Re: Dunlora V
Request for inspection and bond reduction for Dunlora V has been processed. The road bond is
currently at$88,800.The bond cannot be reduced further. Essentially all items noted as remaining to be
complete for further bond reduction appear to remain to be complete. Please see photos. Albemarle
requests owner confirm several items complete,or not. VDOT acceptance is required. Albemarle County
does not reduce subdivision road improvement bonds for public streets to less than 20%of original bond
amount prior to VDOT Acceptance of streets into the state secondary roadway system.
Of particular note:
• Cul-de-sac of proposed public street(Fowler Ridge)is being used as a staging area. This is
impermissible.
• Lull lift and concrete truck equipment have potential to cause additional C&G damage.
• Not all street trees are planted. See Approved Road Plan SUB201500112,sheet L1.0.
• As-built appears not to have been updated since 7/6/17,although it is dated 2/24/18.
• Inlet protection is required to be maintained; street sign posts (material)are inadequate;bottom of
stop sign/s height is less than 6',inadequate,and presents a hazard.
• No further reduction is possible until all listed items in bond inspection checklist are adequately
addressed. (Inspection performed 5/25/18.)
• Bond release is dependent on VDOT acceptance into state secondary roadway system.
• Please see attached comments regarding the inspection.

From bond inspectkn(checklist,7/6/17:essentially all items remain:if complete,please confirm:
1. Adjust Stop sign height to be 7' from ground to base of sign.
2. All road signs in ROW to have a breakaway design at base of post.
-See sign standard detail
3. Provide correct length of pipe.For pipe 109A I measure about 30' on as-built. The profile,as-built
Sheet C5.1,shows 74.4'.
4. Show location&type of trees installed on as-built if different from the approved plan.
5. Finish planting all street trees landscaping.
6. Parge all concrete inlet lift holes.—Owner to confirm complete.
7. Parge brickwork inside all inlets&manholes(i.e. STR-210).—Owner to confirm complete.
8. Install final finish asphalt layer for both roads.—Owner to confirm complete.
9. Fix/repair cracked sidewalk,curb&gutter.
10. Repair defect in pipe run 210 to 215 from video. According to report,the pipe could likely fail in 5-
10yrs.—Please update Albemarle County on repair efforts.
11. Address all VDOT comments noted on inspection report&punch list.
12. New: Street Names and As-built drawing street names must match. —see photos

inspections and are to be accepted into VDOT's maintenance program and ownership.The video inspection
shall be conducted in accordance with VDOT's video camera inspection procedure.

Street: Shepard Lane/Shepard Court
AS-BUILTS and PLATS to be reviewed for easements,road centerline,grade to see if other problems are

AS-Builts are Required to show existing grades,planned grades and finished grades of roadway along with drainage items
and easements.
1)Backfill and Stabilize all areas seed and straw behind the sidewalk and curb and gutter.
2)Speed Limit Signs and stop signs to be located on the as-built.
3)Clean and Sweep the road and curb and gutter.Flush all DI throats.
4)Curb and Gutter,Sidewalk will be re-inspected on areas of road where house construction is taking
place for damage.
5)Investigate Tom area of pipe for repair.Not sure what this is or how bad.May have to open area up.

6)Put all plantings on as-built and make sure they do not block the stop signs.

Street: Misc. Items ALL STREETS
1)All stop signs will need to be 30"with 16"above the top of stop sign for VDOT route markers to be placed and T from
the bottom of stop sign to the ground for pedesrtian head clearance.
2)All speciality signs,plantings,irrigation equipment that is in the right of way will need to have a maintneance agreement
with a permit to keep in place and will need to be completed after the road officially is in the state system.
3)Other problems that may exist or have occurred since thie review that is not on this 45 day punch list will be added.
Metal Post for State Signs will have a 7 gauge base and 10 gauge post.Wood post 4x4 can be used as well.
4)County 911 Signs are to be located to the left of the intersection on there own post.
Street: Mandatory Testing Needed
1)All Subgrade Density Test and CBR Test HAVE
2)All Roller Patterns and Density Test for#21-A or B Stone.HAVE
3)All Roller Patterns and Density Test for Sm-9.5A.And BM-25.0 Have BM test,Will need SM test at later date.

5)All Pipe Backfill test reports.HAVE
6)All CD and UD types.and sizes will be required prior to final overlay to have a video camera Inspection to check for problem
GENERAL NOTES: All asphalt repairs will be milled and paved at the existing grade of planned roadway design.Any se-
ction not marked during this review does not relieve the developer of the responsibility of other places that have settled or
intersections that have been overlayed above the designed grade of the remaining sections of roadway that have not been
disturbed for open cuts and overlayed with out being milled and paved properly. Developer will review and call if futher
review of a section or spot in the field is needed from VDOT to be marked between the final inspection.
Notes:
All test reports for Subgrade Test, Asphalt and Stone density and roller patterns and structure backfill test,fill
reports.CHECK AND GRADE ALL AREAS AND MAKE SURE THEY WILL DRAIN PROPERLY.

Re: Dunlora V
Request for inspection and bond reduction for Dunlora V has been processed. The road bond is
currently at $88,800. The bond cannot be reduced further. Essentially all items noted as remaining to be
complete for further bond reduction appear to remain to be complete. Please see photos. Albemarle
requests owner confirm several items complete, or not. VDOT acceptance is required. Albemarle County
does not reduce subdivision road improvement bonds for public streets to less than 20% of original bond
amount prior to VDOT Acceptance of streets into the state secondary roadway system.
Of particular note:
Cul-de-sac of proposed public street (Fowler Ridge) is being used as a staging area. This is
impermissible.
Lull lift and concrete truck equipment have potential to cause additional C&G damage.
Not all street trees are planted. See Approved Road Plan SUB201500112, sheet L1.0.
As-built appears not to have been updated since 7/6/17, although it is dated 2/24/18.
Inlet protection is required to be maintained; street sign posts (material) are inadequate; bottom of
stop sign/s height is less than 6’, inadequate, and presents a hazard.
No further reduction is possible until all listed items in bond inspection checklist are adequately
addressed. (Inspection performed 5/25/18.)
Bond release is dependent on VDOT acceptance into state secondary roadway system.

From bond inspection checklist, 7/6/17; essentially all items remain; if complete, please confirm:
1. Adjust Stop sign height to be 7’ from ground to base of sign.
2. All road signs in ROW to have a breakaway design at base of post.

3. Provide correct length of pipe. For pipe 109A I measure about 30’ on as-built. The profile, as-built
Sheet C5.1, shows 74.4’.
4. Show location & type of trees installed on as-built if different from the approved plan.
5. Finish planting all street trees landscaping.
6. Parge all concrete inlet lift holes. –Owner to confirm complete.
7. Parge brickwork inside all inlets & manholes (i.e. STR-210). –Owner to confirm complete.
8. Install final finish asphalt layer for both roads. –Owner to confirm complete.
9. Fix/repair cracked sidewalk, curb&gutter.
10. Repair defect in pipe run 210 to 215 from video. According to report, the pipe could likely fail in 5-
10yrs. –Please update Albemarle County on repair efforts.
11. Address all VDOT comments noted on inspection report & punch list.
12. New: Street Names and As-built drawing street names must match. –see photos
