Please allow this document accompanied by the following attachments serve as our
formal document submission to Albemarle County for the inspection and reduction of the
existing road bonds for the above referenced project. Included in this submission is the
following documentation:
1. Road and Drainage Asbuilt plans - Road Asbuilt plans include the following
documentation:
a. Horizontal alignment—provided on the asbuilt plans, Sheet 2—spot
shots have been provided ever 25' along the centerline of the roadway.
b. Vertical alignment—provided on the asbuilt plans, Sheet 3 —vertical
elevations have been added to the plan along the roadway section and
compared to the existing centerline elevations
c. Edge of Pavement—the edge of the pavement, curb and gutter, and
sidewalks have been added to the plans. Any sidewalk or curbing missing
in the field has been noted on the asbuilt plan.
d. Culverts, Pipes and Drainage Structures—All drainage structures,
culverts/pipe size, material, inlets and end treatments have been shown
and labeled on the asbuilt plan sheets, sheet 2. The alignment, invert
elevations, and pipe slopes have been added to the plans and the pipe
designs have been verified.
e. Ditch Lines—Not applicable to this project
f. Drainage Easements—drainage easements have been added to the asbuilt
plan, with deed book and page references added to the easement labels on
the plan. The recorded subdivision plat has been included in section 3 of
this packet.
g. Guardrails—Not applicable to this project. No guardrails are needed.
h. Right of Way and associated easements—The right of way, sight
distance easements, and slope easements, and other recorded easements
have been added to the asbuilt plans, Sheet 2. The recorded subdivision
plat in section 3 of this packet also reflects these easements.
i. Pavement Designs - The updated pavement designs have been added to
the asbuilt plans, based on the soils testing information. Section 2 of this
report includes the soils testing for the roadways and the asphalt pavement
verification.
j. Street Trees—the asbuilt plans show the locations of the street trees. The
locations and number of street trees have been compared to the original
approved road plans to verify that the required street trees have been
installed.
k. Signs—the asbuilt plans show the location of the signs or any missing
401101 signs from the project.

2. Soil/Material Testing Reports:
a. Stone and Asphalt Testing Reports
b. CBR Testing Reports
c. Soils Testing Report—Roadway and lots
3. Recorded Subdivision Plat—copy of the recorded subdivision plat for the
development and phase of construction
4. Engineer's Certification Report—An engineering certification has been
provided for the project. The certification indicates those items completed with
the project, and the items that have not yet been completed or that are deficient at
the time of the inspection
5. Street Sign Maintenance Agreement—Not included, the standard VDOT street
signs have been provided on this project.
6. Certificate of Completion—Not included with this packet. All of the
improvements for the project have not yet been completed at this time.
7. Pipe Inspection Report: Video pipe and certified inspection report for the storm
sewer pipes
8. Original Bond Estimate—Copy of the County bond estimate for the Road and
Drainage subdivision bond

Dear Mr.Taylor:
The purpose of this letter is to provide you with the results of the sampling performed by F&R on the
existing pavements within the roadways of Avinity. Samples were collected using wet coring methods at
spot-check locations spaced approximately 300 feet apart along each roadway. Upon extraction of the
sample the subbase stone thickness was measured and cored holes were then repaired with asphalt cold
patch. The samples were then transported to F&R's laboratory for measurement. A summary of F&R's
findings are provided within the following table.

Work Completed: Road Subgrade Inspection
Observations: F&R was onsite as requested to observe the subgrade conditions of the roadway prior to placement of
asphalt pavement. Road subgrades consisted of compacted 21A subbase stone which were found to
be well compacted. NG density testing was performed to verify compaction of the subbase stone.
In addition,F&R performed spot-check stone thickness measurements. All locations exceeded the

and approximate measurements, it appears that the mass of boulders consists of approximately

Work Completed: F&R was onsite as scheduled to observe the excavation of test pits by Contour in order to evaluate the
condition of the fill materials placed over the existing stormwater pipes within the proposed roadways.
Excavations were performed over structures set within Avinity Loop at the far west end of the site.
Excavated fill materials were found to be very moist to wet and contained some debris and little
organics. In addition,we noted that the gravel around the top of the pipe did not meet the 6 inch
thickness indicated on the typical detail drawing provided by Controur.
F&R recommends that the fill materials overlaying the stormwater structures located within the roadway
be removed and replaced with controlled,compacted fills. These materials should be free of
debris/organics,and compacted within at least 95%dry maximum density as determined by standard
proctor. We note that the maturity of Avinity Loop appeared to be firm and stable,and should be further
evaluated with a proofroll at a later date. Any unstable subgrades should be addressed prior to the
placement of subbase stone.

Work Completed: F&R was onsite as requested by Contour Construction to observe the placement and compaction of
new fill materials for the building up of Avinity Loop between the stations of 7+50 and 9+00. Residual
soils were being cut from the hillside to the west of the roadway cutoff shown on the Amendment No.2
drawings. While onsite F&R observed the placement of fill up to approximately 3-5 feet below finished
road subgrade levels. Fill placement procedures and compaction efforts were found to be satisfactory.
Compacted subgrades were evaluated by observing proofrolls performed with a fully loaded rock truck.
Subgrades were considered to be firm and stable,as little to no pumping or rutting was observed when
subjected to the traffic loading.
In addition,F&R observed the placement of backfill materials over the stormwater pipe beginning at MH
#4 and extending approximately 60 feet north. Due to the depth of the trench,backfill operations were
evaluated visually. Backfill materials were spread with a backhoe bucket and compacted with a remote

Description of Work Completed
Work Completed: F&R was onsite to perform a proofroll evaluation of the road subgrades between the stations 9+50 and
7+00 of Avinity Loop which extends into the project's next phase. The roadway extension has been
brought up to approximately-2ft below finished subgrade levels. Subgrades were evaluated using a fully
loaded rock truck and little to no pumping or rutting was observed. Subgrades were found to be firm and
stable,and exhibited adequate bearing.
F&R will return next week to observe the remaining fill placement as scheduled by Contour.

Description of Work Completed
Work Completed: F&R was onsite to the placement of new controlled fill materials over the storm sewer,waterline,and
sidewalk subgrades within the connecting section of Avinity Loop. Existing fill materials were removed
which contained organic debris and/or consisted of a high moisture content.
New backfill consisted of the onsite borrow materials being cut from the hillside located to the east of
this project phase. Fill placement procedures and compaction efforts were observed to be satisfactory.
