In order to determine whether a full Traffic Impact Analysis (TIA) is needed in support of the rezoning process, Albemarle County staff requested additional details about the programming and potential traffic generation related to the programming. As shown, the facility will include turf fields, hard courts, a baseball/softball training area, a sports performance training area, classrooms, space for lease for uses such as sports medicine and physical therapy, an indoor playground, event space, and lounge areas. This memo summarizes the Crozet Sports Facility programming and potential traffic generation including the occurrences, frequency, and associated daily and peak hour trips. Unfortunately, none of the ITE Trip Generation Manual land use codes correlate well to the expected uses of the facility. A number of the land use codes seem as though they could fit the Crozet Sports Facility use and were examined and determined to either not have enough studies, not have studied facilities of a similar size, or not include similar uses as those proposed at the Crozet Sports Facility. A list of these uses and an explanation for why they were not used to determine the facility's trip generation is below and the ITE Land Use Code Descriptions are attached to the memo. Multi -Purpose Recreational Facility LU Code 435 — few studies, average size less than 25,000 sf, dissimilar uses including mini -golf, arcades, go-carts, bumper boats, driving range, and batting cages. • Soccer Complex LU Code 488 — few studies, average number of fields greater than ten. Health/Fitness Club LU Code 492 — few studies, dissimilar uses focused solely on fitness with some tennis and racquetball courts. • Athletic Club LU Code 493 — few studies, some dissimilar uses including racquetball, tennis, swimming pools, handball, squash, volleyball, and basketball. • Recreational Community Center LU Code 495 — few studies. For those uses within the facility that do correlate to the ITE Trip Generation Manual rates and/or equations, the ITE information was used. For those that do not, a rational method was developed and the assumptions for each program are outlined below. Currently block 19 is zoned for 90 residential units. A comparison of the trip generation for the currently approved land use and the Crozet Sports Facility is included within this memo. Albemarle County staff also requested an update on the current residential unit and commercial square footage count and a comparison of this to the approved rezoning. This information will be provided separately by others. UNIT 1 01, CHARLOTTESVILLE, VA 22902 Programs & Services Offered Below is a summary of the programs and services to be offered at the Crozet Sports Facility including the expected occurrences and frequency of the activities. A complete list of the facility's features and programming is attached. The methodology used to determine the number of daily and peak hour trips for both typical weekdays and weekends is explained. Sports Facility Memberships An initial membership of 400 is expected, increasing to 1,400 by the end of year five. The membership package includes general use of the available spaces within the facility (functional fitness/sports performance areas, open turf and hard courts spaces, batting cages, indoor playground) and add -on services such as tutoring, kids programs, use of the playground, etc. Frequency: Variable per member, range from 1-2 visits per week to 3-5 visits per week Occurrence: Weekdays and weekends Trip Generation Assumptions: ITE Land Use Code 495 Recreational Community Center was used to calculate the expected trips due to membership only. While the ITE rates are based on few studies, this land use is the most appropriate for the membership programming of the facility. Membership, rather than square footage, was used as the independent variable. As noted above, there are few studies for this land use, however, the trip estimates based on the use appear reasonable in the absence of any other data. Athletic Rentals —.Turf Fields, Hard Courts, Cages, Multi -purpose Rooms, These spaces will be available for rental by outside groups such as local sports organizations. It is expected that five or fewer athletes per hour will participate with a coach with a maximum of 50 participants per day for each type of use (turf field, hard court, cages, etc.). It is anticipated that the earliest rental will begin between 5:30 and 6:00 pm and end by 10 pm. Weekend rentals may occur, but only when the facilities are not in use for tournaments. Frequency: 340 hours/month or 85 hours/week, 50 athletes/day Occurrence: Weekday evenings Trip Generation Assumptions: No morning or weekend peak period occurrences. Three locations would be in use at once during the afternoon peak period, therefore fifteen athletes and three coaches would enter and exit the facility during the evening peak hour. Daily trips are based on 50 athletes per day and ten coaches per day (one coach for each group of five athletes) entering and exiting the facility. The weekend daily trips are based on use of each of the four spaces by one group of five athletes and a coach. Weekend peak hour trips are not estimated as this use will not occur simultaneously with tournaments which will create the weekend peak. 5 EPR, P.C. UNIT 1 O1, CHARLOTTESVILLE, VA 22902 Space for Lease -- Sports Medicine Physical Therapy,Massage Therapy Complementing the athletic uses within the facility, space is provided for lease by professionals in fields such as sports medicine, physical therapy, and massage therapy_ Frequency: As scheduled by the professionals Occurrence: Weekdays during the day Trip Generation