Dear Members of the Albemarle County Planning Commission,
I am writing as a resident of Albemarle County, on behalf of the Field School, in its
application for a Special Use Permit for the property on Barracks Road.
I wholeheartedly support the School's application to purchase the land on Barracks
Road, to serve as the future and permanent location of this outstanding educational
institution within the County of Albemarle. The new property will allow the School to
realize its fullest potential in servi ng the citizens of Albemarle County, and to flourish as
it has in the past 10 years since its establishment in 2007. The greatest part of the site's
green, open space will be preserved in the School's site planning, and well -planned
buildings will serve the needs of the students, while preserving the natural landscape
and beauty that distinguishes Albemarle County. Field will operate on a 8 am-3 pm
schedule, providing shuttle bus service to the School site and thus significantly reducing
traffic in the area. This has been planned with careful consideration for the traffic
patterns of valued neighbors, to the tremendous benefit of local drivers, commuters, and
nature enthusiasts.
The success of Field School in its current location, also in Albemarle County, in the
village of Crozet, is a testament to the School's record of close community collaboration
and active engagement. A broad range of Crozet-area community organizations support
the Field School's current application for a Special Use Permit, including the Lions'
Club, the Claudius Crozet Park Alliance, and the Crozet Community Advisory Council.
The School looks forward to building such important and strong community relationships
with local organizations and institutions near the new Polo Grounds site.
Educating our fellow County residents is a central tenet of the Field School's
mission. An important way this is achieved is through Field's very generous program of
scholarships. The academic success of the School's student body is a credit to Field's
collaboration with the community at large, and to the faculty from our local area who
teach on its staff. The academic achievements of the past year, 2016, are recorded in
the highest ranking on the national standardized test, the Iowa Test of Basic
Skills, scored by all four classes at the School. This is an outstanding benchmark, and it
reflects an overall commitment to education which the County's citizens share, and is
reflected in the many noteworthy educational institutions in our region, led foremos t by
the University of Virginia. Stellar institutions of learning at all levels, such as the Field
School, support the development of our area at large, and contribute to the value of our
real estate and the growing appeal of residing in Albemarle County.
I encourage the Albemarle County Planning Commission to approve the Field School's

Dear Albemarle County Planning Commission,
I am writing in support of the Field School’s Special Use Permit application to build their new school
building on Barracks Road. My son William is currently in his third year at the school (8th grade) and my
son Luke is in his first (5th grade). I realize that there are many planning, zoning and legal issues inv olved
in allowing a project like this to move forward and I know that both Albemarle County and Field School
have people who are very well informed on how those processes work and that I have little to
contribute to those discussions. What I would like to write to you about is why I feel the proposed Field
School would be such a wonderful addition to the County.
First, what Field School offer to middle school boys is truly unique. At an age when boys are transitioning
from their elementary school years to their high school years, Field School offers them the opportunity
to be part of a special community at a very important time in their lives. My boys both went to Crozet
Elementary K-4 and will attend WAHA grades 9-12. But for these middle school years, Field School is the
perfect fit for them to grow as students, as peers and as people.
Second, Field School will be wonderful stewards of the land. The values they emphasize in the classroom
and between students are also applied to the school’s environment. If the land is to be developed there
is no organization that will do more to enhance its well being than Field School.
And third, I have no doubt we can count on Field School to be one of the best community members that
the County has. I have lived 100 yards from the school since it took its current home on Crozet Avenue.
Years before my sons began attending the school it became obvious to me what a great neighbor Field
School was. Whether its their volunteer work, their community theater and musical performances, or
just seeing happy middle school boys walking and riding bikes to and from school, it has been a true joy
to have Field School as part of our neighborhood.
Albemarle County is one of the most wonderful places to live in the nation. Its rural nature and the
rights of those that live here should always be protected. But we should also be sure to celebrate what
we have and enhance it when the opportunity arises. A new home for Field School would certainly make
the County an even more special place to live.

Dear Planning Commissioners:
I wrote in support of the application Field School is submitting to establish its school over the
long term on a piece of property on Barracks Road. Of all the challenges of starting a school in
this area, the most difficult has been this very process. As you probably know, there are few
suitable properties that are remotely affordable that provide the sort of field and building space to
accommodate a good school. We were lucky to find an affordable one when the Bypass failed,
and we jumped on the opportunity. Our school has been very successful because of its academic
rigor, because it serves primarily public school-oriented families, and because it works really
well with middle school boys, ones who often are not much engaged in eagerly pursuing their
education during these years. We make a difference in the lives of area boys, and I think we
make other area schools think about what works with boys as well.
For several years, it was a real sacrifice for me to start this school, but we are doing quite well
these days, and I feel like I have been able to make a meaningful contribution to the quality of
this region with this institution. Thank you for your support,

Dear the city of Charlottesville-
There is a certain level of cynical ambiguity that comes naturally with writing a letter of
this type. Reflections about one’s middle school and projections about the future of said school
are in most cases almost bound to be regressive and half hearted. T his however is no such letter.
Despite being only 16, the 4 years I spent at Field School were the best 4 years of my
life. The years between 5th and 8th grade are an infinitely challenging time for anyone. The
gradual growth of one’s mature condition along with the choices that lead to the contents of their
character is a potent mix of beauty and intense anxiety. A combination that really is the epitome
of adolescence. In this perpetual storm of angst, middle school often stands as a main pro vider of
confusion and discomfort of all genres. This school however, is no such place.
The good that Field School brings to the students it holds is indescribable. Not only
does it provide a place for somebody to truly be their self, it un iquely offers an environment
where learning, exploring, discover, play, and achievement exist in blissful harmony. The quality
of the teaching is decided not by pressure from a school board but the multiple year long
connections made between the teacher and student. Likewise, the students ability to achieve is
not merely measured by over objectified standardized grades but rather the effort and enthusiasm
the student delivers.
Communities can build within a school, Field School builds commun ities. Field school
through and through is a community. A functioning second family for most. The sheare culture
and social euphoria that Field School offers is like many of its other attributes, indescribable.
The joy it brings through festivals, live eve nts, and service work that the school offers to the
community it occupies is as intense as an low tech all boys middle school can offer. This sort of
courtesy spands also to the side of it being non confrontational. What this means is a complete
lack of problems with traffic and other disruptions that anyone could expect from a middle
school. This sort of courtesy is something unique to Field School and almost stands as a symbol
for the life lessons in maturity and dignity that the school passes on to it’s students.
Growth is odd concept for what was once a school of less than 60. This notion has not
gone unnoticed to the faculty and the students past and present. The new placement of the school
seems to be ideal for it’s purpose now along the per petual growth that it will experience in the
near and far future. My experience at the school nurtured the learned child I was and has
contributed to the man I am today. I, like many of my fellow alumni will stand proudly by our
former headmaster, the facu lty, and present students to help the school advance and reach it’s
full potential just as it did for us years ago. Unity is something Field School taught me. As the
motto of the school states: Every boy known, every boy a brother.
Omnis puer est, puerum in omni fratre suo.
I hope this is taken in consideration.

