This project is denied, but eligible for approval ep nding receipt of Agreement of Sale for 1.38 lb. nutrient credits, in document format acceptable to county, and upon receipt of scan of recordation of Deed of Dedication of SWM Facility, Access, and Permanent Drainage Easement (acquisition of easements, and purchase of Nutrient Credits are in process). The VSMP application content requirements can be found in County Code section 17-401. General 1. Provide a stand-alone VSMP plan set, including sheets: (Rev. 1) Addressed. a. Sheets 1-10; 16-20 only. b. Sheet 1: Title plan set VSMP Plan /WPO #201800026 for Caliber Collision c. Sheet 8: for VSMP Plan, re -title this sheet Site Layout. 2. Sheets 2, 4, 5, 8, 16: (Rev. 1) Addressed. a. Provide additional contour labels; b. Show /shade preserved steep slopes; c. Show FEMA floodplain boundary; d. Approximate existing tree line. Provide SWPPP (booklet) using county template. (See A., below.) (Rev. 1) Partially Addressed. Follow-up SWPPP comments, below. (Rev. 2) Partially addressed /please see, below. Provide /record permanent drainage easement extending from SWM facility easement, to include detention pond outfall pipes through Str. 9, and continuing from Str. 9 to Moores Creek, prior to VSMP approval. Requires surveyed easement plat (metes /bounds) and Deed of Dedication, once SWM Maintenance Agreement is recorded. Also: Extend Access Easement from dry pond to Avon Street Ext. Septic Field design requires VDH approval. Albemarle County does not coordinate VDH approval. Applicant is urged to coordinate septic design review and approval with VDH as soon as possible. Albemarle County Engineering Division does not review, approve or warranty private landscape irrigation systems, though the system may be reviewed with building permit application. A SWPPP must contain (1) a PPP, (2) an ESOP, (3) a SWMP, and (4) any TMDL measures necessary. SWM Plan Water Quality: Please continue to coordinate with Ana Kilmer, Albemarle County on purchase document requirements for county approval of nutrient credits to satisfy VaRRM spreadsheet calculation that 1.38 lb/yr phosphorus reduction is required for this project, based upon site land cover conditions. Ana will check form of documents, as well as availability /eligibility of proposed bank to provide required credits. (Rev. 1) Addressed. Applicant outreach (e-mail) /plans confirm VRRM.xls calculated value of 1.38 lb. phosphorus load reduction is accurate. Water Quantity: Revise and re -run routings (if necessary) using correct Device #1 pipe outfall diameter (24") and length (179'). This should not affect review approval, but it is important that routings reflect Engineering Review Comments Page 3 of 6 proposed design. (Rev. 1) Addressed. Applicant: As outfall pipe does not control peak flows for 1 year (channel), 10 year (flood protection) or 100 year event, routing has not changed. Note: Routings have been discussed and small -diameter orifice size (<3") eliminated as a design option, at County direction. Small diameter orifices have a tendency to block and short-circuit detention performance. Routings are acceptable to Albemarle and the county supports detention pond design relative to water quantity pre- /post development 1-yr, 24 hour storm event release rates, relative to channel protection. (Rev. 1) As follow-up to SWM report d. 3/26/18, rev. 6/15/18, request following minor edits: a. Pg. 86, report: revise RV post-dev subscripts to ref. A, B, C, D (B, D are not listed) —call if ques. Revise Executive Summary table to show combined Q1-year peak post n( BCD) < Qpeak pre /Ex. site (0.86cfs). (Rev. 2) Addressed. Applicant response: Executive summary table is comprised of SCS method runoff peak values. These are tied in to the hydrographs provided for the pre and post development areas as well as the routing through the proposed pond. The Qpeak pre-dev ABC + Qpeak pre- dev n values are derived via the Virginia Runoff Reduction Method which incorporates the rational method for peak discharges. Due to the difference in methods, the values are slightly different. c. Revise table below to show Total Combined Post -development (1-year) discharge=0.6cfs. (Rev. 2) Addressed. Applicant response: Total discharge for combined post -development has been routed to a common study point and incorporates time of concentration rather than direct add of peak discharges. Handrail Detail: some text is unreadable. Provide legible detail. Sheet 10: Delete Type `A' C&G and `G' curb details. Use VDOT standards. Provide VDOT CG-7 detail. Sheet 16: a. Provide asphalt /concrete curb upslope of dumpster enclosure to prevent cross -lot drainage entering enclosure and transporting contaminants. With curb design, ensure positive drainage to limit trapped or standing water. b. Show 4' wall flume outfall protection (riprap; 2-year velocity). Please submit four (4) copies of full-size VSMP plans with original PE -seal, and two (2) print copies of the SWPPP, with PE -seal. With cover letter, please state plans are not for review, but Approval. —please send to my attention Thank you Process After approval, plans will need to be bonded. The bonding process is begun by submitting a bond estimate request form and fee to the Department of Community Development. One of the plan reviewers will prepare estimates and check parcel and easement information based on the approved plans. The County's Management Analyst will prepare bond agreement forms, which will need to be completed by the owner and submitted along with cash, certificates or sureties for the amounts specified. The agreements will need to be approved and signed by the County Attorney and County Engineer. This may take 2-4 weeks to obtain all the correct signatures and forms. Stormwater Management Facilities Maintenance agreements will also need to be completed and recorded. The County's Management Analyst or other staff will prepare the forms and check for ownership and signature Engineering Review Comments Page 6 of 6 information. The completed forms will need to be submitted along with court recording fees. I will share draft Maintenance Agreement (shared via link /6-18 email) with County's Management Analyst, who will be in touch (Ana Kilmer). After the Maintenance Agreement is recorded, Engineering use information from recorded agreement to revise a (.docx) Deed of Dedication template (SWM Facility /Drainage Easements), will then send edited document to Applicant for signature /return to County for County signature, and final return to Applicant for recordation. Please note: Easement plat requires a separate Application, a separate review /Approval process. We urge Applicant to proceed with Easement plat, and submit Easement Plat Application as soon as possible. After bonding and agreements are complete, county staff will need to enter project information in a DEQ database for state application processing. DEQ will review the application information based on local VSMP authority approval. At this time, the DEQ portion of the application fees will need to be paid directly to the state. For fastest processing, this is done electronically with the emails provided on the application. DEQ should notify applicants with instructions on how to pay fees. When DEQ approves the application, they will issue a permit coverage letter. This should be copied to the county. After DEQ coverage is issued, via the coverage letter, the County can hold a pre -construction conference. Applicants will need to complete the request for a pre -construction conference form, and pay the remainder of the application fee. The form identifies the contractor and responsible land disturbed, and the fee remaining to be paid. This will be checked by county staff, and upon approval, a pre -construction conference will be scheduled with the County inspector. At the pre -construction conference, should everything proceed satisfactorily, a joint VSMP and grading permit will be issued by the County so that work maybegin.
