By Code, VDH is not authorized to conduct a subdivision review without being "requested" by the locality. This typically takes place in the form of a cover letter and submission of the plats/soil work to the Health Department for review. You may recall that you advised the surveyor(Brian Ray)to contact me directly to review the plats. I directed Brian in 3 comment letters to work with VDH to figure out what he needed to submit to allow VDH to review the documents. As the previous 2007 approval won't cut it for me. Additionally, in each comment letter I specifically request them to submit whatever documents VDH need to me. I thaught it was crystal clear; however,reviewing my comments it's only crystal clear in comment SUB2017-179, the others seem less in hindsight. Regardless, Brian knows the process of working through the County to have VDH do a review. I do not need to hold his hand. Anyways, sorry for any confusion this caused. I kept wondering why you wanted to talk to me when I had not even sent you soil work@ That's not how it's supposed to work both from a process and legal point of view. At this point, go ahead and send over a cover letter and plats for review. Given that there are three(3) plats to review, I wanted to talk to you about how you wanted VDH to review them. Do you want us to conduct one review and issue one approval letter?or Do you want us to conduct three separate reviews and issue three subsequent approval letters? Do you have a preference in how you would like for us to proceed? Well it is a multi-phased/stepped proposal. But step 1 needs to be approvable on its own accord. The rest of the steps 2 and the other 2 can happen in any order. I need 3 separate approval letters for each action. Thanks No need for a phone call as Brian has filled me in on this project. My request for a phone call was to get you to send over a cover letter and to see what final work product you needed (1 approval versus three). 2 `Thankfully, most projects are a lot easier. Amen, I hate when they submit 3 steps, but then again I love it when they do because then I can see the end game and make appropriate guidance before we get to step 3. However no other comments have been addressed for this submittal? You still need VDH approval, VDOT entrance approval, and an instrument for maintenance. When do you plan on submitting these items? Also, I reviewed SUB2017-191 (Step 2) comment# 2 and #3; however, none of the others. I placed a call in with Josh Kirtley today but received a voicemail. See below for explanation: SUB2017-178 Bird House LLC—Final(Lots 1,2, 3).The subdivision application was submitted for a 2 lot division under Sec 14-207;however,this is not a 2 lot division;rather,this is a 3 lot division. 14-207 only applies to a rural subdivisionili,a subdivision resulting in two lots,a subdivision following final site plan approval,and a subdivision creating one special lot and one residue lot.The above case is neither of those options. While it is true that all the lots front on an existing public street, its more than 2 lots,thus 14-207 is not applicable. I also understand you are using the 2009 principles(which omits Sec 14-316, 14-400,and 14-403 plat requirements)but it is still above 2 lots. Thus the application needs to be made as a final plat prior to and without a prelim under 14-206 for 1-9 lots,with a fee of $1,075.This item will be required to go through SRC,thus notifications fees are also required, $215.Also,the tier 2 groundwater study is required, $355. Please submit a min of 16 copies for SRC distribution. Once you complete all the above and resubmit it will be seated on the next applicable SRC schedule(Nov 6 submittal deadline for a Dec 21 SRC meeting date).