Subject: A Statement of Support for The Field School of Charlottesville's Special
Use Permit Application
Hi, I would like put forth a statement of support for The Field School of Charlottesville’s plans to build and develop
their own grounds on the outskirts of Charlottesville.
As one of the original ~20 students who were a part of the school when it started in 2007, I believe that the school
has long deserved to get its own campus. I attended the school for a full 4 years, from 5th to 8th grade, and I believe
that it may have been the single most beneficial school to my education and social life. The school r eally rekindled
my interest in education, allowing me to expand my interests in math and computing, and now I currently plan to
study Computer Engineering overseas in Sweden. The school also helped me make long-lasting friendships during
those difficult middle school years, many of which I am still good friends with, even after high school. I think the
school’s excellent teachers and meaningful core values really has meant that every student that went to Field School
has become a better person because of it.
Now, despite being one of the leading middle schools in the county, Field School has never really had a campus to
call its own. The school has been able to use the former grounds of the Crozet High school for the past 7 years, but
the school has been aiming to be able to build a proper campus for itself since the beginning. In fact, for the first two
years of the school’s existence, Field School had to squat in the Crozet Park building. Even back then, the school
greatly renovated and improved the park for the county during those first 2 years, and I think the school has earned
the ability to develop its own campus.
Todd Barnett (or as we know him, “Dr. B”), the Headmaster, Founder, and History teacher at Field School has
always made sure that the school does the “right thing”, he has greatly contributed to the county through service
projects run by the school, and he has always ensured that the school’s neighbors are happy. I understand that the
surrounding neighborhood of the potential campus has already expressed their support for the school, and I am sure
that the school will become a beacon for the neighborhood.
As someone who used to live within a mile of this proposed campus, and commuted for 7 years through Georgetown
Rd and Barracks Rd, I can say that the school won’t significantly add to traffic in the area, since most of the area’s
traffic comes from commuters trying to get from Georgetown onto 29 and the 250. The school’s proposed campus
would be just outside the congested traffic pattern and those commuting to the school would be using lanes and
streets that are uncongested during rush hour. Furthermore, by moving from Crozet closer to Charlottesville, the
school will be closer to where its students live and would cut down commute times for bus y parents and reduce car
emissions.
As a former student who has been helped by the school so much, and 5 years since I graduated
from the school, I give my wholehearted support for The Field School of Charlottesville to be
permitted to finally build their campus here on Barracks Road. Thank you.

Here’s what I’ve got on the meetings.
There were 32 people at the June 8, 2015 Field School Neighbors Meeting at St. David’s Anglican Church
including Colthurst Farms residents Elly Tucker, Saunders and Shirley Midyette, Jason Johnson, Jessica
Simons, Gerald Ritter, Jim and Elizabeth Currie, Paula Newcome, Bob Humphris, Genevieve FRaiman,
Stephanie Housdan, Jerry and Ann Sole, Matt Wolf, Eric Macalllan, Bill Espinosa; Montvue residents Karen
Chester, Judy Bushkin, Denny King, Nicholas Kuhn, Laney ad Winston Kaminer; and Barracks Road residents
Missy and Jack Sanford, Tom and Elizabeth Allan, Peggy McLean; Scott Clark and Diantha McKeel from
Albemarle County. The second meeting took place and August 24, 2015 and was not as well attended with only
19 present including the following neighbors from Colthurst (Shirley Midyette, Jessica Simons, Bob Humphris,
Ha Ly, and Greg Jurick), Cathy Newman from Barracks Road, and 5 members/administrators at St. David’s
Anglican Church. I have not been the primary contact on this and have not generally gotten emails from Rachel
unless you forwarded them, but I know nothing about being required to do a CAC meeting.

My recollection is that one was hosted in late April or early May of 2015, prior to our 1st application submittal and the
second was hosted in July or August of the same year, after receiving the first round of County comments. I’ll see if I can
find the exact dates if you need them. The meetings were very well attended by the neighbors, with probably 30-40
attendees at the first meeting.

Advisory Council.

Dear Planning Commission,
I am writing to support Field School's application to build a new school off of Barracks Road. My wife is in her eighth
year of teaching at Field School, and she has loved being a part of such a vibrant, caring community. Todd Barnett and
the rest of the faculty truly prepare the young men of Field School to be young men of character and accomplishment.
Although I have not been directly involved with the school, I have attended fundraisers there and have been impressed by
the parent involvement and the school's service toward the community. Every year, the school puts on a Spirit Walk as
well as a play for community members to attend. The school also brings in Speakers that are open to the community, and
they are leading the charge when it comes to providing education that connects with middle school boys. My
understanding is that most Field School students go on to public high schools in the area and site their ethics education as
being particularly formative.
I have seen the property off of Barracks Road and believe it to be an ideal site for the new school. There is an ample
buffer between the school and the neighbors, and the students will have plenty of land to explore and further their interest
in the outdoors. Thank you for your time and consideration.

My name is Trudi Darradji, I have 4 children and I am a great supporter of public education. I do not
believe though that it is the right fit for every child. I have had 2 of my children flourish and do very well
and 2 struggle. My oldest daughter managed to graduate from Murray but has a huge dislike for any
structured education. It was a huge struggle on both of our parts and the teachers who worked
endlessly with her. I was determined to not see the same results with my son.
When my husband and I found the Field school my son was in the 4th grade with below average grades,
and labeled a problem child. His hated school so much he ran away from home so I would not send
him, he was 8 years old. He started the Field school his 5th grade year, barely able to do simple math,
spell or write a comprehensible sentence and so withdrawn. It took time, but by the end of 6th grade I
had my son back. He was playing with friends, on the student council, grades were improving and no
more tummy aches or fights to go to school.
My son is now an 8th grader getting ready for Albemarle High School an A / B student with a C thrown in
here and there. More importantly he can discuss history, current politics, environmental
protection, physics, understand the stock market and has discovered he loves science and wants to go
to Cornell when he graduates. I contribute this transformation to the Field School.
The Field school is well over a 45min drive from our house north of the airport and we have religiously
taken advantage of their bus stops in town and created car pools (we now have 4 boys north of
town). Other than the special occasion such as a special performance or play there really is no reason to
make the drive, the bus dose it for us. On a regular day there is usually only the teachers cars in the lot.
Charlottesville and the surrounding counties NEED this school. There is no other one like it. In return
the school needs a permanent location more centrally located to serve more boys in middle
school. Please grant the school their permit so the Field School Falcons will have a forever home.

