My apologies. Waiting until January 3rd or thereafter is fine . . . no problem! I doubt you'll need any soils info for the parcel with our house. As you note, approved primary and reserve drainfields already exist. The boundary line adjustment doesn't impact these drainfields. But, of course, it will be your call. My conversations with the surveyor and an attorney suggest that Parcel X will remain an unclaimed parcel. I may try to claim it in the future,but that shouldn't have any impact on the boundary line adjustments for parcels 55, 56, and 57. I need to check on a couple things with him including: • Just what soils information do I need regarding the parcel with your house on it. I know we need to verify that each of the 3 parcels have a primary and reserve field with the new lot configuration—but what do I need for this parcel since the fields are existing. I know we need it for the other two lots. • How do we handle Parcel X(unknown owner)? I have set up a meeting with Francis at 10 a.m.on January 3rd -so I can hopefully get my letter to you later that day. The surveyor, Andy Graf, says soils reports aren't usually needed for boundary line adjustments. However, if a report will be needed, I can certainly provide one. I just don't want to incur the expense if it isn't necessary. (Parcels 58-55, 58-56, and 58-57. See map below). This submission has been preceded by multiple meetings and email exchanges with staff from the Community Development Department (Francis MacCall, Brent Nelson, Bill Fritz). Albemarle staff have been consistently helpful and informative, and we have made every effort to follow staff's guidance and County procedures in this application. If we have overlooked anything, the fault is ours. Please don't hesitate to contact us if any additional information or steps are neede to process this application. Background • The three parcels are contiguous, and each is a legal lot of record with one (1) development right. • One parcel (58-55) is already developed. • The adjustments will not add any additional development rights. • The adjustments will not increase non-conformity. Intent and effect of the boundary line adjustments • The new boundary lines will vastly reduce the length of driveway required to reach parcel 58-57. This parcel currently has no frontage on either a public or private road. As presently configured, the only practical option for reaching parcel 58-57 would be via a newly constructed driveway of about 900 feet in length, much of it in critical slope (red line in figure below. The proposed adjustment would move parcel 58-57 north so that it has frontage on Old Turner Mountain Lane. With the new configuration, a short driveway of about 40 feet would reach the parcel's best building site (green line in figure below). As currently configured, the only available building site on parcel 58-57 would require significant disturbance in critical slopes. (The other portions of the parcel are not buildable because they are either gully, wetlands, or eased to Dominion Energy). With the new configuration, parcel 58-57 could be developed with very little disturbance to critical slopes. • In summary, the old boundary line configuration would result in an estimated disturbance of at least 13,500 square feet of critical slope. The new configuration would disturb just 500 square feet of critical slope. The relative impacts from impervious surfaces would also be dramatically reduced (see table below). For lot 58-55, we will retain our previously identified drainfields. For lots 58-56 and 58-57, we contracted with soil scientist Jeff Loth to identify suitable drainfields. We submit Jeff Loth's sketches with this application The Health Department will not approve the drainfields without an indication from the County that the boundary line adjustment will be allowed despite critical slopes. However, the Josh Kirtley at the Health Department has stated that an email from the county indicating the boundary line adjustment will be allowed will in turn be sufficient for the Health Department to process its approval of the drainfields. County staff has expressed a willingness to shepherd this communication with the Health Department during the processing of the boundary line adjustment application.
