HomeMy WebLinkAboutSDP201800017 Review Comments Major Amendment, Final Site Plan 2018-08-08County of Albemarle Department of Community Development Memorandum To: Craig Kotarski From: Megan Nedostup- Principal Planner Division: Planning Services May 9, 2018 Rev1: August 8, 2018 Subject: SDP-2018-017 Keswick Energy Plant- Major Amendment The Planner for the Planning Services Division of the Albemarle County Department Community Development will recommend approve the plan referred to above when the following items have been satisfactorily addressed. (The following comments are those that have been identified at this time. Additional comments or conditions may be added or eliminated based on further review.) [Each comment is preceded by the applicable reference to the Albemarle County Code.] Requirements: 1. [32.5.2(a)] Under the zoning information, list the existing SP, as this plan is subject to the conditions of that SP from 2008. Provide the conditions on a notes page, or other page. Rev1: See attached approved conditions for 2018 SP, which this now applies. 2. [32.5.2 (b)] It is unclear if the parking near the energy plant is required parking for the uses on the site, or if this is simply a loading area. Please clarify if the parking requirements are still being met for the uses on site. Rev1: Comment addressed. 3. [32.5.2 (b)] Include the maximum height and the square footage of the proposed energy plant building. Rev1: Comment addressed. 4. [32.5.2(b)] Include the maximum amount of impervious cover on the site. Rev1: Comment addressed. 5. [32.5.2(d); 4.21 It appears that there are existing critical slopes in the areas that are proposed to be demolished. Show the critical slopes and apply for a critical slopes waiver for Board of Supervisors approval (this is also being requested to be provided with SP2018-001). The justification will need to address the criteria 4.2.5. Rev1: Special exception is schedule for Sept 5th BOS consent agenda. Plan cannot be approved until the exception is approved. 1 6. [32.5.2 (p); 32.7.9.7] Screening of commercial uses from the rural areas is required. In addition, screening of the biofilter and loading area is also required. Provide screening in accordance with 32.7.9.7. Rev1: Comment not adequately addressed. Proposed screening is not in accordance with the requirements of the screening section listed in the first comment, nor is it adequate. In addition, the biofilter is not screened as requested. Revise to include required screening. If using existing vegetation, provide the location and type of existing landscaping. l fnir�zu;n deprn andspac`ng or exfsti?agkvegeration. If only a planting strip or existing vegetation is provided as screening; the planting strip or the existing vegetation shall not be less than twe t- (�O) feet in depth. If a planting strip is provided, the plant materials shall consist of a double staggered row of evergreen trees planted fifteen (15) feet on center- or a double staggered rots- of evergreen shrubs planted ten (16 feet on center_ or an alternative vegetative screening approved by the agent_ V 7. The notification fee of $215 has not been paid. The initial site plan will not be approved until the fee is paid. Rev1: Fee has not been paid to date. Plans cannot be approved until the fee is paid.
