Re: Foothill Crossing Connector Road — Road Plan SUB-2017-00199 Review #3 Dear Mr. Wentland: The Department of Transportation, Charlottesville Residency Transportation and Land Use Section, Culpeper District Structure & Bridge and Hydraulics Sections, as well as the Central Office S&B-Geotechnical Section, has reviewed the above referenced plan as submitted by Collins Engineering, revised 11 June 2018, and offers the following comments: Land Use 1. Regardless of the responsible maintenance party, the Culpeper District Structure & Bridge Section must approve that the culvert/tunnel is designed appropriately for the public road above. The Structure & Bridge Section has outstanding Geotechnical comments and is still reviewing the current resubmission. We will advise if any of these comments have not been adequately addressed once we receive notice from that Section. 2. This plan does not appear to indicate what section of the Connector Road is being proposed with this plan versus the Glenbrook Plan. The same line type and weight are used throughout; please clearly differentiate and add a note with the station numbers. 3. Please remove the sight distance lines from the road profiles as this is not accurate information; sight distance profiles have been provided on Sheet 9A. S&B — Geotechnical Please see Comment #1 4. Section 5.1 of the F&R report states, "Soil penetration data has been used to estimate an allowable bearing pressure and associated settlement using established correlations." However, I did not see where either the allowable bearing pressure or the settlement was indicated in the report. (Note that "allowable bearing pressure" is an Allowable Stress Design term. I suspect LRFD terms should be used.) 5. Page 11 of the CES calculations indicate that the Minimum Service Bearing Pressure is 2500 psf. Please confirm that this value is referring to the Minimum (Required) Bearing Resistance at the Service Limit State. Or does this value represent the Maximum (Applied) Bearing Pressure at the Service Limit State? 6. The required nominal and factored bearing resistances for the controlling limit state must be shown on the plans for the Pedestrian Tunnel. VirginiaDOT.org WE KEEP VIRGINIA MOVING July 20, 2018 Matt Wentland, P.E. Page 2 7. In Section 5.2, F&R gives the minimum depths to suitable bearing soils of 3.5 feet for the Pedestrian Tunnel. It appears that this depth corresponds to elevations of 613.5 at boring B-3 and 616.5 at boring B-4. The inlet and outlet bottom elevations of this structure are 615.93 and 615.52, respectively. Will, after excavations are made to place the bedding material, the recommended minimum depths/elevations called out in F&R's report be reached? 8. Sheet 2 of the Delta plans state that the 17th Edition of AASHTO was used; however, the Winchester Precast Plans and the CES calculations indicate that AASHTO LRFD was used. This discrepancy should be clarified. 9. Sheet 2 of the Delta plans indicate that the friction angle of the retained fill was assumed to be 30 degrees; however, the CES calculations indicate that 32 degrees was assumed. This discrepancy should be clarified. 10. Sheet 2 of the Delta plans indicate that a sliding coefficient of 0.45 was assumed; however, the CES calculations indicate that 0.5 was assumed. This discrepancy should be clarified. Please provide a copy of the revised plan along with a comment response letter. If further information is desired, please contact Justin Deel at 434-422-9894.
