Rev. 1: Comment addressed. 2. [14-302 (A)(7)] Please amend Sheet V3 so that the label for the 0.238 acre addition to TMP 46-19A. It should state something like "0.238 acre portion of TMP 46-19B1 to be added to TMP 46-19A." Rev. 1: Comment addressed. a. Please amend the labels for the portions of TMP 46-19134 and TMP 46-19133 on Sheet V3. The labels should state the acreage of each existing parcel that will be allocated to the new Block 4b parcel. Rev. 1: Comment addressed. [14-302 (A)(11)] On Sheet V1, please amend the Statement of Title for TMP 46-18A; the most recent instrument is DB 4997, page 724. Rev. 1: Comment addressed. a. Please amend the Statement of Title on Sheet VI to include the correct property owner names for TMP 46-18. Please also include the most recent plat recorded that adjusted the boundary line for TMP 46-18. Rev. 1: Comment addressed. 4. [14-302 (B)(1)] Please add a date of last revision to each sheet. Rev. 1: Comment addressed. 5. [14-302 (B)(5)] Please amend Note 6 on Sheet V1 so that it states "New Block 4B parcel will be zoned NMD..." Rev. 1: Comment addressed. a. The proposed Block 4B parcel does not appear to lie within the FH — Flood Hazard Overlay Zoning District according to Albemarle County GIS. Please confirm whether the FH Zoning District applies to the new parcel. If not, remove the FH district from Note 6. Rev. 1: Comment addressed. 6. [14-302 (B)(5)] Please add a note stating the primary and overlay zoning districts that apply to TMP 46- 19A and TMP 46-19B1. Rev. 1: Comment addressed. 7. [14-302 (13)(4)] Please see Engineering comment #2 regarding the Dunn cemetery that was shown on the ZMA2015-07 Application plan. The cemetery appears to be located within what is now TMP 46-18 or TMP 46-19133. The place of burial should be shown on Sheet V2 and V3, and Note 11 should be amended to state the TMP number where the cemetery is located. Rev. 1: Comment addressed. 8. [14-303 (A)] Please amend the statement of consent to division on Sheet V 1. Staff suggests the following wording for the statement: "The platting or dedication of the boundary line adjustments to Tax Map Parcel 46-19A and 46-19B 1 and the subdivision of the new Block 413 parcel shown hereon is with the free consent and in accordance with the desire of the undersigned owners, proprietors, and trustees, if any." Rev.1 Comment addressed. 9. [14-303 (D)] In the area summary calculation on Sheet V1, please change the wording to state "To new Block 4b parcel" under the acreage calculation for both TMP 46-19133 and 46-19134. Rev. 1: Comment addressed. a. For the line stating the new parcel acreage, please revise the language to state "Total area new Block 4b parcel." Rev. 1: Comment addressed. 10. [14-303 (D)] Add a subtraction symbol to the acreage calculation for the boundary line adjustment subtraction calculation for TMP 46-19B1 on Sheet V1. Rev. 1: Comment addressed. 11. [14-303 (E)] Curve line C19 is shown in two different locations along the revised parcel boundaries of TMP 46-19B1 on Sheet V3. Please revise the line and curve line labeling as necessary so that all external boundary lines are correct and match the tables and boundary lines provided on Sheet V 1 and V2. Rev. 1: Comment addressed. 12. [General comment] Please amend the property label for the new block 4b parcel on Sheet V3. It should state "New block 4B parcel." Rev. 1: Comment addressed. 13. [14-303 (H) and 14-4211 On Sheet V3, please add symbology to the Legend identifying the monuments to be set following final plat recordation, in accordance with Note 12 on Sheet V 1. Rev. 1: Comment addressed. New Comments Revision 2: 14. [14-303 (D)] The acreage stated in the labels on Sheet 3 do not match the Area Summaries on Sheet 1 for some portions of existing parcels that are getting added/subtracted from other lots, as follows: a. The label on Sheet 3 states that 2.327 acres of TMP 46-19133 is being added to TMP 46-19B1. The Area Summary on Sheet 1 states that 5.188 acres of TMP 46-19133 is being added to TMP 46-19131. Based on staff calculations, it appears that the Area Summary is stating the correct acreage change — the label on Sheet 3 should be revised to state "5.188 portion of TMP 46-19133 to be added to Revised TMP 46-19B 1." Please verify. 