Assumptions: ITE Land Use Code 712 Small Office was used to calculate the number of trips generated by the 2,250 square foot space. This land use code was chosen over 720 Medical - Dental Office because the square footage of the office spaces for the Small Office use are similar (5,000 square feet or less) to the space proposed. The average size of the spaces studied to develop the rates and equations for Land Use Code 720 is 24,000 square feet, much larger than proposed. Party & Event Rentals Community Events and Community Health Education Programs Various spaces within the facility will be available for party and event rentals. These events will primarily be birthday parties conducted in the Indoor Playground and Party Rental spaces on the weekends with occasional everting activities on Fridays with a maximum of 30 attendees. Frequency: 50 per/month or 13/week, 6/Saturday, 6/Sunday Occurrence: Weekends and some Friday evenings Trip Generation Assumptions: Only weekend trips were estimated as Friday is not a typical weekday. Assuming 30 guests in attendance and that 1/3 of guests carpool 20 peak hour trips are expected to enter and exit the facility. These trips were multiplied by six parties per day to determine the weekend daily trips. Youth Activity Programs — After Schoo!, Teen Pre-school and Academic Tutoring After -school and teen programs will be offered for ten months during the year and pre-school will be offered the entire year. The after -school program is expected to accommodate 50 students, the teen program 30 students, and the pre-school 20 students. Students attending the after -school and teen programs will be bused or walk to the facility from their respective schools. It is expected that the after school and teen students will be picked up at 6:00 with a late pick-up option of 6:30. Frequency: Daily during the week Occurrence: Weekdays after school Trip Generation Assumptions: The trip generation for the after -school, teen, and pre-school programs are each addressed independently. The after -school and teen programs will function in a similar way. Students will arrive directly from school on foot, bike, or via bus. For trip generation purposes 75% of parents will pick students up by 6, within the afternoon peak period. it is assumed that three teachers will administer the after -school program and two teachers will administer the teen program. The trips generated by the teachers are included in the daily trips only. UNIT 101, CHARLOTTESVILLE, VA 22902 S orts Conditioning & Instruction These sessions may be provided on an individual or small group basis (five athletes) and will use a variety of the spaces within the facility. Frequency: 100 hours/month, 25 hours/week Occurrence: Weekday afternoons and weekends Trip Generation Assumptions: This program is an add -on to membership and therefore, may not generate separate trips from membership. As a conservative estimate, these trips have been assumed to be independent of membership trips. The weekday and weekend peak hour trips are based on five athletes and one coach. The weekday daily trips are based on three sessions per day and the weekend are based on six sessions per day. Sports Tournaments It is anticipated that one tournament will occur per weekend approximately half of the weekends of the year. Half of these tournaments will be one day only. The games are expected to run 45-50 minutes regardless of the sport from 9am to 8pm on Saturdays and 9 am to 4pm on Sundays. Frequency: 27 weekends per year Occurrence: Weekends only Trip Generation Assumptions: No weekday occurrences. Basketball tournaments at which two games occur at once are the highest attendance and traffic generators. Each team has 10 players (for a total of 40 players concurrently) and five referees/organizers will be present. Games occur hourly from 9am to 8pm (11 game times) and 50% of participants carpool. The daily trips are calculated assuming that players do not leave the facility after every game, but rather, after every other game. Sports Instructional Camps & Clinics Instructional camps and clinics will be offered on the weekends only during the school year. The clinics will last between 90 and 120 minutes and will not be held on weekends when tournaments are hosted at the facility. Frequency: 75 students/month, 19 students/week attending one clinic per week Occurrence: Weekends during the school year Trip Generation Assumptions: No occurrences on weekdays. One clinic per weekend with 20 athletes and one coach will be held for a duration of 90 to 120 minutes. Given that the duration of the clinic is greater than one hour only a portion of the trips will occur during the peak hour. It should be noted that the trips estimated for this program are a conservative estimate and assume that all trips arrive and depart during the peak hour. 7 1 EPR, P.C. UNIT 101, CHARLOTTESVILLE, VA 22902 $torts Leagues Adult sports leagues will be offered for both men's and women's basketball (year-round), volleyball (winter and spring), and soccer (winter and spring). These leagues will compete later in the evening, beginning at 7 or 8 pm after completion of the youth sports activities. Frequency: Daily Occurrence: Weekday evenings 7 pm or later Trip Generation Assumptions: No weekday peak period, weekend daily, or weekend peak period occurrences. During both the winter and spring season both soccer and either basketball or volleyball league play could happen concurrently. Assuming 14 players and two referees per basketball game and 24 players and two referees per soccer game a total of 42 athletes are expected to arrive and depart the facility on a weekday, resulting