The County of Albemarle Planning Division will recommend approval of the plan referenced above once the following
comments have been satisfactorily addressed (The following comments are those that have been identified at this time.
Additional comments or conditions may be added or eliminated based on further review.): [Each comment is preceded by
the applicable reference, which is to the Subdivision/Zoning Ordinances unless otherwise specified.]
1. 135.11,V-ees. The p4lie HatifieRtien fee of S215 was net paid pr-ier to the SRC meeting. Please pay the fee prior- to afly
2. [4.20] Stepback. Label each portion of the new building as either 1 story or 2 stories. For the two story portion provide
a cutsheet and label where the height of the 2nd story begins. As each story that begins above 40 feet in height shall be
provided a minimum stepback of 15 feet. Final: Comment addressed as the 2 story building is behind the 1 story
building which meets setbacks.
3. [4.12.16(c)] Minimum Design of Parking Spaces. Parking spaces adjacent to 20' wide drive aisle shall be 10' wide and
18' long. Currently the spaces fronting Rte. 250 do not meet this requirement. Final: Comment addressed.
4. [4.12.16(c)] Minimum Number of Required Parking Spaces. Customer spaces shall be clearly delineated on the ground,
signed and maintained for customers only. Provide signage and striping. Final: Comment addressed.
5. [32.5.2.1(c), 32.5.2(i), 32.5.2(o)] Label Rte. 250 as public right-of-way and provide its width. Final: Comment

6. [32.5.2(n)] Existing and Proposed Improvements. The maximum impervious area listed on sheet 7 does not match the
current proposal. Final: Comment addressed.
7. [32.5.2(n)] Existing and Proposed Improvements. Dimension the travelway adjacent to the 5 display spaces on the side
of the existing building located on TMP 78-15D. Additionally, the 19' travelway adjacent to the "proposed grass
island" shall be increased to 20' wide to allow two-way traffic. Final: Comment addressed.
8. [32.5.2(n)] Existing and Proposed Improvements. Explain how the total acreage of the site for these two parcels is 1.95
acres; however, the impervious area of these parcels is 2.22 acres. The interior canopy calculations on the landscape
plan does not utilize either of these two acreages. Final: Comment addressed.
9. [32.5.2(n)] Existing and Proposed Improvements. Specify the type of parking previously approved on TMP 78-15E as
"display parking". Final: Comment addressed.
10. [32.7.9.6] Landscaping Within a Parking Area. Modify the title of the "Interior Canopy Calculations" to "Minimum
Area of Landscaping Within the Parking Area". Also, label the amount provided. Provide the calculations for this
requirement. Final: Comment addressed.
11. [32.7.9] Landscaping. Provide the caliper of all plantings. Please utilize the Albemarle County Approved Plant Canopy
Calculations document to assure the minimum caliper is met. LINK
Final: The canopy calculations for the Willow Oak and the Green Vase Zelkova do not correspond to the
canopies provided in the County's approved list; rather, it appears the calculations provided correspond to these
plantings if f they were 3.5 caliper. If you wish to continue with these canopy calcs update the plantings to be 3.5
caliper and increase the height at planting to 15' and 16' respectively.
Additionally, four of the plantings being counted towards canopy shall be omitted from canopy calc consideration as
they do not mature to above 5' in ten years time, they are: 1) Glossy Abelia (5' tall in ten years) 2) Dwarf Fathergilla
(2' tall in ten d) 3) Carissa Holly (5' tall in tend ears), 4) American Boxwood (5' tall in ten d). Please omit
these planting from canopy calculations and revise the calculations. Rev 2: Comment addressed.
12. [32.5.2(n)] Existing and Proposed Utilities. On the landscape plan depict, label, and dimension all utilities/ utility
easements. Provide all existing easements with deed book page reference numbers. Final: Comment addressed.
13. [32.5.2(d)] Topography. Clearly depict and label all managed slopes onsite. Various notes throughout the plan describe
that there are no managed or preserved slopes onsite; however, the County's approved steep slopes overlay district
depicts managed slopes throughout both properties. Final: Comment addressed.
14. [32.5.2(n)] Existing and Proposed Improvements. Depict and label the retaining walls on the southern property line
that are to be removed. Final: Comment addressed.
15. [32.5.2(n)] Existing and Proposed Improvements. Label the various use (office, service bays...) location within the
building and provide their square footages. Rev 2: Comment addressed.
16. [4.12.16(c)] Handicapped Parking Spaces. Depict, label, and dimension the required handicapped spaces adjacent to
the new building located on TMP 78-15E. Final: Comment addressed.
17. [32.5.1(c)] Dimensions. Throughout the plan dimension all proposed improvements. Final: Comment addressed.
18. [Comment] On sheet 1 provide the site plan number: "SDP2017 00064 initial Site ni " Final: Provide the final site
plan number SDP201800028 on the plan. Rev 2: Comment addressed.
19. [Comment] ACSA approval is required prior to County approval of the plan. Rev 2: Comment still relevant. See
ACSA comment below.
20. [32.7.2.11 Vehicular Access to Site. Each entrance onto any public street shall be designed and constructed as required
by the standards of the Virginia Department of Transportation. VDOT approval of the entrance to the site shall be
required prior to final site plan approval. Rev 2: Comment still relevant, see VDOT comment attached. VDOT
has provided a large comment that needs to be addressed.

21. [32.7.5.1, 4.11 Water supply and sewage system. Prior to final site plan approval the proposed variable width private
utility easement on TMP 78-14D shall be recorded in the clerk's office and the Deed Book Page reference information
shall be provided on the plan. Rev2: Comment still relevant.

15. Provide additional top /bottom wall elevations, west -side building, to aid review and construction.

16. Confirm retaining wall /seat wall maximum height (recommend Note). (Rev. 1) Addressed.
17. State building code requires building permits when a wall retains three (3) or more feet of unbalanced
fill. Albemarle County Building Inspections Division requires engineered design when wall is four (4)
or more feet in height, in addition to a building permit. Please submit engineered design /building
permit application, if needed. (Rev. 1) Addressed.

18. As discussed on 29-May 9 (FGM-JA), please review HGL and Underdrain descriptions table. Invert
and water surface Elev. for pipe 21, for example, are confusing. Additional Engineering SP review
comments possible if table values change. Please review and ensure all table values are accurate.

Dear Mr. Perez:
The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced plans as submitted by Collins Engineering, dated
April 19, 20I8, revised June 08, 2018 and offer the following comment.
Land use
1. The current entrances don't meet spacing requirements. Please see VDOT's Road
Design Manual appendix F-Access Management, F-26. Route 250 is a principal arterial
road which requires 565 ft. of spacing between full access entrances in either direction.
The required spacing for a partial access is 305 ft. VDOT recommends a shared entrance
with the parcel to the east.
A VDOT Land Use Permit will be required prior to any work within the right-of-way. The
owner/developer must contact the VDOT Charlottesville Residency Land Use Section at (434)
422-9399 for information pertaining to this process. If further information is desired, please