We got to know Todd when he bought the Blue Ridge Swim Club. As long -time Certificate
Members, we listened to his "pitch" for how he would improve and use the Swim Club property,
and we asked him lots of hard questions. Todd has made good on all the promises and
agreements he made with the Certificate Members when he bought the pool, and he has
transformed our old but beloved pool into one of the most beautiful parks you can imagine. He
runs a tight ship with the Field Camp at the pool. It is a pleasure to see the children engaged in
their activities, enjoying the property and being well-behaved while they have fun. We live about
three minutes from the pool. Todd is a good neighbor.
I enjoy seeing the Field School families when they come to the Blue Ridge pool for the end of
the year party. I would not hesitate to let the school move near me. I am sorry that my sons were
too old to go to Field School when it opened. I would have enrolled at least one of them in the
school. He would have flourished in its atmosphere of cooperation, respect and community as
well as its emphasis on outside activities and fresh air that my son ne eded.
The Garth Road property is a fantastic location for the school. I worried that Barracks Road
would become too busy when the Colonnades was built. Well, it turned out not to be a problem.
With the Field School's community emphasis on energy conservat ion, I believe many students
will ride the bus to and from school. I believe the Field School community will take good care of
the property and will enhance it in many ways.

numbered only 27. My latter two years were in the old Crozet School, a larger and more school-like
building than the Community Center, which saw the school’s population nearly double to 60 when I
graduated. Since then it has grown further, and I would like to continue to see it grow in the future. The
Field School has had a profound influence on my character, and on my interests. Mr. C, the science
teacher, picked up on my interest in science which had started in elementary school, and provided
opportunities for me to continue that interest into high school, an d college. Ms. Wilson, the English
teacher who has since become Mrs. Buckett, also saw a creative impulse in me, and helped to develop
my writing skills, and a lifelong interest in literature. Dr. Barnett, now an old friend, instilled in me a
sense of responsibility and ethics, and a strength of character that has stayed with me to this day. I
thank the faculty of the Field School of Charlottesville for all they have done for myself and my peers. I
implore the county of Albemarle to grant the Field School’s Special Use Permit, and in doing so continue
the mission to develop well-rounded boys of character and accomplishment.

I am writing to express my support of the application for a Special Use Permit by Field School

Field School has been an invaluable resource for our family. My son was diagnosed with ADHD
several years ago. He is bright, but was not reaching his potential in a public school setting. We
sought a means to help him thrive with minimal medication, and his pediatrician recommended
that we look for an environment with plenty of physical exercise and small class sizes. Field
School provided that. He has absolutely thrived, scoring academic honors in each year he has
been there. His favorite subjects are Latin and Science, and it amazes me how Field School has
made this previously dispirited boy so enthusiastic for school work. He voluntarily does
homework on weekends and some evenings, and plays multip le sports with effort, enjoyment
and teamwork.
I believe this is because of the way Field School caters specifically to middle school boys. This is
a difficult time developmentally. They are not taught "like defective girls", as one research
article I read put it. Their day involves a healthy mixture of academic work and sports. It's a
remarkable formula that is not offered by any other school in the area. We consider it a great
privilege to be able to send our son to Field School and it makes living in t he Charlottesville area
even more wonderful. Our family relocated here from having lived in New York City for 13
years, and we could not be happier.
The one drawback of Field School is the long bus journey the boys need to take each day from
Charlottesville - an hour of their day is spent on a bus each day. The proposed site would be a
godsend to families in the area. While the new facility would likely only be completed once our
eldest son has graduated, our younger son would be a candidate to attend F ield School at the new
site should its SUP application be successful.
I encourage you to approve Field School's SUP application to help cement this valuable
institution's place in our community and further distinguish Charlottesville & Albemarle County
as one of the best regions in the country for young families to live.

should tell you that Todd Barnett, the Founder and Head of the Field School, is my son-in-law and the
father of four of my grandchildren. Perhaps I have followed the growth of the school, and also his widely
respected Field Camp, with more interest than most observers.
Since its founding, the Field School has been a model citizen of the Crozet community. Through their
annual Spirit Walk, regular visits to the Mountainside Senior Living facility, a robust athletic program,
and a host of other activities, they have both hosted and engaged the community. I expect they will
bring the same energy and engagement to the new site off Barracks Road. In addition, their proposed
site plan is sensitive to both Barracks Road and their neighbors in Colthurst.
I lived in Ivy Farms and commuted past their site daily for over thirty years. It has moderate traffic and
excellent sight distance. The proximity to town and the bypass is also a significant plus. I hope that you

School. In 2009, each of our organizations assumed separate leases in distinct parts of
the Old Crozet School, then a building sorely in need of rehabilitation, refurbishmen t,
and caring occupants, willing to work with and tend to not only the idiosyncrasies of an
old (but beloved) community structure, but also with forging an amenable path to
sharing the building between two tenants. I am happy to report that we have developed
an excellent relationship with Field School over the years, and find the leadership, staff,
and faculty to be expediently courteous and responsive to issues that arise regarding our
abutting interior space and the area surrounding the building.
Additionally, I would like to share with you a few impressions of Field School, from my
point of view as an "outsider" - that is, my own children have never been enrolled in the
school (they are beyond this age), and I do not teach at Field School. But, in my role as
Artistic Director and Ballet Instructor at Crozet Arts, I am at the Old Crozet School every
day, both while and after Field School is in session. I am struck by the balance that the
school obviously works towards, engaging middle-school-age boys in serious and
focused academic learning, participation in the arts, plenty of daily outdoor time, and
also trips away from school. Depending on the day, when I pull into my parking area
(courteously reserved on the part of Field School for Crozet Arts park ing), I may
encounter a group of boys with their choir leader, standing under the trees rehearsing a
song; or (on Wednesdays, I believe), I hear drums and guitar spilling from open
windows in the early afternoon; on other days, boys are engaged in and arou nd their art
studio classroom, which opens onto the parking lot; if I arrive mid -morning, the
building is perfectly quiet, but then bubbles into a leisurely break as the boys and
teachers spill onto the blacktop and fields for a morning break; when I arriv e just before
my teaching afternoon begins, I see the boys happily consumed with a variety of outdoor
activities/sports with their teachers, before they gather to board the school bus together
to ride home; or, on a particularly beautiful school day, I may arrive to find the building
empty, and realize that the boys are off on a field trip to take advantage of wonderful
weather. My impression is that this is a happy place, and the boys who attend Field
School in their middle-school years are indeed fortunate to be in an atmosphere that
seems so well-suited to their development and interests.
Beyond what they offer their students and families, Field School has established itself as
an important and generous partner in our community. They regularly open their
auditorium-gymnasium and classrooms for use by community non-profits at no
charge. Their October Spirit Walk, created to highlight the history of Crozet, has
become a cherished tradition around town.
We are fortunate to have this small private school take root and grow in our community,
offering educational options that do not exist elsewhere here. While we enjoy sharing
the Old Crozet School with Field School, we strongly support what they see necessary for
their long-term development and sustainability.

