connected to the bypass
stormsewer system from DA#8.
d) The runoff to Cl appears to work if you place a dam to guide channel to
bioretention 1.Again,I want to reiterate,that the cause of the gullies should be
determined otherwise,placing a dam may pose more problems with large impoundment
of water.Note any dam grading will impact preserved slopes.
e) This facility needs 2 forms of pretreatment.
Bioretention 2:
a) Shows underdrains.Where does this outlet to?
b) It appears overflow from bioretention 2 will be diverted to an infiltration facility.
The location of the two facilities are conveying runoff around Lot 22 and 23,but
problems can still arise with back to back storms of larger events.
c) Provide more info on drainage swale to bioretention 2 from cul de sac.
d) Easements around bioretentions should not be within a proposed lot.For example,
see bioretention 2.
e) This facility needs 2 forms of pretreatment. This does not appear to be possible at
the current location.
Infiltration Facility:
a) This makes sense in a sump area.It also appears overflow from the bioretention 2 is
being forced around lots 22-23 to the infiltration area.
b) This facility needs 2 forms of pretreatment. See table 8.6 of Design Spec#8.It does
not appear to be possible at the location.
c) The conventional infiltration does not meet the 25' building setback from table 8.4.
d) The infiltration should also capture as close to 100% impervious area as possible.At
the current location,this does not appear to reflect that.
e) It is not recommended to have a facility deeper 10' in this confined area.
Maintenance and repairs will be difficult.
f) Provide calcs for sizing of facility.Note target runoff reduction volume should
infiltrate within 36 to 48 hours. It is recommended to use a safety factor of 2 rather than
the measure infiltration rate.
g) Provide depth at higher storm events.It is not a good idea to have ponding near
adjacent lots.Conveyance of higher storm events will need to be clarified. This is
another reason to relocate the facility.
h) It does not appear flow from str E2 has been included in calcs for infiltration
faculty. Include flow from E2.
i) Spec the material above pipes.This appears to be soil.Even with 1 yr storm,the
peak elevation will be within this area. (Note that E2 has not yet been included in calcs).
Address.
19) The full buildout for lot 19 should be included in the SWM calcs to account for future
impervious areas.

20) For the infiltration facility please provide infiltration tests to meet requirements of spec#8.
D.Erosion and Sediment Control Plan (ESCP)
Virginia Code§62.1-44.15:55 require the VESCP authority to approve or disapprove an ESCP.
This plan is disapproved,and the reasons are provided in the comments below. The erosion control
plan content requirements can be found in County Code section 17-402.
1) Add to note 3 on sheet C18,under sequence of construction,"Outlet protection should be
installed prior to any drainage pipes being operational."
2) Include DC symbol on sheet C17.
3) Re-route portion of silt fence so it is not located downstream of outlet protection.See both
outlets from sediment basins.
4) It will be difficult to avoid land disturbance on adjacent parcels.Provide temporary grading
easement or provide letters from adjacent property owners granting permission for offsite
grading.The areas close to the property line are stated below:
a) The retaining wall north of lot 27.
b) The southern edge of SB 1.
c) Fill area behind lots 9-14
d) The retaining wall near lot 14. See how proposed grades need to tie to existing.
5) SB2 grading does not coordinate well with the road grading. Show an inset for the basin
grades that works with the road grades.
6) SAF should be within the limits of disturbance.
7) The intent is to provide erosion control measures so that mass grading can be possible.
However,the location of diversion dikes will make it difficult to grade lot 1,5-8,15-18 and
27.Clarify.
8) Remove sharp 90 degree turn for diversion dike.
9) Provide temporary grading easement to connect sanitary sewer behind lot 18.
10) On chart for sediment basins,please note that A,B,C,D does not coincide with detail.
Clarify and verify grading plan reflects this.

The VSMP permit application and all plans may be resubmitted for approval when all comments have
been satisfactorily addressed.For re-submittals please provide 4 copies of the complete permit package
with a completed application form.All revisions to calculations shall be resubmitted,signed, sealed and
dated.

