Staff has reviewed your initial submittal for a special use permit amendment to Peabody School
(SP2012-30).
We have a number of questions and comments which we believe should be resolved before your
proposal goes to public hearing. I have organized the comments that relate to the SP, and special
exceptions, separately. We would be glad to meet with you to discuss these issues. Our comments
are provided below:
Special Use Permit:
1. The Community meeting is scheduled for July 191". Additional comments may be added in
the future based on input from the community.
2. Include the location on the site from which queuing numbers were counted. Additionally,
specify whether the queuing extends onto Stoney Ridge Road during morning counts, or
whether the queuing is contained to the site. Include maximum queuing counts for both
morning and afternoon. Please provide estimates of projected queuing with the increased
enrollment numbers.
3. According to the School's online calendar, Friday, May 11, 2018 was a Teacher Workday
with a noon dismissal, and is likely not typical of a normal day. Additionally, on Friday, May
11, 2018, the Middle School students left the site at 7:00 am for a field trip, likely affecting
the parking numbers. Zoning staff requests the parking study include multiple days' counts.
4. The proposed entrance spacing only meets the 250 ft. spacing standard for a right-in/right-
out entrance. Since Southern Parkway has no median provide/show a splitter island
sufficient for preventing left turns.
Sport Court Special Exception:
1. The location of the new sports court should be adjusted to avoid or minimize impacts to
the managed slopes.
2. Label all the retaining walls and the height of those walls. It appears that there is another
retaining wall along the court (or is needed), but it is not labeled.
3. Provide a fence for the court. It is located on a hill and adding a fence will allow for the
safety of the children from the slope and retaining wall, and keep equipment in the play
space.
4. Provide pedestrian access to the court
5. As part of the approval, conditions may include:
a. No lights be installed at the court
b. A pedestrian path be installed for access to the court
c. A fence be installed surrounding the court
Planning
Planning staff's comments are organized as follows:
• How the proposal relates to the Comprehensive Plan
• Additional comments from reviewers
Comprehensive Plan. Comments on how your project conforms to the Comprehensive Plan will
be provided to the Planning Commission and Board of Supervisors as part of the staff report that
will be prepared for the work session or public hearing.
The Comprehensive Plan designates this property as Industrial Service which allows for
warehousing, light industry, heavy industry, research, office uses, regional scale research, limited
production and marketing activities, supporting commercial, lodging and conference facilities, and
residential (6.01-34 units/acre). This property was previously reviewed and approved under prior
rezonings and special use permits to allow this use on the property.
The sports court is within the greenspace designation in the Southern and Western Neighborhood
master plan, however recreation activities are antipated in the greenspace.
Planning Comments
1. Changes to the site will require a site plan amendment.
2. If the open space special exception is approved, the plat which shows the area will need to
be revised, along with any deeds that reference the open space.
Fire/Rescue
The following commenst related to fire/rescue have been provided by Shawn Maddox:
1. Fire Rescue would support the addition of the exit only location on to Southern Parkway.
This resolves a problem with adequate emergency apparatus turn around. It will need to
meet the approved emergency apparatus access road requirements.
2. The proposed classroom expansion must have emergency access provided to within 150' of
all portions of the structure.
3. Just as a note - if this expansion will have a sprinkler system the fire department
connection location must be shown on the submitted plans.
Zoning
The following comments related to zoning matters have been provided by Leah Brumfield:
1. It is the recommendation of Zoning staff that the following requirements be met:
a. The encroachment of the sport court into the open space may not allow visibility of
the school or the sport court from neighboring parcels;
b. The location of the sport court does not increase noise on neighboring parcels;
c. No lights be installed at the sport court;
d. A pedestrian path be installed to the sport court to prevent erosion of the
surrounding slopes;
e. The sport court and its installation may not encroach into critical slopes.
2. Include the location on the site from which queuing numbers were counted. Additionally,
specify whether the queuing extends onto Stoney Ridge Road during morning counts, or
whether the queuing is contained to the site. Include maximum queuing counts for both
morning and afternoon. Please provide estimates of projected queuing with the increased
enrollment numbers.

4. "No entry" signs must be included on the site plan at the proposed exit onto Southern
Parkway. The proposed exit onto Southern Parkway must be right -out only.
Engineering and Water Resources
The following comments related to engineering and water resources have been provided by Frank
Pohl:
1. The location of the new sports court should be adjusted to avoid or minimize impacts to
the managed slopes.
VDOT
The following comments have been provided by Adam Moore:
1. Please note a site plan will be required for the evaluation of the entrance (location,
geometry, site lines, spacing and corner clearance).
Albemarle County Service Authority (ACSA)
The following comments have been provided by Richard Nelson:
1. Show existing water main and easements along Stoney Ridge Road.
2. ACSA does not have an easement over private waterline leading to school, depicted in
drawings.
3. Dedication of utilities from the Peabody School Waterline Extension project is required.
4. Submit new and existing fixture counts so we can confirm adequate meter size.
SP Cenditiens
Staff has not drafted conditions to date for this special use permit, due to the potential changes
that need to occur and additional information requested. Once conditions are drafted, staff will
send it out to you.
Action after Receipt of Comments
After you have read this letter, please take one of the actions identified on "Action After Receipt
of Comment Letter" which is attached.
Resubmittal
If you choose to resubmit, please use the attached form. There is no fee for the first resubmittal.

Notification and Advertisement Fees
Prior to scheduling a public hearing with the Planning Commission, payment of the following fees
is needed:
$364.00 Cost for newspaper advertisement
$215.00 Cost for notification of adjoining owners (minimum $200 + actual postage/$1 per owner
after 50 adjoining owners)
$579.00 Total amount due prior to Planning Commission public hearing
Prior to the Board of Supervisor's public hearing, payment of the newspaper advertisement for the
Board hearing needed.
$364.00 Additional amount due prior to Board of Supervisors public hearing
$943.00 Total amount for all notifications Fees may be paid in advance. Payment for both the
Planning Commission and Board of Supervisors public hearings may be paid at the same time.
Additional notification fees will not be required unless a deferral takes place and adjoining owners
need to be notified of a new date.
