SITE/PROJECT HISTORY
Between 2004 and 2007, the ARB and ARB staff reviewed the Special Use Permit and Preliminary and Final Site Plans for the retail development on
Gander Drive. In 2013, the ARB reviewed Phase IIA development at Northtown Shopping Center, which entailed the construction of the Gander
Mountain retail store. In 2017, Phase IIB development (the Buffalo Wild Wings building) was reviewed by the ARB. No comprehensive sign plan was
reviewed during this period, and signs were individually reviewed and approved, as outlined below. Gander Mountain is no longer in business. Staff has
had preliminary discussions with applicants regarding the introduction of multiple businesses in the Gander building.

The ARB will review the proposed Comprehensive Sign Plan for Northtown Center as well as
sign proposals for United Land Corporation and Burn Boot Camp Sign
Presently, Northtown Shopping Center is composed of three buildings: 431 Gander Drive, which is occupied by the Buffalo Wild Wings restaurant; 435
Gander Drive, which is a large square building with a fagade broken into six storefronts; and 440 Gander Drive, which formerly housed the Gander
Mountain retail store. (For the purposes of this report, 431 will be called Building A, 435 Building B, and 440 Building C.) [Figure 1 ]

reflected light and allows the focus of the sign to
be the original overall shape, color and complete
design of the sign. Internal lighting produces a
fragmented, rather than unified, sign image at
night compared to external lighting and may
project light that is distracting to the viewer.
Similarly, exposed light sources that form the
body of a sign (such as, but not limited to,
exposed or bare neon) are not appropriate for the
Entrance Corridors. They can produce glare and,
generally, do not achieve the subtle character and
compatibility that is the goal for the Entrance
Corridors.
5b
Since external illumination does not fit every case,
individual channel letters — a type of internally
illuminated sign that has less visual clutter impact
on the Entrance Corridors — may also be
approved. Channel letters are generally the
preferred type of internally illuminated wall sign
because they project the total sign and are
identifiable with the daytime image of the sign.
When channel letters cannot be adequately
accommodated, internally illuminated cabinet
signs may be considered. If cabinet signs are
utilized, the backgrounds of such signs must be
made opaque (zero light transmission).
5c
External illumination is also preferred for
approved graphics/logos; internal illumination
may be considered for approval on a case -by -case
basis. The Board will evaluate the specific design
for size (adjusted in proportion to the
accompanying lettering), balance, complexity, and
distance from and relationship to the Entrance
Corridor. These factors will determine the extent
of internal illumination that can be approved.
5d
These solutions are intended to reduce glare,
visual clutter and distraction along the streetscape,
to provide for coordinated appearances along the
Entrance Corridors, to increase visual continuity,
to achieve a balance of business identification
with order and continuity, and to limit negative
impacts along the County's Entrance Corridors.
5e
External Illumination: Lighting should be shielded
and not create glare. Lighting should be aimed so
as not to project illumination beyond the sign. All
external light sources shall be white.
5f
Internal Illumination: Any internal illumination is
considered to contribute to visual clutter and will
be limited.
5g
All Illumination shall be non -blinking.
5h
Exposed Light Sources: An exposed light source
that forms the body of a sign, such as but not
limited to signs formed of exposed neon, as
opposed to a light shining on a sign, shall not be
used in the Entrance Corridors.

Summary of Recommendations:
Staff recommends the following as the primary points of discussion:
1. An appropriate letter height for proposed signs on Building C and a maximum height of proposed logos and graphics on Buildings A and C
Staff offers the following comments on the proposal ARB-2018-77: Northtown Center CSP/ULC sign:
1. Revise the Comprehensive Sign Plan mounting details criterion to state all channel letter signs shall be mounted on a raceway.
2. Revise the Comprehensive Sign Plan raceway color criterion to state "to match the color of the wall to which it is attached."
3. Revise drawing A1.4 so that the proposed height of the sign on the south end unit is 18'-0" from grade.
4. Revise the architectural elevations to depict the buildings as built; rectify the discrepancy between the canopy cables shown on the elevations and
the appearances of the storefronts as built.
5. Revise the Comprehensive Sign Plan location criterion to state: centered horizontally within the sign areas as outlined on the approved drawings
on the west and south elevations of Building A; on the west elevation of Building B; and on the north and west elevations of Building C.
6. Provide drawings of the Gander Mountain building (Building C, 440 Gander Drive) which show proposed sign placement and sign type.
7. Revise the Comprehensive Sign Plan size limit criterion so no proposed letter shall exceed 27 inches in height for individual letters on Buildings
A.
8. Revise the Comprehensive Sign Plan size limit criterion so that the appropriate letter height for signs on Building B is between 15 and 18 inches
and the logo/graphic height shall not exceed 30 inches.
9. Revise the Comprehensive Sign Plan size limit criterion to establish an appropriate letter height for proposed signs on Building C.
10. Revise the Comprehensive Sign Plan size limit criterion to specify the maximum height of proposed logos and graphics on Buildings A and C.
It. Revise the Comprehensive Sign Plan to name approved materials: acrylic, plexiglass or similar for letter faces and aluminum returns.
12. Revise the Comprehensive Sign Plan trim cap/return color criterion to state black, bronze, brushed aluminum, or to match the letter face color.
13. Revise the Comprehensive Sign Plan letter type font criterion to state a maximum limit of three typefaces. Additional typefaces may be