close context to the neighborhood provided that there is safe access from Barracks Road. Without
bothersome lights for sports there seems to be no problem for the neighborhood.

As a resident of Albemarle County, and the parent of a Field School alum, I am writing to give
full support to the proposed building of the new Field School on the Barracks Road site. Todd
Barnett and others have established with every relevant stakeholder group - VDOT, the majority
of adjacent residents and the county staff - that a school at this location would be the most
respectful use of the property from an environmental, "good neighbor" perspective than any

My name is Addison McLean and I'm a current Field School student in 6th grade. I would like to
see the school expand and prosper in the future and would love if we could build a new school

Field School would benefit the area around it because kids from the neighborhoods around it

choices to pick from including; choir, guitar, drums, and song writing.
Right now, we don't have big soccer fields, a pool, or that big of a basketball court. If we
expanded our school, we could have more or bigger soccer fields, bigger court for basketball,
and a pool. we could also have more teachers, and more class options available.

consistently impressed by the good character of the boys who come to from Field School.
Dr. Barnett, the Head of School, has a great thing going, and anyone who ever spends time
around the parents of his students observes a group of people who are most content with where
they have placed their boys and genuinely happy (you might even say joyful!) about being
there. My first time to an event for the parents almost took me aback, as I had never seen a
group of parents so enthusiastic, so content with the school community in which their children
were involved. “Dr. B” as Head of School Barnett is affectionately called, has a wonderful thing
going with Field School and I continually encourage anyone with boys moving toward middle
school age to take a good look at Field Schoo l before deciding on anywhere else, even if public
schools are where they will go for high school. It is quit simply the perfect environment where
boys can grow vigorously, both physically and emotionally, in a safe and nurturing day school
environment as they become young men and receive a top notch pre-prep school education.
Field School will be a fantastic asset to the Charlottesville and surrounding area it has served,
and Crozet will surely mourn the loss of their wonderfully tight -knit little community who has

1) Field School is a middle school for boys, based on the Village School in
Charlottesville, a middle school for girls. Field School changed my son's life for the
better. Field School got my son to like school again. Field School exists for the same
reasons Village School exists.
2) Field School is a small school. Only one schoolbus -ful. Dr. Barnett always had one
schoolbus drive out to Crozet, saving on gasoline and saving the environment. The
impact on the current traffic on Barracks Road will be very minimal. Most traffic goes
from Georgetown and left onto Barracks Road towards Rt 29, Downtown, and the 250
Bypass. Not too many cars will turn right onto Barracks from Georgetown. Most
traffic goes from Barracks and right onto Georgetown. Not too many cars will go
straight through on Barracks Road. So the impact of the new school location will be
very minimal. This will not add to traffic. I should know, as I live within one mile of
the proposed new location. If the Field School had been in the proposed new location
while my son was in Field School, it would have made for a very short commute, thus
saving on gas and saving the environment. While my son was in Field School, I either
had to drive him out to Ivy Road where we'd meeet the schoolbus or all the way out to
Crozet and then back into Charlottesville again. So the new proposed location will
save on gas and save the environment, especially since most Field School families live
in the Charlottesville area.
3) Dr. Barnett. I know him as a very environmentally conscious man and always
making the world a better place. Several examples: 1) He improved Crozet Park by
planting trees and improving the community building so that it could be used for
community meetings. 2) He improved the old Crozet Elementary School where Field
School is currently situated, by maintaining the building and the grounds so that they
were in better shape than when he received the buildi ng and the grounds. He planted
vegetables, put up playing fields, etc., and made the old Crozet Elementary School a
happy place again, full of kids, and being well-used. Dr. Barnett even contributed to
the local Crozet economy by setting up Spirit Walks in Crozet every Halloween. I
know that the new proposed location for the school has been selected with the utmost
care and precision and the most consideration for the environment around the school
and the neighborhood. I've always known Dr. Barnett to be a conscientious and
considerate man, always respecting his environs and his neighbors.
As a reminder, I live within a mile of the proposed new location. Dr. Barnett and Field
School have my full support to build on the new proposed site on Barracks Road.

I know that the school has made an extraordinary effort over the past half dozen years to find a suitable home, one that
allows them adequate space to meet their physical needs (classrooms, playing fields, gathering spaces for performances
and community events), while also minimizing traffic impact. They have also been good neighbors in Crozet and have
reached out to the new ones along Barracks Road. I am sure that the school's families, faculty, and administrators will

The administrative and teaching staff is a wonderful group of dedicated professionals that always
stressed that each boy strive toward excellence. The environment, although demanding, is also very

The Field School not having a permanent home was the only thing lacking in Arlo's educational

