Reviews Comments:The ARB took the following actions on ARB-2016-48: Staybridge Suites Initial Site Plan at the
9/6/2016 meeting.
Regarding the initial site development plan:
Motion: Mr. Lebo moved that the ARB forward the following recommendations to the Agent for the
Site Review Committee:
• Regarding requirements to satisfy the design guidelines as per § 18-30.6.4c(2), (3) and (5):
A Certificate of Appropriateness is required prior to final site plan approval. A Certificate of
Appropriateness may be issued when the following conditions have been met.
1. Identify on the drawings the color of the smooth face panel and provide a sample for review.
2. Add the standard mechanical equipment note to the site plan. “Visibility of all mechanical
equipment from the Entrance Corridor shall be eliminated.”
3. Revise the photometric plan to show that spillover does not exceed .5 fc, including along the edge
of pavement along Laurel Park Lane.
4. Revise the photometrics using an LLF of 1.0.
5. Revise the lighting plan to make the OSQ-4MEwBLS fixtures easily legible.
6. Revise the lighting plan to include building-mounted lights.
7. Add the standard lighting note to the plan. “Each outdoor luminaire equipped with a lamp that
emits 3,000 or more initial lumens shall be a full cutoff luminaire and shall be arranged or shielded to
reflect light away from adjoining residential districts and away from adjacent roads. The spillover of
lighting from luminaires onto public roads and property in residential or rural areas zoning districts
shall not exceed one half footcandle.”
8. Revise interior parking lot trees to large shade trees.
9. Identify on the plan the color proposed for the retaining wall block.
10. Revise the plant species so that the number of proposed plants for any one species does not
exceed 25% of the total proposed for that plant type (tree, shrub).
11. Revise the cornice to more appropriately reflect the proportions of the building mass.

1. Final Site Plan approval will require an approved VSMP submittal.
2. The maximum grade for parking spaces and access aisles abutting parking spaces shall not
exceed 5 percent [18.4.15.15(c)].
3. Parking spaces may be reduced to 16' when a 2' unobstructed overhang is allowed for [18.4.12.16
(c)(6)]. Please verify that the grading behind the curb for 2' does not cause an obstruction to the
overhang area.
4. Bumper blocks should be provided where a sidewalk is located closer than 2' from the edge of the
parking area and is less than 6' wide [18.4.12.16(e)].
5. For constructed slopes, the maximum steepness is 2:1 [Albemarle County Design Standards
Manual]. It appears that some areas are graded at a steeper than 2:1 slope. Any slope steeper than
3:1 must also be stabilized with landscaping vegetation hardier than grass, which will not require
mowing.

I have reviewed the above referenced application and have the following comments:
• Water and Sewer construction plan review submittal will be required at the final site plan
stage. Submit 3 copies of the plan along with water/sewer data sheets to the ACSA, Attn: Michael
Vieira, PE, to begin the review process.
• A sewer capacity agreement will be required prior to the ACSA recommending final site plan
or construction plan approvals.
• Show a grease interceptor.
• Call-out the sewer connection as a core and boot.
• Call out a 6” tapping sleeve and valve for the fireline.
• Show the FDC location.
• Show additional fire hydrants (per Fire/Rescue coverage requirements).
• Show a large service tap for the domestic water service.
• Call-out a water meter vault for the domestic service.

Dear Mr.Newberry:
The Department of Transportation,Charlottesville Residency Transportation and Land Use
Section,has reviewed the above referenced plan as submitted by Kimley-Horn and associates,
Incorporated,dated 25,July 2016 and offers the following comments:
1. Please provide route numbers, ADT, design speed,public/private,and show and label
right-of-way for all streets that appear on the plan.
2. Plan sheet#CS-101;please provide proposed drainage data tying into existing storm
sewer pipe. Please show that the existing system and outfall is adequate.
3. Please conform to the pavement widening WP-2, 302_02 in the 2008 Road and Bridge
standards. Please show on plans mill and overlay.
/3 4. Provide sight distance line profiles. Please demonstrate that adequate sight distance is
��1+ provided in both horizontal and vertical.
_17',., Plan sheet#CS-101,radii on both entrances are inadequate,please refer to the Road
�` ✓' " Design Manual appendix F, and page F-126, figure 4-11. Radii should be within a range
of 25'-50' the selected shall accommodate the anticipated type of vehicle usage.
6. Plan sheet#CS-101 proposed sidewalk is outside of right of way and VDOT will not
maintain. Consider dedicating right of way for sidewalk or a land use permit will need to
be obtained.
7. It appears that Laurel Park Lane to be private, please confirm.
8. From Laurel Park Lane please show sight distance left onto Meeting Street.
9. Please extend photometric values to the surrounding street Timberwood Boulevard.
Please provide two copies of the revised plan along with a comment response letter. If further
information is desired,please contact Willis C. Bedsaul at 434-422-9866.
Please note that the final site plan must show conformance with the VDOT Road Design
Manual Appendices B (1) and F, as well as any other applicable standards, regulations,or
other requirements.
