Ensure the revised plantings are shown on the as -built for the stormwater facility. 3. Reference this SUB201800106 plan number on the as-builts for the stormwater facility. Planning (Patricia Saternye) 1. See attached review comment letter dated 08/02/18. VDOT (Adam Moore) 1. Approved per attached letter dated 7-17-18. Fire Rescue (Shawn Maddox) 1. No objection. ACSA (Richard Nelson) 1. Approval recommended. Note that an irrigation application will need to be submitted to ACSA for the Village Green for an irrigation meter. Note that full water connection fees will be included for this irrigation meter. (See attached email). GIS (Elisa Kiewra) 1. No objection. Zoning (Rebecca Ragsdale) 1. No objection. Engineering plan review staff are available from 2-4 PM on Thursdays, should you require a meeting to discuss this review. Engineering Review Comments Page 2 of 2 Process; After approval, plans will need to be bonded. The bonding process is begun by submitting a bond estimate request form and fee to the Department of Community Development. One of the plan reviewers will prepare estimates and check parcel and easement information based on the approved plans. The County's Management Analyst will prepare bond agreement forms, which will need to be completed by the owner and submitted along with cash, certificates or sureties for the amounts specified. The agreements will need to be approved and signed by the County Attorney and County Engineer. This may take 2-4 weeks to obtain all the correct signatures and forms. Stormwater Management Facilities Maintenance agreements will also need to be completed and recorded. The County's Management Analyst or other staff will prepare the forms and check for ownership and signature information. The completed forms will need to be submitted along with court recording fees. After bonding and agreements are complete, county staff will need to enter project information in a DEQ database for state application processing. DEQ will review the application information based on local VSMP authority approval. At this time, the DEQ portion of the application fees will need to be paid directly to the state. For fastest processing, this is done electronically with the emails provided on the application. DEQ should notify applicants with instructions on how to pay fees. When DEQ approves the application, they will issue a permit coverage letter. This should be copied to the county. After DEQ coverage is issued, via the coverage letter, the County can hold a pre -construction conference. Applicants will need to complete the request for a pre -construction conference form, and pay the remainder of the application fee. The form identifies the contractor and responsible land disturber, and the fee remaining to be paid. This will be checked by county staff, and upon approval, a pre -construction conference will be scheduled with the County inspector. At the pre -construction conference, should everything proceed satisfactorily, a joint VSMP and grading permit will be issued by the County so that work may begin. [COD] In reference to "Proposed Change" #2, no water related changes have been made to the village green area. ACSA approval of any required changes to support an irrigation system in the Village Green is required. It would appear that at least a water meter for the area would be needed, which may necessitate the addition/extension of the water line easements. Therefore, a revision to the ACSA easements may be required. [Comment] In reference to "Proposed Change" #3, address the following: a) It does not appear that any changes have been made on the plan to show the new fence location. What is shown is what was shown on the two previous road plans. Revise the fence around Dabney Park to be what is requested. b) Specify the type of fence that is proposed on the site plan. c) Provide a detail of the fence type. There is another fence detail on sheet 11 of the original road plan. If it is that type of fence specify that it is the "Forest Green Aluminum Fence" specified on Sheet 11. If it is another type of fence then add a second fence detail to the road plan and reference it. d) Ensure that the fence type specified meets Code of Development requirements. e) Reword the proposed change note to specify the type of fence, color and the location of the fence detail in the road plan. 3. [Comment] In reference to "Proposed Change" #4, address the following: a) Replace the playground equipment details on sheet 10 of the road plan with the detail for the specific playground equipment that will be places in Griffin Park. b) Remove language in current note for the proposed change #4 and replace it with the details of what recreation equipment will be installed (manufacture, type of equipment, etc.). c) Ensure that whatever equipment is specified meets the requirements of 18-4.16. 4. [Comment] Revise all sheet of the road plan what show any of these changes. There are sheets that were not submitted that must be revised and update. Therefore include them in the amendment set. 5. [Comment] On the coversheet of the road plan, in the title, provide the application number SUB201800106. 6. [Comment] On the coversheet of the road plan, under the title, in "(Amendment to SUB201200152)" expand it to also include application number SUB201400079. 7. [Comment] Notes that were in the upper right corner of sheet 3, that were in previous road plans, are missing. Replace those notes. Please note that except for the changes you have specified no other changes should be made to the road plan and the sheets representing it. 8. [Comment] Either ensure that the wording of the "Proposed Changes:" list that has been added to every page are identical or only show them on the coversheet and just reference them, with the clouds and numbers on the other sheet.
