Response to Staff Comment Letter #1 Dear Megan: The following lists the staff comments provided on July 9, 2018 in connection with the captioned application, and provides a corresponding response to each comment in bold. Special Use Permit: 1. The Community meeting is scheduled for July 19th. Additional comments may be added in the future based on input from the community. Acknowledged. 2. Include the location on the site from which queuing numbers were counted. Additionally, specify whether the queuing extends onto Stoney Ridge Road during morning counts, or whether the queuing is contained to the site. Include maximum queuing counts for both morning and afternoon. Please provide estimates of projected queuing with the increased enrollment numbers. The Traffic Study has been updated to reflect the maximum queuing counts and estimates of projected queuing with the increased enrollment numbers. The traffic for the morning hours is directed to the internal driveway that is parallel to Stoney Ridge Road, shown as the red pulse in Figure 2 of the Traffic Study. On page 1, the Traffic Study states that queuing from the front door of the School was generally minor in the morning, with a 0-3 car range, and one brief outlier at 8 cars. For offsite conditions, at the intersection of Stoney Ridge Road and Southern Parkway, queuing was also minimal, with typically one car approaching and turning, and an occasional maximum of three vehicles briefly in queue. For the afternoon peak hours, between 2:55 p.m. and 3:20 p.m., the traffic is directed to the internal driveway that is parallel to Southern Parkway, shown as the blue pulse in Figure 2 of the Traffic Study. During this time, queuing was contained entirely within the blue pulse loop. There are five designated pick up spots at the red pulse internal driveway. The maximum queue beyond the five pick up spots was approximately two to three vehicles. For offsite conditions, at the intersection of Stoney Ridge Road and Southern Parkway, queuing was also minimal in the afternoon peak hours, as there was very little opposing traffic. At no time in either the morning or afternoon did traffic from the School spill onto Stoney Ridge Road. The updated Traffic Study notes that with the minor addition of 30 students, it is projected that there will be approximately 1 additional vehicle per 1.5 minutes in the morning and 1 vehicle every 2 minutes in the afternoon. Page 2 of the Traffic Study notes, "Based on observations of the existing drop off and pick up operations, it is projected that this additional traffic will have minimal impacts on queuing." 3. According to the School's online calendar, Friday, May 11, 2018 was a Teacher Workday with a noon dismissal, and is likely not typical of a normal day. Additionally, on Friday, May 11, 2018, the Middle School students left the site at 7:00 a.m. for a field trip, likely affected the parking numbers. Zoning staff requests the parking study include multiple days' counts. Parking counts were only taken on Friday, May 11th, 2018 and since the School is closed for the summer, multiple days' parking counts is not possible until the School reopens in August. We believe the May 11th, 2018 parking counts should be sufficient. On this day, the number of parking spaces filled and the number of cars parked in unmarked spots were counted at two-hour intervals, between 9:00 a.m. and 3 p.m., which are the times in which parking is typically utilized the most. Any impact the field trip and noon dismissal may have had on the typical parking counts can be extrapolated to determine the true parking counts on a typical day. On May 11th, 6 parent chaperones and 2 staff chaperones drove their own cars for the orchestra/band field trip and left at approximately 8:15 a.m., as evidenced by the enclosed flyer for the field trip dated April 16th, 2018. The parents usually do not park their cars at the School during the day. However, the 2 staff chaperones normally do park their cars at the School during the day. Table 1 of the Traffic Study is reproduced on the next page, with 2 additional cars added to the "filled" section of the second column, representing the 2 staff chaperones that would have normally parked at the School. After -school activities did not proceed as they normally would have due to the noon dismissal on May 11th. Typically, 1-2 staff members come to the School for the roughly 20 to 30 students that participate in after -school activities. Therefore, in addition to the added filled parking spaces to Table 1 of the Traffic Study for the July 16, 2018 Page 3 staff chaperones noted above, the table below also accounts for 2 more parking spaces as being "filled" for the intervals beginning at 1:00 p.m. and 3:00 p.m. Observation Time Filled/Total Spaces Cars in Unmarked Spots 9:00 a.m. 30/58 0 11:00 a.m. 28/58 0 1:00 P.M. 30/58 1 3:00 p.m. 21/58 2 The School would still have, at minimum, 28 empty parking spots during the day, which is more than sufficient for the needs of the School. Page 4 of the Traffic Study states, "Based on our observations, it appears that there is sufficient parking at the School site and the approximately 15% increase in enrollment, with minimal staff level increases, is not expected to cause a condition where there is a deficit in parking capacity for normal school operations." In sum, even with the minor impact the field trip and early dismissal may have had on the parking counts in the Traffic Study, the data provided in the revised Traffic Study demonstrates that there are no issues regarding sufficient parking at the School. 