Deed book and page references for Phase I and II are not consistent with content. D.B. 466 PG. 304 commonly referenced in Phase I, and D.B. 4472 PG. 138 commonly referenced in Phase 11, do not SUB201700149, Creekside V, Phase I & II Page 2 of 3 reference Deeds of Easement, but Deeds of Sale. Please correct/clarify. Referenced Deed Book and Page numbers are also inconsistent between submitted Final Plats and road plans. Rev 2 — Partially addressed. Drainage easements still incorrectly referenced. (Rev. 4) Not Addressed. BK 4626 PG 578 does not appear to reference deed or plat dedicating drainage or SWM facility easements. Please provide book -page references for Ex. recorded drainage and SWM facility easements. Recommend comment review meeting, 20-Sept, 2018, to resolve /address this comment. Additional Rev 2 Comments: 1. HGL calculations should be provided for stormsewer system downstream of proposed Phase I and Phase II development to show pipe capacity is still adequate after addition of new impervious area/runoff volume to existing system. (Rev. 3) Partially addressed. As follow-up: Sheet 6 includes table titled Belvedere Phase IVA. Provide HGL data for existing (downstream) pipes showing effect of proposed development on existing storm system. If existing storm system lacks capacity to accept additional runoff, provide on -site treatment such that existing capacity of storm sewer is not compromised. Note: There is risk in providing new storm system design for downgradient development without sufficient capacity to accept future growth, upstream. If capacity of existing storm system cannot be shown to accept additional proposed runoff within acceptable limits, propose alternative. (Rev. 4) If Applicant provided comment response addressing comment, please resend. This is a critical comment; for the moment, Not addressed. Recommend comment review meeting, 20-Sept, 2018, to discuss this comment. 2. Road names are not consistent throughout submittal. Ensure road names are approvable by E911 and that they are consistently labeled. (Rev. 3) Addressed. New (Rev. 3) 3. Ensure T, Str. 126, sheets 4 and 6 match. Revise storm sewer system design, if necessary. (Rev. 4) Not addressed. 4. Revise sheet 4 Note reference to read 2016 VDOT R&B standards, not 2007. (Rev. 4) Addressed. 5. At sag transition, Int. Birmingham Drive and Birmingham Court, Sta. 11+48.98, provide VDOT Std. underdrain, since no entrance pipe. Daylight underdrain. (Rev. 4) Addressed. 6. Sheet 7: Delete reference to blasting; remove Blasting Notes. Residential neighborhood is a high risk environment (a poor candidate) for blasting, and is not approved as a construction method. (Rev. 4) Addressed. 7. Sheet 9: Clarify sight distance profile schematics; proposed and existing grades do not provide clear perspective of object, or viewer. Identify proposed grade (which street); identify sight line directions (along which streets). (Rev. 4) Partially addressed. As follow-up: provide N arrow on all plan view sheets. 8. - Provide horizontal sight lines, and easements, if required (sheet 3). (Rev. 4) Partially addressed. As follow-up: confirm sight distance easement on Lot 57 is to be shown on final subdivision plat for Creekside V, Phase II (Rev. 3, comment 8). Note: SUB201700146, Old Trail Creekside V —Phase II — Final is listed Deferred. Status of sight distance easement is unclear. �. Label all Ex. storm pipes /inlets between new development (new inlets /pipes) and existing SWM facility. Also, see comment #1 ollow-u ) above. (Rev. 4) Addressed. Plannine /Fire -Rescue /VDOT /ACSA arior comments removed: Rev. 4 comments will be forwarded when received. (Rev. 4) ACSA comments, email received 9/12/2018 10:27 AM "Collins Engineering hasn't addressed any of our comments from our April 13, 2018 Comment Letter." Engineering recommends plan review meeting 20-Sept, 2018 to discuss delay of approval, and issue outlined in ACSA email. SUB201700149, Creekside V, Phase I & II Page 3 of 3 CDD E911— Elise Kiewra — Requested Changes The following road names are will need to be changed: JACKSON LANE, Roads named JACKSON LANE at ready exists elsewhere in the County. a. NOTE: We recommend providing three (3) candidate names for each road to our office for review, in case your first choices are not acceptable. Page 2 has Jarmans Lake Rd incorrectly labeled as Jarmans Lane Road The developer should contact the Crozet Post Office to determine a location for a cluster box unit (CBU). The Crozet Post Office is no longer able to provide curbside delivery. For questions concerning this, contact Keith Smarte, the Crozet Postmaster, at 823-9847. Rev 2 Comments 1. The following road names will need to be changed: Birchwood Hill LN [exceeds 16 character limit] 2. Pages 1, 4, 5, 8, and 11 still have Jackson Ln on them, they will need to be updated to the final road name once confirmed. 3. While Jackson Ln was not allowed due to being an existing road Jackson Hill Ln would meet the requirements, or some similar name using Jackson.
