Applicant response: Roudabush and Gale performed a slope analysis and submitted a report to Albemarle County on the location of the preserved slopes on the property. These slopes have been inserted into the design and used during the Phase I construction and this phase. These slopes do not match what is in the field, as the contractor extended the grading into these areas during the phase I construction. They have recently fixed these areas and installed mitigation planting in these areas. Regardless, our design illustrates the limits of the preserved slopes as established by the analysis for Phase 1. We are also installing a retaining wall to help ensure no additional disturbances will occur in these areas. GIS TN4P# 61 1651R 13. Avoid and do not disturb Preserved Steep Slopes. Provide stabilized drainage channel to convey storm runoff from Rio Road East and Dunlora Drive reaching entrance pipe at Varick Street. Slopes greater than 2:1 are impermissible, and slopes steeper than 3:1 require vegetation hardier than grass, and this landscape vegetation will likely require mulch at time of planting. This site will require a one (1) new private road name. Per Sec. 7-200-B of the County's Road Naming and Property Numbering Ordinance (Page 2 of PDF). "It is intended by this article that all roads within the county which serve or are designed to serve three (3) or more dwelling units or business structures shall be named." Please review the procedures in the Road Naming and Property Numbering Manual to decide upon a road name for the road accessing Old Lynchburg Road. We recommend providing three (3) candidate names for each road to our office for review, in case your first choices are not acceptable. Perez, Senior Planner Division: Planning Date: March 7, 2018 Subject: SDP201800002 Dunlora Park Phase II- Final Site Plan The County of Albemarle Planning Division will recommend approval of the plan referenced above once the following comments have been satisfactorily addressed (The following comments are those that have been identified at this time. Additional comments or conditions may be added or eliminated based on further review.): [Each comment is preceded by the applicable reference, which is to the Subdivision/Zoning Ordinances unless otherwise specified.] 1. [Comment] This application was reviewed against Site Development Plan requirements only. Lot lines are shown on the plan, but no subdivision application was submitted. Any subdivision related comments are provided for reference only unless necessary for site plan approval. Final: Comment still relevant. 2. [32.7.2.3(c)] Interconnectivity of Sidewalks or Pedestrian Ways. The County has received funding for pedestrian access improvements to portions of Rio Road, a portion of the work fronts phase 2 (specifically fronting Lots 32 - 42). Below I have provided a section of the plans, please revise/coordinate your final site plan to depict and incorporate this work. Your plans should show the road improvements and curb & gutter by others, but the sidewalk & landscape strip/landscaping should be constructed as a part of your plan and by the Dunlora Park developer. An exhibit with the County plans provided below, if you would like the CAD files, please contact Jack Kelsey in Facilities and Environmental Services (JKELSEY@albemarle.org) Final: Comment addressed. 3. [32.5.2(a), 32.5.2(0)] Areas to be Dedicated. The portion of land fronting Phase 2 listed as "Right-of-way established with Dunlora Park Road Plan " requires a right-of-way dedication. Provide a note stating that the land is to be dedicated to the County for public use. Prior to final site plan approval the dedication shall take place on a plat to be reviewed by the County, approved, and then recorded in the Clerk's Office. The DB page information of this action shall be provided on the final site plan. Final: Comment not addressed. The final plat has omitted the right of way dedication line. Please explain why this has taken place and is no longer necessary. 4. [30.7.5] Design Standards Retaining Walls. Within preserved slopes that have been determined less than 25% based on new topographic information to the satisfaction of the County Engineer the following applies. The maximum height for a single retaining wall, measured from grade to grade, shall be six (6) feet. When the overall retained height would exceed six (6) feet, the retaining wall shall be broken into multiple stepped walls w/ 3 feet of landscaped area between each wall. Currently the plans do not provide enough information on the retaining wall design to verify this requirement is met. Prior to final site plan approval, on the plans provided sufficient information on the wall design to verify the above design standards are met. Final: Comment addressed. 5. [32.5.2(n), 4.12.15(8)] Curb and Gutter in Parking Areas and Along Travelways. Provide curb for both sides of the alley. Final: Comment addressed. 6. [14-303(E), 3.11 Alleys. Clearly depict whether the Alley is proposed on individual lots or if it is proposed within the Open Space. Staff suggests it be provided in Open Space, but it shall be omitted from being counted in the required open space for the project (2501o), as roads or accessways are not to be in open space.