4. The proposed entrance spacing only meets the 250-ft. spacing standard for a right- in/right-out entrance. Since Southern Parkway has no median provide/show a splitter island sufficient for preventing left turns. The Concept Plan has been updated to show a right out only egress connection, with a note stating, "to be designed to VDOT standards and specifications. Splitter island to be designed with Final Site Plan to ensure no left turn egress from School." Sports Court Special Exception 1. The location of the new sports court should be adjusted to avoid or minimize impacts to the managed slopes. The new sports court has relocated to be adjacent to the proposed permanent building, which is currently where the temporary trailers are located. The revised Concept Plan and Illustrative Renderings show the proposed new location of the sports court. The new location does not impact any managed slopes. 2. Label all retaining walls and the height of those walls. It appears that there is another retaining wall along the court (or is needed), but it is not labeled. The new location of the sports court does not necessitate the need for the installation of any retaining walls. July 16, 2018 Page 4 3. Provide a fence for the court. It is located on a hill and adding a fence will allow for the safety of the children from the slope and retaining wall, and keep equipment in the place space. The new location of the sports court is no longer on a hill and therefore a fence is no longer needed. 4. Provide pedestrian access to the court. The proposed sports court is now located adjacent to the proposed permanent academic buildings, providing easy access to the court and therefore a pedestrian pathway is no longer needed. 5. As part of the approval, conditions may include: a. No lights be installed at the court. b. A pedestrian path be installed for access to the court. c. A fence be installed surrounding the court. Acknowledged. However, we believe (b) and (c) are no longer necessary given the new location of the sports court. Planninq Comments 1. Changes to the site will require a site plan amendment. Acknowledged. 2. If the open space special exception is approved, the plat which shows the area will need to be revised, along with any deeds that reference the open space. Acknowledged. Fire/Rescue 1. Fire Rescue would support the addition of the exit only location onto Southern Parkway. This resolves a problem with adequate emergency apparatus turn around. It will need to meet the approved emergency apparatus access road requirements. Acknowledged. 2. The ,proposed classroom expansion must have emergency access provided to within 150' of all portions of the structure. Acknowledged. July 16, 2018 Page 5 3. Just as a note — if this expansion will have a sprinkler system, the fire department connection location must be shown on the submitted plans. Acknowledged. Zonin 1. It is the recommendation of Zoning staff that the following requirements be met: a. The encroachment of the sports court into the open space may not allow visibility of the school or the sport court from neighboring parcels; The new sports court location no longer encroaches into the open space and therefore there will no longer be any impact on visibility with the proposed plan. b. The location of the sport court does not increase noise on neighboring parcels; The new sports court location no longer encroaches into the open space and therefore the court will no longer impact the vegetative buffer that minimizes noise from the School. c. No lights be installed at the sports court; Acknowledged. u. A pedestrian path be installed to the sport court to prevent erosion of the surrounding slopes; The proposed sports court is now located adjacent to the proposed permanent academic buildings, providing easy access to the court and therefore a pedestrian pathway is no longer needed. e. Please note a site plan will be required for the evaluation of the entrance (location, geometry, site lines, spacing and corner clearance). Acknowledged. Albemarle County Service Authority 1. Snow existing water main and easements along Stoney Ridge Road. The existing water main and easements along Stoney Ridge Road have been added to the Concept Plan. 2. ACSA does not have an easement over private waterline leading to the School, depicted in drawings. Acknowledged. 