County Code section 17-410 and Virginia Code §62.1-44.15:34 requires the VSMP authority to act on any
VSMP permit by issuing a project approval or denial. This project is denied. The revised four (4) copies
of the WPO Plan will be stamped approved once: easements are recorded; nutrient credit purchase is
complete, and; one (1) additional copy of the revised SWPPP (addressing comments), and replacement
sheets for SWPPP on file are received. (CE may have initially submitted two copies of the SWPPP, but we
can only locate a single copy, need a second, and regret any inconvenience.)
A. Stormwater Pollution Prevention Plan (SWPPP)
The SWPPP content requirements can be found in County Code section 17-405. A SWPPP must contain
(1) a PPP, (2) an ESCP, (3) a SWMP, and (4) any TMDL measures necessary.
(Rev. 1) Partially Addressed. Applicant explains items 1.4., below, are in process. SWPPP will be updated
/revised when items are available.
1. Sect. 1, Registration statement: Revise to include e-mail address if DEQ may contact Operator via e-mail.
2. Sec. 1, Sign /date registration statement.
3. Sec. 4, 5: Update ESC, SWM, and SWPPP exhibit, with final revised versions, when available.
4. Sec. 9 —Sign Certification Statement
Note: Items 1, 2, and 4, should be closely reviewed with future SWPPP submittals.
SWM Plan — Approved, pending purchase of nutrient credits and recordation of drainage /SWM easements (#11).
1. Please transfer VRRM .xls v. 3.0 redevelopment spreadsheet summary tab to plans, to more easily track
/review nutrient credit purchase requirements. (Rev. 1) Addressed.
2. Ref. to VSMP Amendment indicates prior VSMP. Please provide reference to prior approved WPO#
(WP0200600089?). Area of disturbance does not qualify for VDEQ VAR10, since less than 1.0 Ac. (Rev.

Sheet 8-9, Foundation bedding preparation /Construction Loads: Provide bedding and depth of cover design
appropriate for typical construction loads. Albemarle understands contractor responsibility, but general
design guidance should inform design construction. While plan information may remain, revise design to
provide specific bedding material and depth of bedding material, and to provide sufficient cover for typical
construction loads above underground detention system. Note: Looking ahead, Albemarle welcomes CE
estimate of UG detention Mfr. material and installation expense to help improve bond estimate accuracy.
(Rev. 1) Addressed. Applicant response: "...because the contractor has not been selected for this project
and its construction equipment is therefore unknown, the manufacturer can only list a variety of minimum
covers to account for the loadings. These minimum covers are dependent upon the type of construction
vehicle(s) used and are shown on sheet 9."
Sheet 8: Please provide profile of proposed 66" UG detention pipes, with inlet /outfall INV elevations.

Sheet 9: Similar to item #7, select round or square concrete perimeter for UG detention access openings
(MH cap detail). Arrange Notes 1.-9. to eliminate appearance notes 1.-6. may apply only to round option

Addressed. As follow-up, comment was poorly phrased, perhaps misconstrued; recommendation
intended to draw attention to As -built requirements, which influence bond reduction and release.
d. Inspection /Maintenance: Revise to require SWM Facility (UG detention) inspection frequency not
less than once per year.
11. New: Drainage and SWM Facility easements must be recorded prior to VSMP /WPO Plan approval.
B. Pollution Prevention Plan (PPP)
The PPP content requirements can be found in County Code section 17-404.

C. Erosion and Sediment Control Plan (ESOP)
Virginia Code §62.1-44.15:55 requires the VESCP authority to approve or disapprove an ESOP. This plan
is approved.
Engineering ESC plan review comments addressed with Rev. 1.
Sheet 3:
1. Modify Temporary 18" Diversion Detail, for use on paved surface. Eliminate earth material. Specify stone
for berm. Specify impermeable fabric overlay (of berm) to deflect clean -side runoff to existing storm inlet.

2. Revise notes to reflect Modified right-of-way diversion berm. May not be constructed using earth; use
stone.
3. Specify containment for fueling tank, sufficient to contain stored volume + 2- or 10-yr. rainfall event.
4. Revise note that reads Min. CE Entrance is 12 x 170' (to read 70'). Provide wash rack note, since wash
rack required with paved CE. Note: No material may be tracked from this site onto U.S. Rt. 250.
5. Ensure all drainage structures and storm drain pipes are labeled, all sheets.
6. Provide drainage computations (inlets /pipes) with VSMP plan.
7. Temp stockpile Area measuring approximately 25' x 35' may be inadequate. Recommend re-evaluate size.
8. Sediment trap #1: Label SAF. Label floor dimensions. Label weir on sheet 5, as well as sheet 3.
9. Revise ref. to diversions and berms to specify non -earth, non -erodible (stone) material requirement.
10. Given timing /sequence of sediment trap #1 removal and paving, and the possibility that sediment -laden
runoff may reach the UG system, include note that Albemarle may require video of UG detention separate
and apart from VSMP As -built drawing requirements.
Process
After approval, plans will need to be bonded. The bonding process is begun by submitting a bond estimate request
form and fee to the Department of Community Development. One of the plan reviewers will prepare estimates
(that rely in part on manufacturer's estimate of detention system material expense that Applicant has provided)
and check parcel and easement information based on the approved plans. The County's Management Analyst will
prepare bond agreement forms, which will need to be completed by the owner and submitted along with cash,
certificates or sureties for the amounts specified. The agreements will need to be approved and signed by the
County Attorney and County Engineer. This may take 2-4 weeks to obtain all the correct signatures and forms.
Stormwater Management Facilities Maintenance agreements will also need to be completed and recorded. The
County's Management Analyst or other staff will prepare the forms and check for ownership and signature
information. The completed forms will need to be submitted along with court recording fees.
Deed of Dedication of Stormwater Facility and Drainage Easements is required. Deed will reference book -page
of recorded Maintenance Agreement. Engineering prepares this document (Deed) using template and recorded
Maintenance Agreement information. (Maintenance Agreement and recordation of easements are required for
VSMP approval, and, to be precise, precede this Process section.)
After bonding and agreements are complete, and Deed is recorded, the County can hold a pre -construction
conference. Applicants will need to complete the request for apre-construction conference form, and pay the
remainder of the application fee. The form identifies the contractor and responsible land disturbed, and the fee
remaining to be paid. This will be checked by county staff, and upon approval, a pre -construction conference will
be scheduled with the County inspector. At the pre -construction conference, should everything proceed
satisfactorily, a grading permit will be issued by the County so that work may begin.
