The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced plan as submitted by NB+C Engineering Services,
LLC, dated July 05, 2018 and find it to be generally acceptable:
A VDOT Land Use Permit will be required prior to any work within the right-of-way. The
ownerldeveloper must contact the VDOT Charlottesville Residency Land Use Section at (434)
422-9399 for information pertaining to this process. If further information is desired, please
contact Willis C. Bedsaul at 434-422-9866.

The Site Review Committee has reviewed the development proposal referenced above. Initial comments
for the following divisions of the Department of Community Development and other agencies, as
applicable, are attached:

Albemarle County Engineering Services (Engineer)
Virginia Department of Transportation —pending
Albemarle County Building Inspections — no objection
Albemarle County Service Authority — no objection
Albemarle County Information Services (E911) — no objection
Albemarle County Department of Fire Rescue — no objection
Comments reflect information available at the time the development proposal was reviewed, and should
not be considered final. However, the Site Review Committee has attempted to identify all issues that
will be required to be resolved prior to approval.

Albemarle County Planning Division (Planner) — Andrew Knuppel
[5.1.40.b(1)(e)] Grounding Rod. Sheet C-2 currently shows the height of the lightning rod as 3
feet, which does not comply with this section: "A grounding rod, whose height shall not exceed
two (2) feet and whose width shall not exceed one (1) inch in diameter at the base and tapering to
a point, may be installed at the top of the facility, the eligible support structure, or the existing
building." This standard must be addressed prior to approval.

1. Building and electrical permits are required for the tower foundation, any structure greater than 150
sqft housing equipment, and the electrical service.

Hi Ryan,
I'm reaching out to let you know that I've reviewed this application (SDP201800053 CST VA -00-2203
Bloomfield) and have determined it to be complete.
My only comment I anticipate regarding this application's content, aside from the pending results of
the balloon test, is that the lightning rod shown on Sheet C-2 is one foot too tall (3'). The County's
regulations are as follows:
"(e) Grounding rod. A grounding rod, whose height shall not exceed two (2) feet and whose
width shall not exceed one (1) inch in diameter at the base and tapering to a point, may be
installed at the top of the facility, the eligible support structure, or the existing building."
