Also due to the amount of times the word "Stone" has been used to begin road names (22 times) we
cannot approve another road name using "Stone" to begin a road name. The same reasoning would
eliminate "Broadwick Street" from the approved road name list. "Broad" has been used 8 times to
begin a road name. Also "Waverly Road" is not acceptable because there is already an existing
"Waverly Drive". The applicant should contact this office with a list of three (3) additional road names
for each of the above names for approval. "Astell Street" is an acceptable road name.

Engineering has reviewed your plans and has the following comments:
1. WPO Plan must be approved before road plan can be approved. Rev. 1: Comment not
addressed.
2. Fee paid appears to have been $430. This should have been $720 since it was the first submission
of this set of road plans. Please provide the difference ($290). Rev. 1: Application and fee was
NOT paid for this submission. With each road plan submission, there should be another
application and fee.

3. Update the TMP on the cover sheet. Rev. 1: Comment addressed.
4. Label all existing streets including their ROW and DB & PG #'s. Rev. 1: Comment not

discuss this review.
Process:
After approval, plans will need to be bonded. The bonding process is begun by submitting a bond
estimate request form and fee to the Department of Community Development. One of the plan reviewers
will prepare estimates and check parcel and easement information based on the approved plans. The
County's Management Analyst will prepare bond agreement forms, which will need to be completed by
the owner and submitted along with cash, certificates or sureties for the amounts specified. The
agreements will need to be approved and signed by the County Attorney and County Engineer. This may
take 2-4 weeks to obtain all the correct signatures and forms.
Stormwater Management Facilities Maintenance agreements will also need to be completed and recorded.
The County's Management Analyst or other staff will prepare the forms and check for ownership and
signature information. The completed forms will need to be submitted along with court recording fees.
After bonding and agreements are complete, county staff will need to enter project information in a DEQ
database for state application processing. DEQ will review the application information based on local
VSMP authority approval. At this time, the DEQ portion of the application fees will need to be paid
directly to the state. For fastest processing, this is done electronically with the emails provided on the
application. DEQ should notify applicants with instructions on how to pay fees. When DEQ approves
the application, they will issue a permit coverage letter. This should be copied to the county.
After DEQ coverage is issued, via the coverage letter, the County can hold a pre -construction conference.
Applicants will need to complete the request for a pre -construction conference form, and pay the
remainder of the application fee. The form identifies the contractor and responsible land disturber, and
the fee remaining to be paid. This will be checked by county staff, and upon approval, a pre -construction
conference will be scheduled with the County inspector. At the pre -construction conference, should
everything proceed satisfactorily, a joint VSMP and grading permit will be issued by the County so that
work may begin.

Dear Ms. Cox:
The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced plan as submitted by Roudabush, Gale, &
Associates, revised 17 January 2018, and offers the following comments:
1. The provided turn lane warrant analysis could not be followed. How was the advancing
volume of 90 vehicles per day calculated? The warrant analysis is based on the peak
(VPD) and requires advancing and opposing volumes, and the percent left turns, which is
the number of left turns during the peak hour divided by the advancing volume during the
peak hour. Both a.m. and p.m. peak hours should be analyzed. Provided clear calculations
and/or assumptions used.
2. Please confirm that the design speed of Golf Drive is 25 mph and not 30 mph. If it is 30
mph, the entrance will require a further intersection sight distance.
Please provide two copies of the revised plan along with a comment response letter. If further
information is desired, please contact Justin DeeI at 434-422-9894.
A VDOT Land Use Permit will be required prior to any work within the right-of-way. The
owner/developer must contact the Charlottesville Residency Transportation and Land Use
Section at (434) 422-9399 for information pertaining to this process.

WAVERLY ROAD will need to be changed per the ordinance below as a WAVERLY DRIVE
already exists.
Per Part I, Section 4-a of the County's Road Naming and Property Numbering Manual (page 6 of
PDF):
"A proposed road name which duplicates an existing or reserved road name in Albemarle
County or the City of Charlottesville shall not be approved. An exception may be made for
cul-de-sacs which have the same name as the road from which they originate (example:
"Amberfield Court" which originates from "Amberfield Drive")."
STONELEIGH PLACE and BROADWICK STREET will need to be changed per the ordinance

1. STONE AND BROAD are the first word in over 5 road names in the County.

We have reviewed the above referenced plans and have the following comments:
Engineering (Emily Cox)
1. WPO Plan must be approved before road plan can be approved.
2. Fee paid appears to have been $430. This should have been $720 since it was the first submission
of this set of road plans. Please provide the difference ($290).
3. Update the TMP on the cover sheet.
4. Label all existing streets including their ROW and DB & PG #’s.
5. Ensure road plan matches site plan and WPO plan.
6. As commented on the WPO plan, remove road and lot from the buffer. Also, the grading for
SWM can only occur in the landward 50 ft of the buffer.
7. Remove contour lines that are going through proposed houses.
8. Provide storm pipe capacity/velocity calculations, not just inlet calculations.
9. Provide design showing the proposed roadway pavement section can handle the proposed traffic.
10. Show all pavement markings (stop bars, etc.) and signs (speed limit).
11. Ensure all ADA requirements are met. Placement of CG-12’s should match VDOT’s
requirements.
12. VDOT entrance permit will be required for Golf Drive.
13. Min. K value for sag vertical curve with design speed of 25 MPH is 26. There are 2 sag curves
proposed in this plan with K values less than 26. Please explain or revise.
Planning (Megan Yaniglos)
1. Sidewalk/planting strip and sidewalk on one side of the street exceptions have been requested. At
this time, planning staff cannot support these requests. Road plans should not be approved until
these exceptions have been granted, or the requirements have been met.
2. Sidewalks and street trees should be bonded with the road plans.
3. Street tree species and size should be stated on the plans for bonding purposes.
VDOT (Adam Moore)

Engineering plan review staff are available from 2-4 PM on Thursdays, should you require a meeting to
discuss this review.
Process;
After approval, plans will need to be bonded. The bonding process is begun by submitting a bond estimate
request form and fee to the Department of Community Development. One of the plan reviewers will
prepare estimates and check parcel and easement information based on the approved plans. The County’s
Management Analyst will prepare bond agreement forms, which will need to be completed by the owner
and submitted along with cash, certificates or sureties for the amounts specified. The agreements will need
to be approved and signed by the County Attorney and County Engineer. This may take 2-4 weeks to
obtain all the correct signatures and forms.
Stormwater Management Facilities Maintenance agreements will also need to be completed and recorded.
The County’s Management Analyst or other staff will prepare the forms and check for ownership and
signature information. The completed forms will need to be submitted along with court recording fees.
After bonding and agreements are complete, county staff will need to enter project information in a DEQ
database for state application processing. DEQ will review the application information based on local
VSMP authority approval. At this time, the DEQ portion of the application fees will need to be paid
directly to the state. For fastest processing, this is done electronically with the emails provided on the
application. DEQ should notify applicants with instructions on how to pay fees. When DEQ approves the
application, they will issue a permit coverage letter. This should be copied to the county.
After DEQ coverage is issued, via the coverage letter, the County can hold a pre-construction conference.
Applicants will need to complete the request for a pre-construction conference form, and pay the remainder
of the application fee. The form identifies the contractor and responsible land disturber, and the fee
remaining to be paid. This will be checked by county staff, and upon approval, a pre-construction
conference will be scheduled with the County inspector. At the pre-construction conference, should
everything proceed satisfactorily, a joint VSMP and grading permit will be issued by the County so that
work may begin.