Our son recently began attending Field School for 5th grade. We couldn't be happier with both
the educational and the developmental programs he has e xperienced so far. On the academic
side, Field School has challenged him in new ways that he did not experience in past years at
another school. Perhaps more importantly, Field School intentionally works to develop important
character traits in middle scho ol age boys through its activities. For example, each school day
includes time dedicated for sports programs and chores around the school. These activities teach
the boys sportsmanship, team building, leadership, personal responsibility, and the importance of
service. Another example of an important activity was the recent Fall Festival and "Spirit Walk",
a traveling play that was written by Headmaster Todd Barnett. This unique outreach to the
Crozet community involved the boys in teaching about local histo ry and portraying characters
such as Claudius Crozet and Samuel Miller. What a fantastic resource for Albemarle County!
The proposed new site for Field School will provide several advantages for both the school and
the County. By locating along a major art ery, ease and safety of access to the school will
improve. Notably, only minimal impacts on traffic will occur because (1) Field School runs a
shuttle bus for students in Charlottesville and Albemarle to lessen parent car trips to the school,
(2) travel associated with the beginning and end of the school day will not coincide with the
busiest traffic times on Barrack Road, and (3) the school has a plan for adding a deceleration lane
and improved sight lines near the proposed entrance. In addition, Field School will fit well
within the neighborhood and county development plans. Allowing the school on this site will
prevent future developments such as the formerly proposed Western Bypass. The school will not
build sports fields with bright lights to pollute the local sky views. The site plan will include
appropriate setbacks and plantings to preserve the viewscape of rolling meadows and forests. In
fact, school programs are designed to teach the boys about conservation and environment
concerns (the 5th grade class plants a tree every year, and hiking and conservation activities are a
regular part of the curriculum). Overall, one can expect Field School to be an excellent steward
of the resources about which neighbors and County residents care so much.
We hope that the Planning Commission will vote unanimously to approve the Special Use Permit
for Field School so that it can establish a long -term presence in the service of families of
Albemarle County.

I write in support of the Field School and its application for a Special Use Permit to build a

serves an important role as a rigorous alternative school for middle school boys and as a feeder
of well-educated students into the county's public high schools. The School has spent
considerable time and effort locating a property that both suits its needs and has the support of
many owners of adjacent properties. The property is of sufficient size to contain the school while
maintaining a substantial buffer between it and the surrounding properties. The School has given
substantial consideration to its impact on its neighbors, and has well thought out plans for noise
abatement and dealing with additional traffic.
In summary, approval of the Field School's Special Use Permit application will make it possible
for this school to continue its excellent work without negatively impacting its neighbors. I fully
support it and you should, too.

proceeding to public hearing in accordance with state and local codes, the County asks that you:

extension of the deferral period granted by the director expires, the board of supervisors may grant
one additional extension of the deferral period determined to be reasonable, taking into
consideration the size or nature of the proposed use, the complexity of the review, and the laws in
effect at the time the request for extension is made. The timely receipt by the clerk of the extension
request shall toll the expiration of the extended deferral period until the board acts on the request.
If no action is taken by the Planning Commission on the above referenced project within 12 months
from the date of your request for indefinite deferral, the project will be deemed withdrawn unless you

We write in strong support of the Field School’s application for a Special Use Permit to build a new
school building on their Barracks Road property. We understand that they will be appearing before the
Albemarle County Planning Commission for public hearings on Tuesday, December 13th and again at a
later date.
We write as parents of a boy currently attending the Field School and as former residents of Albemarle
County off of Barracks/Garth Road (we now reside in the city of Charlottesville). We firmly believe that
the Field School would be a positive addition to the area and good neighbors to the community. The
proposed site is a 20+ acre parcel allowing enough space to build a fully functional and state of the art
campus and still maintain a buffer between the campus and adjacent land.
Our son, like the vast majority of other boys, travels by bus to school.
This feature is very positive for us as a family (limiting our need to
drive) and would keep the additional traffic burden on Barracks Road to a minimum. The school day
ends at 3. The number of evening activities at the school throughout the entire year can be counted on
one hand. The school has done a great deal of outreach in the area and garnered a lot of support from
the neighboring community.
The Field School is a unique school that complements the county school offerings (~90% of boys come
from and return to the public school system). We have been very please with the school academically
and as a community that fosters respect, sportsmanship, and intellectual curiosity.
We hope that the commission approves this permit. Although our son will likely have graduated prior to
the opening of the new campus, we believe it will be an asset to the students and families who come
behind us.

I am writing in support of Dr. Todd Barnett's Field School in his future and present-day
projects. He owns and he also runs and he also teaches in a successful day school in
Crozet, The Field School.
My stepson Justin Lex attended this school from 2007 until he graduated with his cla ss
in 2011, June, an event which several people attended beyond our immediate family.
Todd Barnett turned my boy around. He gave him the individual attention Justin
needed to move up in maturity, while establishing and running the new school as
founded in 2007, as well. Dr. Barnett never showed any fatigue.
Justin Lex, my wife's and my son, had struggled terribly at Greer Elementary in the
public school system, and we are to this day grateful for Dr. Barnett's kind attention.
We could not have done it without him.
Dr. Barnett's endeavor will, I am sure, be a stupendous asset to our county
environment.

Planning Commission Members,
Please approve the Field School’s request to build a facility on its new site. My wife, Janel, and I have
been living in the county since 1997. We live about ten minutes north of Free Union, and when we
looked for a preschool for our son, Jack, we were delighted to have Free Union Country School so close
by. Jack enrolled at age 2 ½, and graduated from 5th grade earlier this year. Free Union Country School
has been core part of our family life for the last decade, and we will forever be grateful to the teachers
and staff of that school for everything they have done to create such a welcoming environment where
our children have been able to thrive. We were very concerned with choosing a middle school for Jack,
and after months of research and scrutiny, we decided that the Field School was the best choice. Field
offers a unique environment for middle school boys. Due to the relatively small size, Jack quickly built
relationships with all of his teachers and most of his classmates. He is known, respected, and challenged
specifically as he should be challenged. His continued enthusiasm for everything about the place remind
us daily that we made the correct choice. While ensuring that my son is building his knowledge, the
staff at Field also focuses on building character and a sense of personal responsibili ty. I think this new
facility will be a solid step in the future of this school. It will bring it closer to the Charlottesville market,
which will be very well served with this excellent school choice.

SP-2015-24 Field School of Charlottesville –
Planning Commission Recommendation
1. Development of the use shall be in general accord with sheet 4 of the concept plan entitled
“Special Use Concept Plan for Field School of Charlottesville” prepared by Shimp Engineering,
P.C., revision #5, dated 10/12/16, as determined by the Director of Planning and the Zoning
Administrator. To be in general accord with the concept plan, the development and use shall
reflect the following major elements as shown on the concept plan:
a. Locations of buildings and sports fields within the indicated envelopes
b. Maximum total building footprint of 30,000 square feet
c. Maximum footprint of 12,000 square feet for any single building
d. Preservation and installation of tree buffers as indicated
e. Preservation of wooded areas and slopes outside of building and sports field envelopes
as indicated
Minor modifications to the plan which are in general accord with the elements above may be
made to ensure compliance with the Zoning Ordinance. Modifications are to be considered in
terms of minimizing or improving impacts on adjoining properties and roadways. Buildings and
parking may be developed in phases.
2. The maximum enrollment shall be 150 students.
3. Classroom instruction shall not begin before 8:00 a.m. and shall not continue later than 5:00 p.m.
These hours shall not apply to sports events. Classes shall not be held on Saturday or Sunday.
4. Non-sporting, school related events with more than 50 attendees shall not occur on site more than 12
times per calendar year. Attendance at up to 4 events shall not exceed 300 people and attendance at the
remaining 8 events shall not exceed 200 persons. The facility shall not be used for events not related to
the school use.
5. No construction for the use shall begin without written approval of the proposed septic facilities
from the Virginia Department of Health
6. No outdoor lighting of sports fields shall be installed for this use.
7. There shall be no outdoor amplified sound associated with this use.
8. Any new outdoor lighting shall be only full cut-off fixtures and shielded to reflect light away from all
abutting properties. A lighting plan limiting light levels at the property lines to no greater than 0.3 foot
candles shall be submitted to the Zoning Administrator or her designee for approval.

