Perez, Senior Planner Division: Planning Date: September 19, 2018 Subject: SDP201800063 Hydraulic Road, LLC - Minor Amendment The County of Albemarle Planning Division will recommend approval of the plan referenced above once the following comments have been satisfactorily addressed (The following comments are those that have been identified at this time. Additional comments or conditions may be added or eliminated based on further review.): [Each comment is preceded by the applicable reference, which is to the Subdivision/Zoning Ordinances unless otherwise specified.] 1. [Comment] As mentioned in the pre application meetings the site plan shall provide the following notes: "a) All waste water into the septic system will be domestic wastes. " If this is not the case, a special use permit is necessary. Also please provide the following notes: "b) The retail sales area will not exceed 25% of the gross floor area of the main use. c) This use will not involve outdoor storage and display. " 2. [4.20] Setbacks. Revise the setbacks as follows: Building Setbacks Front Minimum — 10' Front Maximum — None Side Minimum — 50' from the RA district boundary Parking Setbacks Front Minimum — 10' Side Minimum — 30' from the RA district boundary 3. [4.16] Parking. On the plans label which parking spaces are for customers. 4. [32.7.9] Landscaping. Provide a complete landscape plan. Depict where the next plantings will be (at a minimum cover all replacement plantings for the plantings being removed and all ARB plantings). 5. [Comment] On the cover sheet provide the following "SDP2018-63 Minor Amendment". 6. [Comment] On the cover sheet the plan references "Water Service: Existing Well"; however, the proposal is to connect to public water. Thus this note shall be revised to state "Water Service: Public Water. " 7. [Comment] Sheet 1 lists TMP parcel as 61 W-5A-1 in the depiction; however, it truly is TMP 61-5A-1. Revise. 8. [Comment] VDH approval is required prior to County approval of the site plan amendment. Comments pending to be forwarded once received. Engineering — John Anderson CV comments: 1. "DB-PG reference for Ex. Private Access Easement, BK 4834, PG 123, does not appear to match Circuit Court Land records (Property Power of Attorney; a different parcel). Please confirm DB-PG reference for Ex. Pvt. Access Easement is accurate. 2. Proposed addition of a 1-story addition to existing structure on TMP 06100-00-00-005A1 with land disturbance of 4,049 SF, is not subject to the VESCP (17-300), or the VSMP (17-302). Note: a WPO Plan and Application are not required. A SWPPP is not required. 3. C-001 lists TMP parcel as 61W-5A-1, which does not appear to match County GIS real estate records. Please confirm, and revise plan as necessary to reflect correct TMP information. 4. Note: Proposed permeable pavers are optional. County design review is not required. 5. Note: Any change to existing entrance on Hydraulic Road should be coordinated with VDOT through the current MIA review for Albemarle Countertop Company. VDOT will likely require a land use permit, and may require temporary lane closure, and work area protective measures." ACSA — Richard Nelson 1. Include ACSA specification details for fire hydrant assembly and water meter. 2. Provide fixture counts to determine water meter size. 3. The fire hydrant will be moved back —6-feet, a 16'x20' easement will be required. Building Inspection — Mike Dellinger 1. Retaining walls greater than 3 feet in height require a separate building permit. Walls exceeding 4 feet in height require a stamped engineered design also. 2. Parking spaces and access isles shall not have a surface slope greater than 1:48. Access isles shall be at the same level as the parking space they serve. Fire and Rescue — Shawn Maddox 1. If the building will become sprinklered a fire department connection shall be shown on the plans and located within 100' of a hydrant arranged in a manner that will not obstruct traffic flow. 2. A knox box will be required. Please place a note on the plans indicating this requirement and that the location can be coordinated with the fire marshal's office. Those conditions were outlined in a June 22, 2018 letter to the applicant and are copied below. Note also that the site plan amendment must include a landscape plan consistent with ARB review/approval. Submit material/color samples for review. • See 13 and 14 below. This comment has been partially resolved. 