The plans for Poplar Glen 2,received on Nov 28,2006,have been reviewed. All of the previous
engineering comments have been addressed. However,we have begun looking more closely into the
design of the Contech Storm Filter systems for all of the plans coming into the County, and realized there
are some issues with the layout and sizing of the water quality system. The comments we have are below in
the Stormwater Management Plan.
Also, you are correct in stating that this project does not need to go the Planning Commission.
A.Final site plan,Road Plan,Drainage Plans(SDP200600223)
All comments have been addressed. We will come up with a bond amount for the road plan once the
stormwater situation is addressed.
B. Stormwater Management Plan(WP0200600057)
The calculations and methodologies for sizing the StormFilter Structures(and all other underground
water quality structures)have come into question as the differ between plans.
In addition,Engineering had several comments about the Water Quality System for Poplar Glen 2:
1. Engineering recommends that the water quality structures are offline from the larger drainage
areas and online only with the site area which needs to be treated for water quality. Currently,
all 24+acres of drainage area flow through(or past)the water quality system. This could cause
runoff to remain untreated and bypass the system during even a minor storm event. Having
runoff from U-Heights bypass the water quality system would help alleviate this, as would
having the offsite runoff above the development bypass the water quality system.
2. The number of cartridges required does not appear meet the number of required cartridges in
regards to Con Tech's sizing methodologies.
3. The Storm Filter box configuration does not seem to match other designs we have seen before.
(Although designs on Contech's website do not seem to match other designs we have seen
either; everything seems to be different.)The design seemed to be a concern to Joe Battiata,a
ConTech representative, who recommended a design similar to a Storm Filter System used for a
Walgreen's plan.
