Project is eligible for approval pending purchase of 0.13 lb. phosphorus nutrient credits. Prior engineering review comments addressed with Revision 1. A. Stormwater Pollution Prevention Plan (SWPPP) — SWPPP comments addressed with Rev. 1 The SWPPP content requirements can be found in County Code section 17-405. A SWPPP must contain (1) a PPP, (2) an ESOP, (3) a SWMP, and (4) any TMDL measures necessary. Please: Revise Sec. 8 to list qualified personnel until GC is selected. A/E typically listed, until GC selected. Revise to include WP0201800042 on cover, and throughout. Revise section 4 in response to ESC /SWM review comments. Rev. Sec. 6 Exhibit to show containment; recommend berm or SF to minimize potential that contaminant - laden storm runoff from solid waste dumpster, portable sanitary, PCE, etc. may reach an off -site drainage. SF shown is partial containment, but inadequate if review contours. B. Pollution Prevention Plan (PPP) - PPP comment addressed with Rev. 1 The PPP content requirements can be found in County Code section 17-404. 1. The PPP appears acceptable. As follow-up, show staging area on plans (see Table No. 1 —SWPPP, p. 6-12). C. Stormwater Management Plan (SWMP) — SWM Plan comments addressed with Rev. 1 VSMP Regulation 9VAC25-870-108 requires the VSMP authority to approve or disapprove a SWMP. This plan is approved. Provide standalone VSMP plan. Include WPO#201800042 in plan title. VSMP Plan need not include C-9, C-10, C-11, or L-series (Landscaping) sheets. Increase /re -calculate total disturbed acreage (0.37 Ac.); revise Site Summary, Site Land Cover Summary (pre- /post -development) table values to reflect increased LOD. See ESC Plan review comment #1. Engineering Review Comments Page 2 of 3 3. VRRM.xls Site Land Cover Summary pre -redevelopment land cover does not include forest, but portion of area within LOD appears landscaped, if not wooded (image, below). Revise VRRM.xls table values and nutrient credit purchase requirement, as/if needed. 4. Confirm whether SCC-1, SCC-2, SCC-3 are to receive soil stabilization blanket (B/M). Sheet C-12 open channel worksheet table lists 2-year channel velocities of 2.45, 0.94, and 1.16 fps, respectively; this appears non -erosive, yet C-15 shows B/M. Albemarle will include B/M in SWM or ESC bond estimates, if required, and seeks to confirm area (ft2) and location B/M is (or may be) required. 5. Nutrient credit purchase is proposed. Applicant should work with Albemarle County Management Analyst on nutrient credit purchase requirements prior to purchase —ref. Process section that follows comments. 6. Note: Proposed plan meets quantity requirements. C-13, Note B. states: "The pre and post developed 1-, 2-, and 10-year 24-hour storm hydrographs have been generated ...there is no change in the curve numbers or flows. The existing outfall at analysis point D is currently stable and exhibits no erosion. The outfall will remain stable at the completion of the project." Albemarle accepts that proposed design satisfies 9VAC25- 870-66.B.1 (U.S. Rt. 250) manmade storm conveyance system (channel protection) requirements, and 9VAC25-870-66.C.1. flood protection requirements. D. Erosion and Sediment Control Plan (ESOP) — ESC Plan comments addressed with Rev. 1 Virginia Code §62.1-44.15:55 requires the VESCP authority to approve or disapprove an ESOP. This plan is approved. C-15: 1. Expand LOD to allow construction traffic to exit PCE and construct improvements (call if questions). 2. Provide series of curved sections of SF (on contour) NE of PCE, downslope of proposed sidewalk. 3. Provide perimeter controls for expanded LOD (item #1, above). 4. Dimension OP (L X W X D) at entrance pipe at U.S. Rt. 250. 5. Provide /show TP for trees to be saved (see image, above). 6. Provide pre -Phase 1 ESC plan with RWD and other sediment runoff -limiting measures (as needed) to protect U.S. Rt. 250 during rough grading of expanded paved sections of Pantops Mountain Road. This may be an inset detail focusing on Int. of U.S. Rt. 250 and Pantops Mountain Road. 7. C-17: Provide PCE detail —ref. ACDSM, pg. 8, Paved Wash Rack. Process After approval, plans will need to be bonded. The bonding process is begun by submitting a bond estimate request form and fee to the Department of Community Development. One of the plan reviewers will prepare estimates and check parcel and easement information based on the approved plans. The County's Management Analyst will prepare bond agreement forms, which will need to be completed by the owner and submitted along with cash, certificates or sureties for the amounts specified. The agreements will need to be approved and signed by the County Attorney and County Engineer. This may take 2-4 weeks to obtain all the correct signatures and forms. Please coordinate Nutrient Credit Purchase with the County's Management Analyst prior to purchase. Evidence of purchase of required level of nutrient credits (0.13 lb.) is required prior to Applicant receiving a Grading Permit. After bonding (and nutrient purchase, ideally) are complete, county staff will need to enter project information in a DEQ database for state application processing (if area of disturbance is one acre, or more). DEQ will review the application information based on local VSMP authority approval. At this time, the DEQ portion of the application fees will need to be paid directly to the state. For fastest processing, this is done electronically with the emails provided on the application. DEQ should notify applicants with instructions on how to pay fees. When DEQ approves the application, they will issue a permit coverage letter. This should be copied to the county. If area of disturbance is less than one acre, a DEQ VPDES permit, permit fee, and permit coverage letter are not required. After DEQ coverage is issued, via the coverage letter*, the County can hold a pre -construction conference. Applicants will need to complete the request for a pre -construction conference form, and pay the remainder of the application fee. The form identifies the contractor and responsible land disturber, and the fee remaining to be paid. Engineering Review Comments Page 3 of 3 This will be checked by county staff, and upon approval, a pre -construction conference will be scheduled with the County inspector.
