I am going to print this out here and add it to your file. So, the question remains, do you have 20 -foot -tall light poles on site, or 24 -foot -tall light poles? If you have the latter, they are in violation of the approval for 20 -foot -tall light poles. If, however, this site plan is in error, and you have 20 -foot -tall light poles on site and are not proposing to change those for taller poles (you are just changing out the light fixtures), then yes, please revise the site plans to reflect a 20 - foot pole height. Specifically, change the data in the luminaire schedule pertaining to mounting height. Also, please ask Brian to change that information on both sheets of this submission, to rename the sheet with vertical measurements "page 1 of 2," to rename the sheet with horizontal measurements "page 2 of 2," add revision dates to both, and submit both electronically. I will print them out here. No single point was deleted from the calculation line. I'm attaching a B3 pdf that shows the horizontal property line calculation and omits the vertical on the second page. Measuring the light trespass vertically at 5 feet above grade is the Walmart standard based on IESNA recommended practices. The purpose is to measure the light visible at eye level at the property line. For # 1... The pole heights come from your surveys. If the pole height is incorrect and needs to be adjusted, we need your teams help determining that. Two issues have arisen that need clarification before I send you either a letter requesting changes or a letter of approval: The appropriate height for freestanding light fixtures in the Entrance Corridor is 20 feet, inclusive of the base. You are requesting 27 -foot fixtures, composed of 3 -foot -tall bases and 24 - foot -tall poles; this exceeds the standard for the Entrance Corridor. Furthermore, the last approved site plan (SDP2011-2) has a lighting plan drawn by Dewberry & Davis on 4/13/2009 that states the approved poles were all 20 feet tall set upon 23 -foot bases (i.e., the total height is 23 feet). So, my question is, are you replacing the poles, too, and requesting taller poles or are the poles at the site currently 24 feet tall? The third note on the lighting plan you submitted reads: "'Property line vertical' calculation measured 5ft above grade. 'Property line horizontal' calculation measured at grade is omitted from design for clarity but included in summary." I see in the summary table there is a field called "Property line horizontal" in which the maximum value is 0.4, which is in compliance with our zoning ordinance standard for maximum illumination (in footcandles) onto adjacent properties and public right-of-ways. I just want to clarify that the language in our Zoning Ordinance, Chapter 18, Section 4.17 Outdoor Lighting about measuring spillover states: <image002.png> I hope that the 'Property line horizontal' measurement taken at grade that has been omitted from the drawing means that the photometric values have been graphically omitted from the drawing for visual clarity. Can you please confirm this, and that no fc value over 0.5, taken at the property line both horizontally and vertically, spills into a public right-of-way? Also, is taking the vertical measurement from 5 feet above grade standard? Just so you know, our Code Compliance Officers generally check the measurement from waist height, which might average 3-3.5 feet above grade. I don't know if this slight height difference would make a significant difference in the footcandle values reading or not, but I thought I would alert you to that difference. I appreciate your clarification on these two matters. However, I am unable to approve it as is. Changes to the proposal are requested in addition to a Letter of Revision to the site plan. You can find the Letter of Revision application at the hyperlink provided. The LOR application and fee of $108 should not be remitted to me; please contact our in -take staff about submittal process. I had a chance to look at the photometrics and site plan you provided and I have already noted a few issues. Please familiarize yourself with the Albemarle County Code, Chapter 18 (Zoning Ordinance), Section 4.17 on outdoor lighting, and particularly, Section 4.17.4 STANDARDS. Specifically, please note that: <image003.png> Your photometric plan shows spillover onto public roads in excess of one footcandle, which must be reduced below 0.5 footcandles in order to comply with our regulations. Furthermore, this parcel lies within the Entrance Corridor Overlay (Zoning) District and is thereby subject to an additional round of review by Architectural Review Board staff. Please familiarize yourself with the Entrance Corridor Design Guidelines that pertain to lighting. As an additional help, I have included an internal checklist (merely for your convenience; not to be submitted with your building permit or LOR application) for lighting which staff uses to ensure compliance to this email. Please note on that checklist (and in the EC Design Guidelines) that photometric values must be taken with an LLF (maintenance factor) equal to 1.0. The LLF on your submitted plan is less than 1, and this will provide lower photometric values than the measurement requested. If you have any questions, please feel free to ask me. Again, if your application is comprehensive and complete, and LOR review can be completed within 10 days of receipt.