Process;
After approval,plans will need to be bonded. The bonding process is begun by submitting a bond estimate
request form and fee to the Department of Community Development. One of the plan reviewers will
prepare estimates and check parcel and easement information based on the approved plans. The County's
Management Analyst will prepare bond agreement forms,which will need to be completed by the owner

and submitted along with cash,certificates or sureties for the amounts specified. The agreements will need
to be approved and signed by the County Attorney and County Engineer. This may take 2-4 weeks to
obtain all the correct signatures and forms.
Stormwater Management Facilities Maintenance agreements will also need to be completed and recorded.
The County's Management Analyst or other staff will prepare the forms and check for ownership and
signature information. The completed forms will need to be submitted along with court recording fees.
After bonding and agreements are complete,county staff will need to enter project information in a DEQ
database for state application processing. DEQ will review the application information based on local
VSMP authority approval. At this time,the DEQ portion of the application fees will need to be paid
directly to the state. For fastest processing,this is done electronically with the emails provided on the
application. DEQ should notify applicants with instructions on how to pay fees. When DEQ approves the
application,they will issue a permit coverage letter. This should be copied to the county.
After DEQ coverage is issued,via the coverage letter,the County can hold a pre-construction conference.
Applicants will need to complete the request for a pre-construction conference form,and pay the remainder
of the application fee. The form identifies the contractor and responsible land disturber, and the fee
remaining to be paid. This will be checked by county staff,and upon approval,a pre-construction
conference will be scheduled with the County inspector. At the pre-construction conference,should
everything proceed satisfactorily,a joint VSMP and grading permit will be issued by the County so that
work may begin.

Re: SDP-2015-00014 Free State Run
Dear Mr.Newberry:
We have reviewed the Final Site Plan for Free State Run, with a seal date of March 13, 2015, as
submitted by Shimp Engineering and offer the following comments:
I. The width of Free State Drive should be revisited. The typical section, as shown on sheet
4 of 19, states it is 28' wide from face of curb to face of curb. However, it appears to
have been drawn 29' wide in the plan view.
2. All Public ROW lines should be set minimum of 3' from the back of curb. The Cross-
sections should be revised accordingly.
3. The sidewalk along Free State Road should have a minimum 3' buffer strip which will
ensure that the pedestrian access route is free of obstacles such as signs etc.
4. When a sidewalk is constructed adjacent to a retaining wall in a "cut" situation we
recommend the minimum width of sidewalk to be 6' which would allow a I' shy line
from the retaining wall.
5. Since the retaining wall is located within the public ROW the design/details/materials
(the materials need to be taken from the VDOT approved material list) of the retaining
wall should be provided to us for review.
6. We are also concerned with the placement of large shade trees behind the retaining wall.
As the trees mature the root system may damage to the wall.
7. The waterline offset should remain the same throughout the run and the number of bends
should be reduced. If deflection allows, the waterline should follow the
horizontal/vertical curvature of the roads(ex. Sta 14+75 on Free State Drive).
8. The waterline on Free State Drive should be extended past the 8"sanitary sewer and
outside the edge of pavement to simply a future connection.
9. The waterline on Liberty Hill Court should be deflected in-between lots 19 and 18 rather
than utilizing a bend.
10.We recommend extending the new waterline beyond lot 1 in case the service authority
wishes to complete a future loop connection. Also, is it likely for the service authority to
request the service line to be increased to an 8"?
11.The proposed sanitary sewer and MH, along Free State Drive, should be relocated outside
of the ROW. If the street is extended in the future the MH would be in the middle of the
street.
12.The l0yr WSE should be provided for storm structure B3.
13. The drainage area for the existing culvert crossing(Sta: 12-88.22) should be re-evaluated
to determine if the new inlet and the existing pipe are adequately sized. The inlet type
should also be provided.
14. It appears that structures A3 and A2 do not factor in the drainage coming from Belvedere
Boulevard. The drainage area for A2 should extend beyond the existing culvert and
structure A3 should take into consideration any bypass flow coming from the existing
culvert(with the new inlet).
15. Storm runs should cross perpendicular to the road (ex. D2B thru D2A). The shorter pipe
length will be beneficial for long-term maintenance operations.
16.There appears to be a labeling error in the inlet computations vs. plan view vs. drainage
map. The inlet computation spread sheet states that D3A is receiving 0.16 Ac. of runoff,
however,it appears to be a MH. The labeling should be made clear.
17.There appears to be formula errors in the inlet computation spreadsheet. For example
structure E2 has a 22.98' depth at the curb.
18. HGL Computations should be provided.
19. A detail of the curb cut/concrete flume combination, sidewalk crossing and the swale to
the bio filter should be provided.
20."No parking"sign locations should be added.
21. In accordance with the SSAR the"Stub Out Street"sign should be added.
22. Has the potential spite strip, approximate station 14+00, on Free Sate Road, into

