Evaluation Analysis:
The data presented above was collected using audio engineering industry standard
instruments of measure and reflects the most current and accurate information
available. Therefore, Native Nashville Sound has concluded that both the event area
and the extent of event use boundaries proposed by Roslyn Farm & Vineyard, LLC
meet or exceed the acoustic standards outlined by Albemarle County as it pertains
to the special use permit.
With the event space calibration set between 78.OdB and 88.OdB, all data presented
should be considered a worst -case scenario. This source sound calibration far
exceeds the average listening levels and would likely cause significant hearing loss
with prolonged exposure. Consequently, the noise level at source produced by any
event held at Roslyn Farm would rarely match, let alone exceed the levels
documented in this evaluation.
At no point during this study did the noise level measured at property lines exceed
Albemarle County's Noise Ordinance of 60 decibels. Based on these findings it
would be reasonable for Albemarle County to recommend APPROVAL of Roslyn
Farm's use of outdoor amplified music, with the CONDITION of limiting source level
sound to 90 decibels.
It is the professional opinion of Native Nashville Sound that by utilizing the event
spaces as outlined on Roslyn Farm & Vineyard's Conceptual Plan, and by limiting the
source sound to 90 decibels, outdoor amplified sound will be of no impact to
neighboring properties.