2. Provide a treatment for the northern (right) elevation of the front (eastern) building bay to maintain a connection to the renovated front elevation. Consider adding landscape or screening on the property for the existing mechanical and electrical equipment. • The plan on sheet 20 notes soapstone on the north elevation. Provide an elevation of the north side of the building, note the proposed material on the drawing, and clearly show the extent of the soapstone application. Note the building materials on Sheet 21. Identify on the plans the existing vegetation at the east corner of the building/site. • The tree was added to sheet 16. The species and size were not noted, but are needed on the plan. If the species cannot be identified, note that it is a deciduous tree and note the size. Provide a landscape plan that is legible. The landscaping on Sheet 16 is too small to distinguish individual plants, and it is difficult to distinguish one plant symbol from another. 4. Indicate on the elevation drawings the type of window glass proposed. Provide specs. Include the standard window glass note on the elevation drawings and show that the criteria are being met. Window glass in the Entrance Corridors should meet the following criteria: Visible light transmittance (VET) shall not drop below 4001o. Visible light reflectance (VLR) shall not exceed 30%. • Several types of glass are included in the glass table on sheet 21. Identify the glass that is proposed. Provide the information at a legible size. 5. Add the standard mechanical equipment note to the site and architectural drawings. Visibility of all mechanical equipment from the Entrance Corridor shall be eliminated. • The note was not added to the drawings. Add the standard mechanical equipment note (see italicized text above) to both the site and architectural drawings. 6. Indicate if any ground- or building -mounted equipment beyond that shown on sheet 7 is proposed. • Equipment is shown on the north side of the building, screened by three arborvitae. This comment has been resolved. 7. Revise the site and architectural drawings to show all proposed ground- and building -mounted lighting. Provide a complete lighting plan for review. • You've indicated that the only new lighting is for the sign. Note that information on the sign lighting must be included with the sign application. This item has been satisfied relative to the site and architectural submittal. 8. Provide a complete landscape schedule with the next submittal indicating a more diverse selection of plant material. • The plant selection has been diversified. A plant schedule has been provided but it is missing standard information. Revise the plant schedule to identify proposed planting size. Thank you for the information on bloom time, bloom color, etc., but for Entrance Corridor purposes the schedule only needs to contain the plant label, plant type, quantity, botanical name, common name, and caliper or planting height (whichever applies). Please adjust the schedule accordingly. 9. Provide tree spacing appropriate for the species. • Tree spacing has been identified. This comment has been satisfied. 10. Add the standard plant health note to the plans. All site plantings of trees and shrubs shall be allowed to reach, and be maintained at, mature height; the topping of trees is prohibited. Shrubs and trees shall be pruned minimally and only to support the overall health of the plant. • The note does not appear on the drawings. Add the standard plant health note (see italics above) to the landscape plan. You noted an electric easement along the front of the property. Please show the electric line, the gas line, and the associated easements on the existing conditions and landscape plans. 11. Clearly indicate on the site plan the existing landscaping that is proposed to be removed. • You've indicated that the landscaping is shown on Sheet 6, but at 81/2" x 11", the drawing is not legible. Please provide Sheet 6 at a larger size and at a standard scale. 12. Note that if any sign will be located in an easement, a letter of approval from the easement holder will be required. • The sign location is approved with the sign permit, which is a separate application. You've acknowledged that the proposed sign location is in a gas easement. Provide the letter of approval from the easement holder with the sign permit application. This item is satisfied relative to the site and architectural submittal. 13. Provide larger samples of the proposed materials on site for final review and selection by the ARB. • Some samples were provided at the ARB meeting; some were provided on site on 10/13/2017 and were approved by the ARB on 10/16/2017. This comment has been satisfied. 14. Provide larger samples of the window framing material for staff review. • This sample was not provided. A VDOT Land Use Permit will be required prior to any work within the right-of-way.
