This letter is in response to the attached LOR request application submitted July 27, 2018. The
Department of Community Development hereby grants approval of this LOR for the following
modifications to SDP 2007-08, described below:
This letter is to approve as a second Letter of Revision for the:
1. Replacement of the two picnic pavilions, horseshoe pits and basketball court with a 5,000
square foot pavilion and associated landscape enhancements.
2. Planting of buffer vegetation in area behind main building.
These changes are noted in the attached request and plan. This is the 2nd Letter of Revision for
this site. A total of three (3) Letters of Revision are allowed before all changes to the plan are
required to be submitted in the form of a site plan amendment.

RE: Letter of Revision Request for Site Plan SDP200700008
To whom it may concern,
We would like to gain approval to proceed with the construction and landscaping improvements
at the Kappa Sigma Headquarters at 1610 Scottsville Road.
The attached Site and Planting Plan include two structures, a 5,000 square foot pavilion and a 25'
diameter gazebo, along with supporting plantings of trees, shrubs and perennials. The previously
approved site plan from 2007 included two picnic pavilions totaling approximately 4,200 square
feet along with horseshoe pits and a basketball court. The property owners would prefer to have
one pavilion totaling 5,000 square feet sited in approximately the same location and to do away
with the game areas opting for landscape enhancements instead. A building permit for these
structures will be submitted by the contractor prior to construction.
There is an additional area behind the main building that includes a path and small employee
patio along with screening plantings along the property line. This area is mainly devoid of trees
at this point as the Cedars have declined and died over the years. The new trees and shrubs will
provide a buffer for the property as the adjacent development takes shape.
We believe that the improvements outlined will greatly enhance areas of the property that are
currently unused and falling into a state of disrepair. The structures will allow the organization
an opportunity to provide informal gatherings for their employees and alumni that contribute to
the ongoing success of the fraternity.

1. A three (3) foot wide shoreline fringe planting buffer is required to meet storm water
management requirements. Refer to Virginia Storm Water Management Program,
Minimum Standard 3.05 Landscaping for planting specifications,
a. Excavate louersized Wes around proposed planting sites and backfill with
uncompacted topsoil. Planting holes should be five (5) times deeper and wider
the growing container.

of 48 hours before commencing work.
7. The Contractor shall maintain pedesfxian and vehicular traffic patterns and safety at
all times on site and on adjacent streets.
8. The Contractor is responsible for fileld-verifying all existing conditions, site
improvements, and utilities prior to commeniding work, The Contractor shall determine
the exact location of all existing utilities prior to commencing work, includirig
undertaking exploratory excavations as necessary., sufficiently ahead of construction
to permit revisions to plans. The Contractor agrees to be fully responsible for all
damages that occur by his/her failure to exactly locate all utilities.
9. The Contractor is responsible for protecting all existing plantings and all existing
structures and other site features to remain.
10, The location and quantities of plants shall be by plan aneasurement.
