Subject: SUB2018-076 Sparrow Hill — Final Subdivision Plat
The Planner for the Planning Services Division of the Albemarle County Department Community
Development will recommend approve the plan referred to above when the following items have been
satisfactorily addressed. (The following comments are those that have been identified at this time.
Additional comments or conditions may be added or eliminated based on further review.) [Each
comment is preceded by the applicable reference to the Albemarle County Code.]
1. Building Sites: Show how the house, driveway and parking will fit within the building site for
various lots with steep slopes and easements. On several lots (specifically lots 2,3, 14, 19-20, 24-
35), it is unclear if a house with a driveway and parking will be able to fit within the building site
indicated.
Rev: This needs to be shown on the plat and not the road plans, as it is a subdivision plat
requirement.
2. Steep Slopes
Rev: Areas of steep slopes are not being shown due to the proposed easements. Even though
public easements for utilities are allowed within the slopes, that does not delete the steep
slopes in that area, as it is a Zoning overlay and it needs to be shown. Revise to show all of the
steep slopes.
3. [Section 2.2.3 Open Space; 4.7 Open Space Requirements] Cluster developments (lots less than
30,000sf) require a minimum of 25% open space. Not more than eighty percent of the open
space can be located with the flood plain. Please provide these calculations on the plat for ease
reference.
Rev: The calculations were provided, however they are not on the plat. In addition, an exhibit
showing these areas should be provided.
4. Instruments: Deeds and maintenance agreements are required for the following: sidewalk and
landscaping easements, private drainage easements, and maintenance of open space. These
will need to be reviewed and approved by the County Attorney's office prior to approval of
the plat.
5. Easements: Slope easement dedicated to public use should be removed. What is this
easement? Why is it being dedicated for the County to maintain? It is not a required easement
and the County will not maintain this easement or the slopes.