Dear Planning Commissioners,
Although I do not currently have a child enrolled at the Field School, I am writing to ask for your
approval for their Special Use Permit so that they can locate permanently on Barracks Road. Larger land
parcels in Albemarle County near residential neighborhoods are under increasing development
pressure. I happen to live across the street from one of those parcels – the previously proposed site for
Deschutes Brewery. I would welcome the Field School as much better alternative as a neighbor than a
housing development or light industry or retail. The reasons I would want the Field School as a neighbor,
rather than a housing development or business, are the same reasons that the Field School would be a
good fit for the parcel on Barracks Road. These reasons are:
* There will be no all-night lights or noise coming from the school, thereby enhancing the county's dark
skies objective, stated in the Comprehensive Plan
* VDOT has approved a traffic plan
*There are completed and approved infrastructure plans for septic etc.
* The school uses buses to bring the majority of its students in and out of school daily, reducing traffic
pressure
* Neighbors of the property approve this plan
* The County staff approve this plan
*Field School provides the only single-sex education option in the Charlottesville area for boys. At this
time, the public schools do not offer single-sex education, which is a better option for some children.

My name is Robert Mosolgo and I'm a long-time Albemarle resident, currently residing in
Charlottesville City. I grew up in Ivy and attended Merriwether Lewis, Henley and WAHS (class
of 2007). After a few years in other parts of the country, I returned "home" about a year ago. I
now live in Greenbrier neighborhood with my wife and seven-month-old daughter, where I work
from home as a software developer.
I'm writing to express support for the Field School's Special Use Permit for the site on Barracks
Road. Todd Barnett is outstanding man with a long history of developing young people and it
would be a huge benefit for our community to support the Field School in finding a long -term
campus.
I say this a recipient of Todd's investment in the past. I attended Field Camp during my late
elementary school years and middle school years. In high school, I worked there as a camp
counselor. I have several impressions that drive me to support the Field School today:
- Todd demonstrated a commitment to using his business to benefit the community at large. As a
renter of Camp Albemarle, he set an example to us, the campers, of how to be responsible guests
and caretakers of the facility, at insisted that we do the same. He invited several campers each
year on scholarships, which improved the summer experience for all the campers, on scholarship
or otherwise.
- Todd trained us in many skills that have served me well as an adult. He encouraged us in
creativity by making art and constructive play a regular part of camp life , such as the annual
"Andy Goldsworthy Competition", in which each team created an art installation using only
naturally-occuring items. He encouraged us in responsibility by entrusting camp functions to the
campers themselves, as appropriate. For example, campers were responsible for camp clean-up
and running weekly chess tournaments.
- Todd exemplified a healthy balance of academic, physical and interpersonal development.
Camp life was very rich: hiking, capture-the-flag, swimming, nature classes, campfire songs,
reading novels aloud, discussing camp history, all combined with an awareness that everyone at
camp, ages 7-14 or so, had a place in the game, a role on the team and contribution to the effort.
As you can see, I was left with excellent memories from my time at Field Camp under Todd
Barnett. Although I'm not personally involved with Field School, I have always followed the
endeavor eagerly and closely. Because of the way I was affected by Field Camp, I'm very excited
to think that some of our boys could benefit from Field School! This is why I support Field
Camp's interest in the Barracks Road site: Todd has a proven track record of serving our children
and community, so I think we would all benefit from helping Field School grow. I hope you
support it too!

right for vehicles entering from Barracks Road (S.R. 654); that examines whether Rt. 654 dedicated turn
lanes are warranted. Provide detailed analysis that adequately addresses the effects of proposed enrollment
and design. Encourage evaluation of any possible increase in enrollment, 10-25%, for example. Use ITE
Code 534, and conservative assumptions. Abandon reliance on field study (2013) performed at school’s
current location. As written description of proposal makes clear, student population is anticipated to
change. There is no assurance that a study in Crozet is predictive of patterns that may develop at this

3. Examine sight-line distance required for posted speed limit of 50 mph.

Hello Slimdown Community!
As much as many of us love the holiday season, it can leave just as many
of us feeling cranky, impatient, and even depressed. Some of us are
overwhelmed with tasks and to-do lists, while others might have feelings of
loneliness or grief. Regardless of our personal situations, the holiday
season, instead of a vacation, can turn into something that is more
detrimental to our bodies: stress.
Stress plays a role in most of our lives, and it is something that we learn to
manage and deal with on a daily basis. Around the holidays, the normal
stress we experience might be greater or might even be amplified by other
emotions we experience. Unfortunately, a great deal of stress can have
an impact on the way we feel and the way we care for our bodies.
Stress can leave us feeling tired and overwhelmed. Physically, it can
make us have an upset stomach, a headache, problems sleeping, or even
cause chest pain or increased blood pressure. It can also influence your
immune system function and weight gain or loss. Stress can also leave us
feeling depressed and less likely to participate in social events.
Below are some things that I've come up with that c an help us reduce
some of the stress we experience from the holiday season. You might be
able to come up with some that are good for you personally. Whatever
works, making the holiday season more relaxed can make it not only more
enjoyable for you, but also can have a better impact on your health, both
physically and emotionally.
Don’t over-schedule events, and feel free to say "no" to things that
aren’t a priority for you personally.
Prepare foods ahead of time and chill or freeze, or buy some foods
that are pre-prepared and ready to heat and serve.
Don't search endlessly for the perfect gifts, rather, buy gift
certificates or ask people what they want.
Stick with your budget to avoid the pitfalls of financial stress.
Don't starve yourself in preparation for a meal, just as you wouldn’t
want to overindulge.
Stick to an exercise routine for stress relief.
Don't use alcohol or drugs to relieve stress, because it can serve to
make stress worse.
Ask for help when you need it.
Listen to your body, and when it wants you to rest, try to rest.
Do some of your favorite things, too, whether it's scheduling a
massage or going to a Christmas concert.

