Avinity Place(private road) has been constructed between the intersection of Avinity Loop and the intersection of Avinity Court. All drainage structures, utilities,curb and gutter,stone,base pavement and final asphalt top coat has been installed along the roadway. The sidewalk proposed on the south side of the roadway has not been installed,and the street trees along this section of the roadway have not been installed. The stop signs and street signs have been installed per plan. The roadway has been installed in accordance with the approved road plans. Collins Engineering observed during bi-weekly field inspections the construction of the roadway, placement of stone,and pavement installation. CBR's and geotechnical monitoring were conducted with the construction of the roadways. Avinity Place was installed with (2) 12'lanes from F/c to F/c. The pavement design for the roadway was 8"21A base and 1.5"SM-9.5A surface course. Curb and gutter has been installed and complies with VDOT CG-6 standard,with stone bedding placed beneath all locations. Avinity Court(private road)has been constructed for the entire length of the proposed road wtihin the Avinity development. All drainage structures, utilities,curb and gutter,stone, base pavement and final asphalt top coat has been installed along the roadway. The sidewalk and street trees in front of lots 1-5 have been installed per plan; however,the sidewalk and street trees in front of lots 6-9,which are still under construction,have not yet been installed. Avinity Court(private road)between stations 10+00 and 12+50 has been constructed in accordance with the approved construction plans. Collins Engineering observed during the bi-weekly field inspections the construction of the roadway,placement of the stone,and pavement installation. CBR's and geotechnical monitoring was conducted with the construction of the roadways. The pavement was installed as a 24' road from F/c to F/c with a pavement design of 8" 21A base and 1.5"SM-9.5A surface course. Curb and gutter has been installed and complies with VDOT CG-6 standard,with stone bedding placed beneath all locations. Drainage structures have been installed as shown on the approved plan with very minor variations,all within the acceptable limits of standard construction deviation,as labeled on the as-built plans. Both RCP and HDPE pipe were utilized on this project and installed per VDOT requirements and specifications. Collins Engineering inspected the storm sewer installation and can confirm it was installed in conformance with VDOT standards. Soil compaction was verified;all fill was placed at 95%compaction or better. It is my professional opinion that Avinity Phase II development has been constructed substantially in accordance with the approved plans and in compliance with applicable regulations and requirements.