3. Dedication of utilities from the School waterline extension project is required. Acknowledged. The Concept Plan labels the utilities as "existing utilities to be dedicated to the ACSA with the Final Site Plan" and Note 2 of the Concept Plan states, "All existing utilities for the Peabody School shall be dedicated to ACSA during the site plan process." Currently, the school serves 210 students from 150 families. analysis for the projected effects of the entrance and parking requirements. The purpose of this report is to provide a traffic increase in enrollment proposed for the school's Traffic observations were conducted on the afternoon of Thursday, May 10, 2018, and the morning of Monday, May 14, 2018. Parking observations were conducted at two hour intervals throughout the day of Friday, May 11, 2018. All onsite queuing was measured from the applicable entrance to the Peabody School building. Existing Conditions Figure 1 displays the study area, and the study intersection locations. Morning Observations Upon arriving, the kids quickly exited their vehicles, allowing traffic to keep flowing. A steady stream of drop offs began at 8:00am. Queuing (measured from the front door) was generally minor, in the 0-3 car range, and one brief outlier, at 8 cars. Arrivals began to dissipate at around 8:23am, and dropped sharply after 8:30am. Throughout the drop off time, a few parents used the northern parking lot to walk their children into the school. At no time did queuing spill back onto Stony Ridge Road. For offsite queuing at Stony Ridge Road and Southern Parkway, queuing was minimal with typically just one car approaching and turning, and an occasional maximum of three vehicles briefly in queue. Afternoon Observations The school day begins at 8:25am, and ends at 3:OOpm. Parents start arriving to pick up their kids around 2:30pm. Pickups occur in pulses as follows: 1. Beginning at 2:55pm, approximately 20 vehicles utilized the back parking lot (loop lot parallel to Southern Parkway) on the south side of the school. The elementary kids were escorted to each waiting car. This operation was contained entirely within the loop lot. 2. At 3:OOpm cars began lining up across the front of the school (i.e. parallel to Stony Ridge Road). Pickup locations arearranged into 5 signed spots. The elementary kids were escorted individually to each car. The typical maximum queue beyond the five pickup spots was approximately two to three vehicles. At no time did queuing extend back to near the site entrance from Stony Ridge Road. 3. At 3:20pm the middle school kids began to leave. The cars lined up across the front of the school again. The students were called out of the school as their parents arrived. This pulse is the quickest, as the middle school students do not have to be individually escorted tothe waiting cars. The typical maximum queue beyond the five pickup spots was approximately two to three vehicles. At no time did queuing extend back to near the site entrance from Stony Ridge Road. The 3:00 and 3:20 pick up operations were generally a continuous flow of traffic with little queueing beyond the five signed pickup spots. By 3:25pm the parents had almost all arrived and picked up their kids. By 3:30pm there were a few, sporadic arrivals. At no time did the vehicles waiting in queue for the pickup operation spill back to Stony Ridge Road, or were even very close to spilling back that distance. Figure 2 shows the spatial layout of the pulses. Overall, the operation appeared to be well orchestrated and very organized. Relative to offsite queuing to enter onto Southern Parkway from Stony Ridge Road, queuing was minimal as there was very little opposing traffic. Note that as described in the trip generation section of this memorandum, the anticipated change in trips entering the school in the morning is 20 vehicles and in the afternoon 14 vehicles. This is approximately one vehicle per 1.5 minutes in the morning and 1 vehicle every two minutes in the afternoon. Based on observations of the existing drop off and pick up operations, it is projected that this additional traffic will have minimal impacts on queuing. 2 Figure 1. Location Map Figure 2. Pulse Staging Observations of the parking lot usage were conducted every two hours beginning at 9:00 AM, and ending with the 3:00 PM observations on Friday, May 11, 2018. Table 1 summarizes the findings of the parking observations. Since May 11, 2018 consisted of a field trip and noon dismissal, the parking data should consider the changes in parking counts between 1:00 PM and 3:00 PM as typically occurring after 3:00 PM, with the addition of 1-2 "filled" parking spaces for additional staff that comes to the School for the roughly 20 to 30 students that stay for after -school activities on a normal day. Only two staff chaperones went to the field trip using their own vehicles, which typically would be parked at the school. Thus two additional cars would likely be in the "filled" section of the second column. In addition, as stated earlier, two more additional cars would likely also be in the "filled" section for the