Barracks Road. My son attended Field for four years and returned to public school for high school. We
chose Field School because it is an all-boys school and found it to be a great fit for my son’s social and

I saw firsthand what an asset and good neighbor Field School was to the Crozet community. Some
examples include the boys working on community service projects in the local park, the teachers
purchasing classroom texts through locally owned bookstores, the school presenting a fall community
program based on local history, and the school running a bus to reduce the impact of traffic to the
area.
An all-boys middle school is an attractive educational option for Albemarle County and area
families. I feel sure that Field will be a responsible neighbor, and add to the local community. I
encourage the approval of the special use permit.

for the past 3.5 years. We have been impressed with how consist ently Dr. Barnett’s commitment
to the education and full character development of Middle School boys has been realized. Not
only are the boys receiving a comprehensive education, they are being challenged to think about
the word around them, and how they may contribute to it in a positive way. In this age where so
much of our attention and energy has been hijacked by the intrusiveness of technology and social
media, Field School has successfully kept its students engaged, present and in touch with the

Todd Barnett is Field School's visionary leader, and he has spearheaded countless community
efforts in Crozet. We have an annual Spirit Walk, which Todd writes himself; it is a play that
brings to life the stories of past residents in Crozet and Charlottesville, and it is always a huge
success in the community. Our 8th graders continue the tradition of stirring apple butter for 12
hours as well as an homage to the local history. Todd has taken great care of the Blue Ridge
Swim Club since he incorporated it into Field Camp, and I can assure you that he will work with
the neighbors of this new property to make sure that they feel included in the planning process.
The students at Field School are getting a top notch education, but even more than that, they are
learning to take responsibility for their work and their community. Ethics education is an
important component of our daily curriculum, for our students also serve as the school's janitor s
at the end of the day. They work together to take out the trash, dust, and mop, and they truly
understand the importance of taking care of their space. I have loved working at Field because
we create a family feel where our students realize that there are myriad paths to becoming a
young man of character and accomplishment whether it is through their writing, their academic
pursuits, their love or the arts and singing, or the joy they find in sports and being outdoors.
While we love many of the aspects of our current location, we are beginning to outgrow our
space. I believe we will be able to prepare more young men for success in the public schools of

I am writing to express my support for the Field School generally, and more specifically for its
relocation and development proposal that is currently before the Planning Commission.
My elder son is a fifth grader at the Field School, and both of my children have been campers at
the Field Camp for many years.
Why is my son at the Field School? I have significantly younger brothers, and recall watching
them get lost in middle school. Typically, education tends to be targeted to the manner in which
girls are more prone to learn. The resource of having an all-boys day school in the community is
invaluable. I have seen in my son a spark for learning that I had not seen before. Has he always
been "smart"? Yes. Has he always been educationally engaged and inquisitive? No - he was
satisfied with "good enough." I believe that Field School makes learning interesting, tapping
into these boys' interests and capabilities, such that "good enough" is no longer the measure in
my son's mind. And isn't that what we want for our future -- better than good enough?
The school also strives to enhance the boys' sense of community responsibility, both within the
school and in the greater community. In school, each child has a job that he has to perform
daily. They learn responsibility for themselves. They learn accountability. They simply learn to
be better human beings.
I am sure that you will hear from many people about how rigorous the academics are, but what I
want to stress is that Field School is matriculating better young men... better future members of
our community. This can be seen in the fact that to date, the school administration has
actually been successful in garnering the support of many of the school's current neighbor s, in
addition to the unconditional support of five of the neighbors who are immediately adjacent to
the planned future location, and a very high majority of supporters within a quarter mile of
that property.
I sincerely hope that this Commission will take to heart the value that Field School brings, not
only to the lives of the boys attending the school, but also to the community at large, as these
boys grow to men, and project that positivity onward.

One year ago our son was depressed, anxious, nervous, suffering in school, academically and socially.
We thought that there was no hope for our child. We took a leap of faith and hoped that we could find a
school that academically would push him and socially would support him but we are not private school
people. Like most in our area, we live pay check to pay check. We both went to public school and my
father was a life-long educator and administrator in public schools. However, the public school system
was not working either academically or socially for our son. We hoped and prayed that a solution would
come for us. We have been fortunate enough to find The Field School of Charlottesville. It is our hope
that the Field School of Charlottesville may grow to include more children who are in need of this
specialized support.
The Field School has changed our lives. Believe me when I tell you That statement is NOT hyperbole.
Field School is life changing for young men who need structure, support, a strong push when needed to
get back on course, and above all need a strong academic program. After just one visit our son BEGGED
to go there and sold me immediately by saying "mom, it was awesome. The teachers get to teach
there." Through academic support, athletics, management of self, discipline and studying we’ve seen
incredible change in our son. Any parent will understand when I tell you our son, that I used to have to
drag out of bed, now gets up on his own, showers and prepares for his day. He showers. If that short
sentence doesn’t describe the respect he has for the leadership of Todd Barnett and teachers I’m not
sure what will.
Our hope is that through moving closer to Charlottesville and growing the school that more young men
will get the academic and social support needed to prepare them for life after middle school. While our
son will never get to experience this new campus we hope that you will support the application for
other young men to experience the outdoors of this safe location, the new faciliti es needed to grow a
school and the financial security of owning its own building instead of renting.

