Old Trail Village Block 11, Final Site Plan
I have reviewed your comments, below are the individual responses.
PLAN
• Zoning: this is within the Entrance Overlay - please list under zoning.
Entrance Overlay has been added to the Zoning designation on the Cover Sheet
• Make sure that the sheet index matches with the sheet, in terms of titles.
The titles of the sheets have been checked against the sheet index and have been
revised as necessary.
• Is the access easement public or does it belong to the property owners? Is there a deed
or plat with that?
The private right-of-way for the internal streets of Block 11 have been platted and
recorded at DB 4257 PG 377.
• Please show dimensions for sidewalks, driveways and parking spaces.
Dimensions have been added to the driveways and parking spaces. The sidewalk
has been labeled as existing.
• Please identify materials for surfaces, such as concrete
Materials for the driveways and parking areas have been identified by note on
Sheet 4.
• Landscaping
c Add a tree on Old Trail Drive - in front of lots 17-19.
A tree cannot be added in front of Lots 17-19 due to the existing sight distance
easement in that location.
o Provide screening for parking spaces. In the COD, there is a section talking about off
street parking being screened. The way the guest parking is designed between the
buildings, it should have screening from Old Trail Drive.
Evergreen shrubs have been added behind the parking areas to screen them
from Old Trail Drive.
o It appears that there is a tree in the parking spot on Lot 24.
The tree has been relocated.
Setbacks are from access easements (in parking areas shown). Clarify as parking - lots
24-25 and 20-21. It would be better to label these spaces as "parking easement" so that
the setbacks can be taken from the lot line.
The easements have been renamed to "parking easement" as suggested.
• Clarify lot numbers in blocks. There would be two lot 28s.
The LOT in question has been renumbered as 27A
On the parking requirements, round up to the closest integer. There must be one
additional parking space.
PER 4.12.4.c, the number should be rounded to the closest whole number. The
closets whole number for the required parking spaces for the 13 townhouse units
is 29 (rounded from 29.25). Additionally, we are providing 42 spaces (38 garage
and driveway spaces with 4 surface parking spaces).
Please include lot coverage - the max is 60%. This plan is subject to the old rezoning
(2004) and lot coverage was for individual lots, not the entire block.
The Lot Coverage for each individual lot has been added to Sheet 4, along with the
Lot Sizes in a table.
• The Code of Development calls for a pocket park in Block 11. Is this located somewhere
else on the block?
More specifically, per the Code of Development, there were going to be three (3)
pocket parks spread throughout the development. One of these parks was to be
Iocated "among Blocks 17,18, 14, 15, 11, 12, 20 & 21". A 0.37 -acre pocket park is
located within Block 14.
• The lots appear to encroach onto the existing VDOT landscape easement. Please clarify.
Clarify where the right of way is, and if this easement is a part of the right of way and if
VDOT is okay with lots encroaching into their easement.
The existing right-of-way for Old Trail Drive is behind the curb. The easement
"VDOT Clear Zone and Maintenance Easement". This easement to allow for the
maintenance of the sidewalk. The lots are allowed to encroach into a
maintenance easement. No part of the building encroaches into this easement.
ARCHITECTURAL REVIEW BOARD
• Architectural designs were previously approved for the Old Trail Drive townhouses.
Confirm that these designs have not changed.
There has been no design change from approved site plan.
FIRE RESCUE
• Add a hydrant in the vicinity of Wheatfield Place and Wheatfield Court. Spacing in this
area exceeds 250'.
A sketch was sent via email from Bill Ledbetter with the fire hydrant locations in
the area of Block 11 and the distances between them. We believe that we meet the
250' maximum spacing within the area of Wheatfield Place and Wheatfield Court.
• Street must be marked no parking on both sides.
"No Parking "signs have been added to both sides of Wheatfield Court.
• If the building height exceeds 30', a 2b' clear width must be maintained on Old Trail
Drive for aerial fire apparatus access.
The buildings height will not exceed 30'; these are 2 -story townhomes. The
maximum building height has been revised on the Cover Sheet to reflect this.