intervals beginning at 1:00 p.m. and 3:00 p.m., accounting for the 1- 2 staff members that come to the School for the roughly 20 to 30 students that stay for the after -school activities. Parking Summary Based on our observations, it appears that there is sufficient parking on the school site and the approximately 15% increase in enrollment, with minimal staff level increases, is not expected to cause a condition where there is a deficit in parking capacity for normal school operations. A peak hour volume count was conducted for the study intersection from 2:45pm to 3:45 on Thursday, May 10, 2018 and from 7:45am to 8:45am on Monday, May 14, 2018 to observe the existing traffic volumes during peak AM and PM hours on two typical weekdays. Existing Traffic Volumes 5 As mentioned in the introduction section, the school intends to increase its enrollment by 30 students, taking it from 210 students to 240 students. Two methods were used to project the impact of increased enrollment on the traffic requirements for the school. The first method compares the current and future data by using the ITE trip generation analysis. The second method applies a proportional increase based on existing volumes. Method 1 A site trip generation analysis was conducted using 240 students to compare with the above trip generation analysis, which used 210 students. Table 2 repeats the above analysis, while Table 3 shows the results of the increased enrollment to 240 students. Site Trip Generation Table - 240 Students The ITE method indicates a difference of 15 cars entering and 11 cars exiting in the morning, and 9 entering and 10 cars existing in the afternoon. Method 2 Method 2 entailed estimating the increase in volume with the additional 30 students by proportionally increasing the numbers based on the actual counts made during the observations. Extrapolated Counts with 30 more Students 8 From inspection of the data it appears that the Peabody school trip generation is slightly higher than the data shown in the ITE Trip Generation Manual. Thus, for the purpose of this analysis we will assume that the higher number of trips is the more likely scenario for this school location. Findings and Recommendations Existing traffic operations appear to be orderly and functional with no spillback into the adjacent street.An additional egress location directly onto Southern Parkway, adjacent to the turnaround loop in the southerly parking lot, could offer some improvement opportunities in terms of: • Optimizing the drop off loop operation, as parent would not have to double back to the en- trance • Improved access for emergency response vehicles Although Southern Parkway is not included in the Official 2014 VDOT Functional Classification Map, it functions as a collector road. Assuming collector road status, Figure 5. depicts the minimum required spacing for a partial access (egress) point from the intersection. However, if considering as full access then 335' is the desired separation distance. The minimum spacing criteria is from the VDOT Road Design Manual, Appendix F (Table 6). Figure 5. Minimum Required Spacing From Intersection Future Conditions With the increase in the school enrollment it appears that the site will still provide adequate parking and traffic will circulate into and out of the site without adversely impacting the adjacent roadway. The following recommendations should be considered: 1. Construction of a 2nd egress point (directly onto Southern Parkway) 2. Full access entrances have only 'I I potential conflict (collision) points and directional crossover only 6. However, studies have demonstrated that the majority of access related vehicular crashes involve multiple left turn movements. The spacing is based on intersection sight distance for both four and two lane highways to assure that motorists approaching an entrance and those turning out of the entrance have sufficient time to react to highway and entrance traffic and to merge safely when making right and left turns. Again the purpose is to maintain the capacity and safety of the highway. O Partial Access One or Two Way Entrance Spacing — Left turn movements are limited (right in/right out with or without left in only movement). If a directional median crossover is involved the directional median crossover spacing applies to the entrance. The focus is on making sure motorists have sufficient time to be able to see/react to a vehicle slowing down to turn into the entrance or to a vehicle exiting the entrance, and stop in time to avoid a collision. Stopping sight distance can be used for this purpose. See Figure 4-4 for illustrations of right ins right out with or without left in commercial entrance channelization island options. Also see "Restricting Left Turn Movements at Commercial Entrances" for additional information. Note: Roundabouts are separated from other roundabouts by the partial access entrance spacing standard. Parents should: Decide whether or not to give permission for their child to roam the park.
