Subject: SUB-201800151 Ragland- Two Lot Subdivision —Subdivision Plat
The County of Albemarle Planning Division will grant or recommend approval of the Final Plat
referenced above once the following comments have been addressed: [Each comment is
preceded by the applicable reference, which is to the Subdivision/Zoning Ordinances unless
otherwise specified.]
1. [14-302(A)111 Instrument creating property proposed for subdivision. This proposed
subdivision application cannot be approved and recorded until the pending application
SUB201700103 has been approved and recorded. The review of this application
(SUB201800151) will continue, however final approval and signatures must wait until
SUB201700103 is officially approved. Once SUB201700103 has been approved, revise
the plat to reference the Deed Book and Page Number of the new and revised adjacent
parcels.
2. [14-302(A)16] Dam break inundation zones. Label as "State Dam Break Inundation
Zone".
3. [14-302(B)5] Zoning classification. Revise note on Sheet 1 for Building Setbacks. Use
the language provided in the Zoning Ordinance, Chapter 18, Section 10 (Rural Areas).
Should read "Front (internal public or private road): 25'."
4. [14-303(A)] Statement of consent to division. Remove reference to TMP 22-313 in the
paragraph under `Owners Approval'. The subdivision plat for TMP 22-3B is a separate
application (SUB201700103) which is under review. Please clarify if TMP 22-313 is
being affected by this application (SUB201800151), as this has not been indicated in any
of the notes or acreage calculations.
5. [14-303(D)] Acreage of lots. Revise the `Area Breakdown' note on Sheet 2. Lot E should
have 6.62 acres, not 6.20. The acreage should also be adjusting accordingly following
approval of SUB201700103, if changes are made.
6. [14-303(E)] Dimension standards and information on easements. All references to the
proposed private street must be labeled "New/Proposed Private Street Easement". The
proposed private street easement is referenced on both Sheets 1 and 2 in numerous
places, and all references and notes must be updated.
7. [General] Revise the note on Sheet 2 `denotes building site on Lot A'. Appears to be
referencing Lot E.
8. [14-232] Private streets in the rural areas. According to 14-232, a private street for a
two -lot subdivision must "serve only those lots and will be the sole and direct means of
access to a public street". Therefore, Parcel 3D and Lot E must only be served by the
proposed private street and it must be the only access to the public street. The existing
driveway can no longer serve as an access to the public street. Adjacent TMP 22-3C may
still use this driveway for access to the public street. Revise plat to show that the private
street will be the only means of access for Parcel 3D and Lot E.
9. [14-317] Instrument evidencing maintenance of certain improvements and [14-235]
Effect of approval of private street. A maintenance agreement for private streets is
required before final approval, as detailed in 14-317.
10. [14-310] Health Director Approval. Approval from the Health Director is required for
this application. The necessary information has been transmitted to the Health Director
and is under their review.
11. [14-316] Approval of entrance onto public streets. Contact Willis Bedsaul at 434-422-
9866 (willis.bedsaulkvdot.vir ig nia.gov) at VDOT to obtain approval for entrance onto
public streets. Send VDOT approval to Tori Kanellopoulos
(vkanellopoulos(kalbemarle.org) before final approval.
