At SRC the applicant stated that they cannot afford the 3-5 lot private street and
would have to do something else. Then their surveyor discussed a BLA with the
adjacent property their son owns, at which point they would add 2 acres to that lot
from this parcel. Then come back and do a 2 lot subdivision and a 2 lot private
street for that division. Then come back and divide the original parcel with a 2 lot
private street. I said, that would work, as it is the old Roger Ray two step turned
into a 3 step. I expect this set of subdivisions submitted sometime within the next
year or two. Straight to final for all 3 of those plats.

Re: Private Road waiver request, Tax Map 70-49 for Mr. Ed Lovell, contract buyer
On behalf of the applicant, and in accordance with County Code Section 14-232, I am requesting approval of a
private road for Lot 1, 2 & 3 as shown on the previously submitted preliminary subdivision plat entitled
"PRELIMINARY SUBDIVISION PLAT TAX MAP 70 -49, PARCEL B (DB 612-591)" dated June 11, 2018.
See below for the specific waiver request requirements per code section.
14-232-A-1
(i) The property is in rural area(RA)
(ii) The private streets will alleviate a clearly demonstrable likelihood of significant degradation to
the environment of the property or any land adjacent thereto resulting from the construction
of a public street in the same alignment
(iii) No more lots are proposed on the private street than can be created on the public streets with R-
O-W dedication
(a) The total volume of grading for construction of a public street would be thirty (30)percent or more
than that of a private street in the same alignment.
Typical section of a public road (22') is 57% more than that of a private road (14'). The material
depth of a private road is equal to or less than that of a public; therefore construction of a
public road would be more than 30%volume of the proposed private road.
In addition to meeting the abo - o s e requi i ents, due to the fact the proposed private road is not a through
street and will only serve ee (3) proposed its the public's use of the proposed road does not seem to warrant

We received the application for this subdivision. I did not see a private street request in the application. If
you did submit one I will go on the hunt for it. If you did not submit one you will need to do so. I found the
last private street acted on by the County for a subdivision in the Rural Areas. It was for a larger
subdivision but it is still helpful. I have attached the full staff report for the project so you can see what the
reports look like. Included in the staff report is an attachment which is the applicant's justification. He
used the general welfare option to justify the request but also discusses the environmental impact. The
application was approved so I thought it might be helpful to you. If you have any questions please let me
know.
