Mann From: Tori Kanellopoulos- Planner Division: Planning Services Date: August 3, 2018 Subject: SUB-201800124 Property of Rew Land LLC- Two Lot Subdivision - Final Subdivision Plat The County of Albemarle Planning Division will grant or recommend approval of the Final Plat referenced above once the following comments have been addressed: [Each comment is preceded by the applicable reference, which is to the Subdivision/Zoning Ordinances unless otherwise specified.] 1. [14-302(A)10] Development rights. The note on Sheet 1 indicates that TMP 66-28 has 5 (five) development rights. However, based on previous documentation, including SUB199100172, SUB200000053, SUB201400175 and Letter of Determination LODI99200005, TMP 66-28 has 1 (one) development right. A new note must be included stating that "TMP 66-28 is assigned one development right, which, when used, will not consume more than 7.43 acres." This is based on a note from SUB201400175 which also uses this language. 2. [14-302(A)10] Right of further division of proposed lots. Include a statement in the notes section of the plat describing the development rights and right of further division for each proposed lot. For example: "Proposed # acre lot will be allocated one development right and may be further divided. Proposed # acre lot will have no development rights allocated and may be further divided." Given that TMP 66-28 has one development right, only one of the proposed lots may retain a development right. For future divisions, any lot 21 acres or greater may be created without using a development right. A development right must be used for placing more than one dwelling on a parcel in the Rural Area or placing a dwelling unit on a parcel less than 21 acres. Every lot must have one development or at least 21 acres. A special use permit is required to obtain additional development rights. 3. [14-302(A)15] Identification of all owners and certain interest holders. Include the address and name for property owner Manning -Smith in the owners notes section on Sheet 1, since the Boundary Line adjustment affects their property. 4. [14-302(B)1] General information. Include the number of sheets and a label at the bottom of each page. For example: "Sheet 1 out of 2." 5. [14-302(B)5] Zoning classification. Indicate in the notes section of Sheet 1 that the property lies in an Entrance Corridor. 6. [14-302(B)9] Flood plain. On Sheet 2, there is a note referring to `Approximate Flood Zone X' on the new 44.8817-acre parcel, however there is no arrow or indication of where this is referring to. Please clearly label all of the flood zones. 7. [14-303(0)] Signature panels. Include the names of the property owners underneath their corresponding signature lines. 8. [14-310] Health Director Approval. Approval from the Health Director is required for this application. The necessary information has been transmitted to the Health Director and is under their review. 9. [14-316] Approval of entrance onto public streets. Contact Willis Bedsaul at 434-422- 9866 (willis.bedsaul@vdot.virginia. og_v) at VDOT to obtain approval for entrance onto public streets.