Regarding: Free State Run—Final Site Plan
Dear Ms. Plaster,
Thank you for your review of the preliminary site plan for Free State Run. We have revised
the plans per comments dated October 08, 2014, and have provided the following detailed response.
1. Free State Road has been updated to include CG-6 along both sides up until Daisy Lane.
2. Free State Road's sidewalk has been updated to tie into the existing pavement along Daisy Lane.
3. The tie-in point has been extended to Station 11+00. After further review, we decided that the
appropriate location is at the 11+00 station.
4. The sidewalk has been moved to the opposite side of Free State Road.
5. The DI has been noted on Free State Road. We understand that it will have to be replaced during
construction.
6. All of the new roads have a grade of less than 15%. However, the existing Free State Road has a
grade larger than 15%, and we are limited by space constraints and cannot change the slope.
7. We have designed new roads since the last review. All roads have a design speed of 25 mph with
appropriate K values being used. Except for along the large hill, where there is a design speed of 20
mph in which case we would provide appropriate signage.
8. All cross drains and under drains will be shown on the road profiles.
9. The station labels have been checked for consistency.
10. A 107' minimum radius is allowed according to AASHTO,Appendix B1.
11. According to VDOT Road Design Manual Appendix F: "Streets should intersect at right angles;
however, intersecting angles between 60 and 90 degrees are allowed."
12. The intersections have been corrected to have 2% landings.
13. Additional spot elevations have been provided on the grading plan.
14. The on street parking has been relocated to the opposite side of Free State Road.
15. The driveway aprons have been adjusted to be perpendicular with the road.
16. We have continued the curb on Free State Drive to connect to Free State Road. However, we have
stopped it at the property line. It is our understanding that there will not be improvements along Free
State Road.
17. A cul-de-sac has been provided for the method of turn-around.
18. This comment is no longer applicable, due to the entire change of the site.
19. The waterline has been designed so that it follows the curvature of the road while meeting deflection
requirements.
20. We have provided storm sewer profiles, computations,waterline profiles complete with utility
crossings as well as pavement sections and sight distance profiles.

We have reviewed the Initial Site Plan for Free State Run, as submitted by Shimp Engineering, and
offer the following comments:
1. CG-6 should be provided along both sides of Free State Road up to Daisy Lane.
2. The existing paved sidewalk along Free State Road should be improved and tied into the
existing concrete walk at Daisy Lane.
3. Extend the milling/overlay tie-in point on the west bound lane of Free State Rd to
approximately STA 10+50.
4. The proposed retaining wall along Free State Road should not be located within the ROW.
We recommend relocating the sidewalk from the west bound side of Free State Rd. to the
east bound side,
5. Graphically there appears to be a Dl-2 on Free State Road, approx STA—13+00, this should
be replaced with a DI-3 during construction.
6. Proposed grades for local Residential Streets shall be Iess than 15 %.
7. The minimum K value for a sag vertical curve(25 mph) is 26. Please revisit curve#3 and#7.
8. Please provide cross drain locations where applicable.
9. Revisit the station labels on the road profiles for consistency.
10. Revisit the design speed. The design speeds provided on the road profiles are 25 mph
therefore the minimum centerline radius is 200'.
11. Free State Court and Free State Road should intersect at right angles,
12. A landing, having a minimum of 50' in length and a maximum vertical grade of 2%, should
be provided at each proposed intersection.
13. During final site plan review additional detail is necessary to avoid the potential of water
ponding in the intersection(additional spot elevations or a profile of curb line).