in 84 daily trips. Kids Day Camps A ten -week summer kids camp program and five-day camps during the school winter and spring breaks will be offered. These camps will be open to approximately 50 students in the summer and 25 students during the school breaks. Frequency: Annually Occurrence: Summer, Winter, and Spring Breaks Trip Generation Assumptions: Traffic associated with the day camps is not included in this analysis as it does not coincide with typical weekday traffic and camps will not occur on the weekends. Advertising and Partnership with ACPS for Academic Programming These services are not expected to generate trips independent from the programming above_ Advertising will be a source of revenue for the facility and partnership with the Albemarle County Public Schools through other programs is part of the Crozet Sports Facility mission and vision. As noted in the table there are many time periods where the programming detailed above will not occur and, therefore, will not generate any trips. These instances are noted with 'NA' in the table. Based on these assumptions, the Crozet Sports Facility is expected to generate 820 weekday daily trips, 46 morning peak hour trips, and 228 afternoon peak hour trips. Weekend trip generation is shown for weekends when the facility hosts tournaments and for weekends when it does not. Weekends when the facility hosts tournaments are expected to generate a higher number of daily trips compared to weekends when no tournaments occur at the facility. However, the weekend peak hour trips are expected to be similar whether a tournament is hosted or not. Based on these assumptions, the Crozet Sports Facility is expected to generate 688 weekend daily trips when hosting a tournament and 457 weekend daily trips when no tournaments are hosted. The weekend peak hour trips expected are 102 and 104 for tournament and non -tournament weekends, respectively. Comparison of Currently Approved Land Use and Proposed Crozet Sports Facility Block 19 of the Old Trail Village is currently approved for a maximum of 90 residential units. Table 2 shows the number of trips 90 single family residential units are expected to generate based on the ITE Trip Generation Manual for land use code 210, single family residential. As shown in Table 2, as currently zoned, block 19 is expected to generate 944 weekday daily trips, 69 morning peak hour trips, 92 afternoon peak hour trips, 889 weekend daily trips, and 94 weekend peak hour trips. Comparing the trip generation for the Crozet Spots Facility to the current residential zoning for block 19, the Crozet Sports Facility is expected to have a similar traffic impact on a daily and peak hour basis. The daily trips generated by the Crozet Sports Facility are less than those expected by the 90 residential units for weekdays, tournament weekends, and non -tournament weekends. Only the afternoon peak hour trips vary notably between the Crozet Sports Facility and the residential use with each generating 92 and 228 afternoon peak hour trips, respectively. The weekend peak hour trips are very similar, varying by only ten trips. It should be noted that of the programs expected to generate weekday afternoon peak hour trips (athletic rentals, after school program, teen program and tutoring, and pre-school), the peak period for these programs will occur late in the afternoon peak period, likely after 5:30 pm, consistent with the commuter peak. A recent study of the intersection of Route 250 with Old Trail Drive found that the afternoon peak traffic period occurs from 4:05pm-4:20pm, coinciding with the Western Albemarle High School and Henley Middle School dismissals. While some trips will occur during this period, the programs noted above generate 178 of the 228 afternoon peak hour trips and should not coincide with the afternoon school peak period. 9 E 1( FPR, P.C. Golf course (Land Use 430), miniature golf course (Land Use 431), golf driving range (Land Use 432), batting cages (Land Use 433), rock climbing gym (Land Use 434), and trampoline park (Land Use 436) are related uses. Additional Data The sites were surveyed in the 1990s and the 2000s in Oregon. Specialized Land Use Data A survey conducted in Pennsylvania in 1998 was submitted for an indoor race track facility containing a go-cart racing track, arcade, laser tag, restaurant, and party function rooms. The trip generation rates for this facility differ considerably from those contained in this land use. The site gross floor area was 118,000 square feet. It may consist of multiple fields. The size of each field within the land use may vary to accommodate games for different age groups. Ancillary amenities may include stadium seating, a fitness trail, an activities shelter, aquatic center, picnic grounds, basketball and tennis courts, and a playground. Public park (Land Use 411 ) is a related use. Additional Data Caution should be used when applying these data. Peaking at soccer complexes typically occurred in time periods shorter than one hour. These peaking periods may have durations of 10 to 15 minutes. To assist in the future analysis of this land use, it is important to collect driveway counts in 10-minute intervals. Time -of --day distribution data for this land use are presented in Appendix A. For the one site with data, the peak hours for site trips on a weekday, Saturday, and Sunday were between 4:30 and 5:30 p.m., 11:45 a.m. and 12:45 p.m., and 10:15 and 11:15 a.m., respectively. For the one general urban/suburban site with data, the overall highest vehicle volumes during the AM and PM on a weekday were counted between 7:30 and 8:30 a.m. and 5:00 and 6:00 p.m., respectively.