I am writing to express my support for the relocation of Field School to the Barracks Road
location. My son, Charlie, graduated from the Field school a few years ago and now attends
Monticello High School. The Field School prepared him to excel academically, socially and
athletically at Monticello through their emphasis on the whole boy--giving attention to the
academic, social, physical, creative and personal development of each of its boys. The small
classroom size and attention to the needs and learning styles of boys proved to be an excellent
alternative middle school for my son.
The current location in Crozet is not suitable. It was a considering factor in determining to send
Charlie there. There is asbestos in the building, the lockers are so small the boys have to use big

Our child attended Field School for his middle school years. This school is an outstanding contribution to
our community. PLEASE grant Field School a Special Use Permit for locating it's new school in
Charlottesville.
Do we need this school in the area?
Field School, a 5-8 boys middle school, was founded in 2007, with a mission of “developing well-rounded
boys of character and accomplishment.” The school started with 27 students and has had as many as 86
students. Over its 10-year period, the school has educated 250 area students, most of whom live in
Albemarle County. Furthermore, more than 90% of our students transition from a public school to Field
School, and then return to a public high school--we are effectively enhancing the public school
experiences for area families. Our school appeals to families for a variety of reasons, but foremost is its
academic rigor. For example, over half of our 2016 graduating class was accepted into one of the
county’s selective academies such as the MESA program at Albemarle High School. Our classes regularly
finish in the upper 90th percentiles on the annual ITBS diagnostic test. Our continued prosperity
indicates that many Albemarle County families certainly appreciate the opportunity to send their son to
this middle school alternative, and would appreciate the County’s support in their long search for a
suitable site.
Why this site?
Since its founding in 2007, Field School has been trying to locate a long-run site for the school. During
that time, the school has looked at hundreds of properties, and has seriously investigated about 20. We
have had meetings with county officials about 5 of these, and previously sought a Special Use Permit on
one on Polo Grounds Road in 2013. We have investigated so many because it is quite difficult to find
what we are looking for in Albemarle County: 20+ acres of land close to the area’s population with
enough suitable land to develop a campus. Furthermore, there are virtually no properties in the area
where we can develop a school without an SUP.
Of all the properties we have investigated, the Barracks Road location is easily the best we have found.
It is a substantial and attractive piece of land with plenty of space to build and leave a buffer around our
buildings for the neighbors. It is close to town, and on a major arterial road that will minimize traffic
issues. We have also been successful in getting many of the neighbors to support our school on their
adjacent properties.
Does this mean that other developments such as a bypass, housing development, or brewery would not
be established on the property?
The middle of this property had been owned by the state for the “Western Bypass,” and Field School
was the first entity to buy any of these state-owned properties. The approval and establishment of a
school on the property would forestall any other sort of future development on the property, even a
future road.
Will increased school traffic lead to unsafe conditions nearby?
Our application has been reviewed and supported by VDOT. The school will build a deceleration lane,
widening the road to improve safety. The entrance will have at least 500 feet of sight distance in either
direction. The school will also have “SCHOOL” signage that will decrease driving speed on the road
nearby. Our school day’s hours there will go from 8 to 3, which will mean that our trips will occur before
the morning and afternoon local rush hours. Our daily number of cars will add only minimally to the
traffic now on Barracks Road (less than 5%). Field School has always been extraordinarily committed to
traffic safety, having driven a daily shuttle bus in order to minimize parent trips since its founding. Daily
school traffic is among the safest categories of travel, and our community will be at less risk (relative to
our current location) both closer to town and on a safer road.
Will there be noise or field lights?
The only noise that will be heard anywhere near the school will be the sounds of children playing.
Though we strongly believe in having students outdoors regularly, our effective amount of time outside
is limited, with the hour between 2 and 3 being our most common outdoors time. We will have no field
lights. We are leaving the forests intact between the school space and Colthurst homes, and planting
barriers that will shield our activities and dampen noises for nearby neighbors. The school is making
extraordinary efforts to appease the neighbors: though the school owns the 3-acre pond beside which
two neighbors have built their homes, the school will leave their views of the pond intact and plant such
that we do not have the view of the pond.
What does the county staff say?
Field School completed an exhaustive process with county and state officials, including analysis of sewer
and septic, engineering issues, land use, zoning, critical slopes, stormwater runoff, traffic, sight distance,
as well as the concerns raised by neighbors. After more than eighteen months, 3 meetings with
neighbors, and 5 applications submissions, we received a recommendation for approval. We have the
unconditional support of five of the neighbors who are immediately adjacent to the property, and a very
high majority of supporters within a quarter mile of the property.
Again please grant Field School a special use permit.

My name is Molly Haney and my son, Kody, attends the field school.
I should start by saying that he is an eighth grader which makes this is first and only year at FS.
I kick myself everyday for not getting him there sooner! I had always heard wonderful things in the
community about the Field School ( from kids and parents alike) and although we were beyond
frustrated with the middle school experience, my son is very social and his friends mean the world to
him so I didn't want to push too much until he was ready for a change.
We had no idea what to expect on our visiting day to Field School and i can speak for my son, husband
and myself in saying we were anxious with anticipation.
Before we even got inside the school people (kids, parents, teachers) were introducing themselves and
welcoming us. The boys took Kody in as if they had known him for a lifetime!
From that point on any expectations I've had have been exceeded beyond anything i could ever hope
for and want for my son.
For the first time i see him enthusiastic to learn!
The teachers engage these boys on a level that is right on for their age and maturity, socially and
academically. They are held accountable for their choices and actions as they are pushed to a higher
level of responsibility in learning and working as a whole.
The school is always filled with energy and confidence. And i must say as the mother of a boy
transitioning into a young man it is SO refreshing to see these boys get to "be boys" a little while longer.
I have no doubt that it would be a privilege to anyone to have the school nearby. Todd Barnett and his
school will only improve the land and community wherever they go.
The Field School is truly an asset to the communities of Charlottesville and Albemarle, now and for
many many more years to come!

university. I can honestly say that without the wonderful education the Field School provided me
in my early years, I wouldn't be nearly as prepared for high school and later on college. The

area. To finally have a secure location established for the school would offer so much for
everyone in the community. It's a very prestigious school and the boys all wonderful young men.

Dear Planning Commissioners:
As a longtime resident of Albemarle County and former Planning Commissioner, I
want to add my voice to those supporting ZTA 2016-3. These very reasonable, and one
could argue long-overdue, modifications to the zoning text will, indeed, help to
"preserve the character of the rural area" as stated in the county's Strategic Plan within
the constraints of the legislation approved and enacted by the General Assembly. The
proposed ZTA strikes, it seems to me, a very sensible balance between the demands of
the FWBD and need to put thoughtful limits on outside events in the rural areas.
The proposed ordinance's plan to establish events' eligibility, setbacks for parking,
tents, and portable toilets, traffic management plans for events over 200 people, curfew
for outdoor amplified music, and neighbor notification with zoning clearance does
much to protect those of us who live in the Rural Area and value our quiet, less urban
environment. FWBD's are recognized as legitimate agribusiness enterprises in the Rural
Areas; however, their large events need to be reasonably regulated to protect their rural
neighbors. I think the proposed ordinance does that within the constraints of the law,
and I urge you to approve it.
I hope you will support the proposed farm winery, b rewery, and distillery events
ordinance (ZTA 2016-3) at your meeting on December 6.
