WW Associates, Inc.
County Code section 17-410 and Virginia Code §62.1-44.15:34 requires the VSMP authority to
act on any VSMP permit by issuing a project approval or denial. This project is denied. The
rationale is given in the comments below. The VSMP application content requirements can be
found in County Code section 17-401.
A. Stormwater Pollution Prevention Plan (SWPPP) — Comments 1, 2, 4, and 5 require
resubmission of the SWPPP.
The SWPPP content requirements can be found in County Code section 17-405. A SWPPP must
contain (1) a PPP, (2) an ESOP, (3) a SWMP, and (4) any TMDL measures necessary.
SWPPP Section 1— Please have the owner execute the Registration Statement Certification (Item 12)
and resubmit. Delete instructions for filling out the Registration Statement.
Revision 1 Response: The registration statement shall be signed prior to final site plan
approval. Instructions have been deleted from the registration statement.

2. SWPPP Section 2 — Please provide a copy of the DEQ coverage when obtained.

C. Stormwater Management Plan (SWMP)
VSMP Regulation 9VAC25-870-108 requires the VSMP authority to approve or disapprove a
SWMP. This plan is disapproved, and the reasons are provided in the comments below. The
stormwater management plan content requirements can be found in County Code section 17-403.
Please provide pre- and post -development hydrographs for Water Quantity Analysis Points 1, 2, and
3 and place on the plans.
Revision 1 Response: Pre- and post -developed stormwater calculations can be found in separate
documents titled "Design Calculations & Narrative" submitted separately to the County for
review. A digital copy shall be provided for your use and review.

Revision 2 Comment: As based on the information submitted to address comment 5 above and
VA DEQ Stormwater Design Specification No. 9 Version 2.0 dated January 1, 2013, Section 6.8
Bioretention Planting Plans, please address the following comments:
A. As based on the planting plan, it appears that the turf and tree planting template is
proposed and, as such, planting caliper is to be 1-inch and planting density 1 tree per
250 square feet of surface area per the above -referenced specification. At present, the
planting plan denotes two 6" caliper American Sycamores and one 3" caliper River
Birch are to be planted within 3,067 square foot bioretention surface area. Please
provide planting of the caliper and density referenced in the DEQ specification.
B. Please adjust the level 1 bioretention detail on Sheet No. C6.2 to denote a turf surface
and mulched islands for tree plantings.
D. Erosion and Sediment Control Plan (ESCP)
Virginia Code §62.1-44.15:55 requires the VESCP authority to approve or disapprove an ESCP.
This plan is approved pending approval of waiver to disturb critical slopes.
1. Please add WPO201800023 to the cover sheet of the plans and SWPPP.

2. The County's Critical Resource Plan indicates critical slopes within the limits of clearing and
grading/limits of disturbance. Please add the critical slopes within the limits of clearing and
grading/limits of disturbance to the plan and label whether managed or preserved.

and will be reviewed by the board on September 5`n.
Revision 1 Comment: Requested information added to plan. The design consultant denotes
that waiver to disturb critical slopes is to be reviewed by the board on September 5, 2018. A
land disturbing permit will not be approved until board approval is obtained.

3. Please add limits of clearing and grading/limits of disturbance to demolition Sheet Nos. C2.3 and
C2.4.

4. Sheet No. C2.3 — Please add removal/demolition X's to the brick walk to the south of the Energy
Plant Building and across the drive aisle. Also, there are removal/demolition X's in the referenced
drive aisle. Please identify what is to be demolished/removed or delete these X's from the plan.
Revision 1 Response: Demolition linework has been revised. The removal/demolition X's
within the drive aisle indicate the portion of the drive aisle that will be required to be removed
for building construction. See Sheet C4.0.

5. Sheet No. C2.3 — On the north side of building to be removed/demolished, a note indicates "see
arch/map plans for building and utility removal." Please note which impervious surfaces in this area
are being removed/demolished and label as such on this plan sheet.

surfaces that are to be removed. Existing energy building to remain.

6. Sheet No. C3.1 — Silt fence along the southeast side of the swimming pool area is proposed to be
installed perpendicular to contours in several locations. Silt fence is to be installed on contour, not
across contours. Please place silt fence on tangent parallel to contour or provide other measures to
contain E&S.
Revision 1 Response: Silt fence has been revised to be parallel with contours. See Sheets C3.1
and C3.2.

adjusted such that silt fence is within the limits of disturbance. Please adjust accordingly.

7. Sheet No. C3.1— Silt fence break is noted as a measure to be provided. This control measure is not a

9. The CWD (Clean Water Diversion) is to be released through a stabilized outlet or channel. Please

18. In accord with VE&SCH Standards and Specifications 3.13 Sediment Traps, the maximum height of
the sediment embankment shall be 5 feet as measured from the base of the store outlet (see VE&SCH
page 1I1-73 Embankment Cross -Section and page I11-74 plate 3.13-1). Sediment trap ST-1
embankment height exceeds this requirement by approximately 5 feet. Please provide an erosion and
sediment control measure that meets the VE&SCH requirements for this drainage area.

The VSMP permit application and all plans may be resubmitted for approval when all comments have
been satisfactorily addressed. For re -submittals please provide 2 copies of the complete permit package
with a completed application form.

Process:
After approval, plans will need to be bonded. The bonding process is begun by submitting a bond
estimate request form and fee to the Department of Community Development. One of the plan reviewers
will prepare estimates and check parcel and easement information based on the approved plans. The
County's Management Analyst will prepare bond agreement forms, which will need to be completed by
the owner and submitted along with cash, certificates or sureties for the amounts specified. The
agreements will need to be approved and signed by the County Attorney and County Engineer. This may
take 2-4 weeks to obtain all the correct signatures and forms.
Stormwater Management Facilities Maintenance agreements will also need to be completed and recorded.
The County's Management Analyst or other staff will prepare the forms and check for ownership and
signature information. The completed forms will need to be submitted along with court recording fees.
After bonding and agreements are complete, county staff will need to enter project information in a DEQ
database for state application processing. DEQ will review the application information based on local
VSMP authority approval. At this time, the DEQ portion of the application fees will need to be paid
directly to the state. For fastest processing, this is done electronically with the emails provided on the
application. DEQ should notify applicants with instructions on how to pay fees. When DEQ approves the
application, they will issue a permit coverage letter. This should be copied to the county.
After DEQ coverage is issued, via the coverage letter, the County can hold a pre -construction conference.
Applicants will need to complete the request for a pre -construction conference form, and pay the
remainder of the application fee. The form identifies the contractor and responsible land disturber, and the
fee remaining to be paid. This will be checked by county staff, and upon approval, a pre -construction
conference will be scheduled with the County inspector. At the pre -construction conference, should
everything proceed satisfactorily, a joint VSMP and grading permit will be issued by the County so that
work may begin.