15. [General Comment] On Sheet 3, please revise the wording of the labels for the 5.188 acres and 5.260 acres being added to TMP 46-19B1 as follows: a. "5.260 acre portion of TMP 46-19134 to be added to revised 46-19131." b. "5.188 acre portion of TMP 46-19B3 to be added to revised 46-19B 1." 16. [General Comment] On Sheet 3, please add a label to the 10.619 acres being added to TMP 46-19133 from existing TMP 46-19A. It should be worded as follows: "10.619 acre portion of TMP 46-19A to be added to revised 46-19B3." 17. [14-303 (A)] In the Statement to Consent of Division on Sheet 1, please remove reference to the creation of a "New Block 4B parcel." a. Add language acknowledging consent to the land reservation for future public streets, as outlined in comment #21 below. 18. [14-303 (E)] The curve table on Sheet 1 references several curve lines that are not labeled on Sheets 2 or 3. Please verify if these figures shown in the table were made in error, and if so, remove from the table. Otherwise, clearly label where these curve lines are shown on Sheets 2 or 3: C 18, C 19, C20. 19. [14-302 (A)O] On Sheet 3, please re -symbolize the four (4) existing boundary lines that will be vacated through this plat by drawing them as dashed lines instead of solid black lines. 20. [14-302 (B)(5)] Please revise the notes on Sheet 1 that reference the primary and overlay zoning districts of each parcel being affected by this BLA. All four parcels are zoned NMD Neighborhood Model District and are subject to the Proffers and Code of Development of ZMA2015-00007 and the conditions of SP201500025. a. Revise Note 6 on Sheet 1 so that it does not reference a new Block 4B parcel. Note 6 should state the primary and overlay zoning districts that apply to the revised TMP 46-19B 1. Revised TMP 46-19B1 appears to be within the EC Entrance Corridor Overlay, AIA Airport Impact Overlay, and Managed Steep Slopes Overlay zoning districts. b. Revise Note 15 on Sheet 1 so that it does not reference TMP 46-19B1. It should state the primary and overlay zoning districts of revised TMP 46-19A. Revised TMP 46-19A appears to be within the EC Entrance Corridor Overlay, AIA Airport Impact Overlay, and Managed and Preserved Steep Slopes Overlay zoning districts. c. Revise Note 5 so that it states the primary and overlay zoning districts that will apply to TMP 46- 19133. Remove references to TMP 46-19134 from Note 5. Revised TMP 46-19133 appears to now contain EC Entrance Corridor Overlay, FH Flood Hazard Overlay, AIA Airport Impact Overlay, and Managed and Preserved Steep Slopes Overlay zoning districts. d. Create a new note on Sheet 1 that states the primary and overlay zoning districts that apply to revised TMP 46-19134. TMP 46-19134 appears to now contain EC Entrance Corridor Overlay, FH Flood Hazard Overlay, AIA Airport Impact Overlay, and Managed and Preserved Steep Slopes Overlay zoning districts. 21. [14-429] Please identify the land to be reserved that will accommodate the right of way for Stella Lane and Archer Avenue that will be dedicated to the County in the future. a. [14-302 (A)(14)] Identify the location (TMP numbers of applicable parcels), acreage, and current owner of the land reserved for future dedication of the proposed streets on Sheet 3 of the plat. b. Add a label pointing to the reserved land that states "Land reserved for future dedication upon demand by the County." c. [14-302 (A)(14)] Add a note to Sheet 1 stating the location, acreage, and current owner of the land reserved for future dedication of the proposed streets "The land shown and labeled on Sheet 3 is hereby reserved for future dedication to public use upon demand by the County. In accordance with ZMA201500007, the reserved land is the future location of public street right of ways."
