Perez, Senior Planner Division: Planning Date: July 18, 2018 Subject: SUB201700197 — Road Plans for Drillers Lane The County of Albemarle Planning Division will grant or recommend approval of the Subdivision Plat referenced above once the following comments have been addressed: [Each comment is preceded by the applicable reference, which is to the Subdivision/Zoning Ordinances unless otherwise specified.] [14-428] The road plans do not match the road network approved on SDP2008-61. The approved site plan depicts the proposed public right-of-way, Drillers Lane, ending in a cul-de-sac partially on TMP 31-21C. Also, the un-named private street ends in a cul-de-sac north of the proposed Lot 2. Per recent discussions with the applicant about a pending LOR for the proposed building on Lot 2 to be slightly shift in location, it is apparent that SDP2008-61 is still being utilized for proposed improvements. As such the road network relied upon by the site plan shall be continued on the road plan and subdivision plat. All plans need to match. If this is not your intent then a site plan amendment shall be submitted to modify the proposed site plan to match the subdivision plat and road plan. The only difference between the plans should be the label of the 40' private street. This road shall not be labeled a private street at this time; rather, prior to such a label the Planning Commission would need to approve the street as a private street. However, it appears the final site plan SDP2008-61 pushed such an action off till the subdivision of future lots, which are located north of Lot 2. Such a push is fine; however, prior to it being labeled a private street and being platted on a subdivision plat, a private street request and action by the PC approving the street will need to take place. Being the subdivision of future lots north of Lot 2 are not proposed at this time, it is appropriate to continue labeling this as a "private access easement". 2. [18-26.5(C)] Locate the following note on the road plan: "SDP2008-61_May 5, 2009 approval to disturb the 30' buffer zone between the LI zoning and the RA zoning for public road improvements as depicted on the final site plan. " Also, as depicted on the final site plan (SDP2008-61) the plantings for screening between the LI and RA zoning is required to install the road. Ensure the grading on the road plan accounts for these plantings. Also, provide the required plantings on the road plan (they should match the approved site plan). 3. [14-428] Dedication of streets. Provide a note stating that the "40' Public RIW is hereby dedicated to Albemarle Countyfor public use. " 4. [Comment] Meet VDOT requirements. "Please note that the proposed entrance to Lot 2 will not be a permitted commercial entrance until a site plan is approved. Also note that this entrance could be used as a temporary turnaround, with an appropriate easement. Further, the street will not be eligible for public acceptance until it serves 3 occupied lots. " 5. [Comment] It is recommended the public road provide a sidewalk on one side of the roadway to serve the industrial buildings. The approved site plan did not require it, nor does the ordinance require it; however, it seems appropriate for the industrial use, thus it is recommended. Staff has provided references to the County Code. The Code is kept up-to-date by the County Attorney's office and may be found at www.albemarle.org/countycode. In accord with the provisions of Section 14-229(B) of Chapter 14, if the applicant fails to submit a revised plat to address all of the requirements within six (6) months after the date of this letter, then the application shall be deemed voluntarily withdrawn.
