A joint meeting of the Board of Supervisors of Albemarle County,
Virginia, and the Albemarle County School Board was held on February 3, 1993,
at 8:00 A.M., Meeting Room 5, County Office Building, Charlottesville,
Virginia, said meeting being adjourned from January 13, 1993.
PRESENT: Mr. Edward H. Bain, Jr., Mro David Po Bowerman, Mrs°
Charlotte Y. Humphris, Messrs. Charles S. Martin, Forrest Ro Marshall, Jro~
and Walter F° Perkins (arrived at 8:50 P.M.)°
ABSENT: None.
SCHOOL BOARD MEMBERS PRESENT: Mr. Clifford W. Haury, Mr. George C.
Landrith, III, Mrs. Patricia L. Moore and Mrs. Karen L. Powell.
ABSENT: Mr. William W. Finley, Mr° Michael Jo Marshall and Mrs° Sharon
Wood.
OFFICERS PRESENT: County Executive, Robert W. Tucker, Jr.; and Superin-
tendent of Schools, Robert W. Paskel.
Agenda Item No. 1. Call to Order. The meeting was called to order at
8:05 by the Chairman of the Board of Supervisors, Mr. Bowerman and the
Chairperson of the School Board, Mrs. Moore.
Agenda Item No. 2. Executive Session: Personnel
Mo%ion was offered by Mr. Bain, seconded by Mro F. Marshall~ to adjourn
the Board of Supervisors into Executive Session under Va. Code Section 2.1-
344.A.1 for the purpose of discussing personnel matters. Roll was called and
the motion carried by the following recorded vote:
AYES: Mr. Bowerman, Mrs. Humphris, MesSrs. Marshall, Martin and Bain.
NAYS: None.
ABSENT: Mr. Perkins.
Motion was offered by Mrs. Powell, seconded by Mr. Landrith, to adjourn
the School Board into Executive Session under Va. Code Section 2°1-344.A.1 for
the purpose of discussing personnel matters. Roll was called and the motion
carried by the following recorded vote:
AYES: Mr. Haury, Mr. Landrith~ Mrs. Moore and Mrs. Powello
NAYS: None.
ABSENT: Mr. Finley, Mr. Marshall and Mrs. Wood°
Agenda Item No. 3. Certify Executive Session.
At 8:51 the Board of Supervisors reconvened into open sesion and adopted
the following certification of executive session:
CERTIFICATION OF EXECUTIVE MEETING
WHEREAS,'the Albemarle County Board of Supervisors has
convened an executive meeting on this date pursuant to an affirma-
tive recorded vote and in accordance with the provisions of The
Virginia Freedom of Information Act~ and
WHEREAS, Section 2.1-344.1 and 2.1-344.A.7 of the Code of
Virginia requires a certification by the Albemarle County Board of
Supervisors that such executive meeting was conducted in conformi-
ty with Virginia law;
NOW, THEREFORE, BE IT RESOLVED that the Albemarle County
Board of Supervisors hereby certifies that, to the best of each
member's knowledge, (i) only public business matters lawfully
exempted from open meeting requirements by Virginia law were
discussed in the executive meeting to which this certification
resolution applies, and (ii) only such public business matters as
were identified in the motion convening the executive meeting were
heard, discussed or considered by the Albemarle County Board of
Supervisors.
VOTE:
AYES: Mr. Bowerman, Mrs. Humphris, Messrs. Marshall, Martin and Bain.
NAYS: None.
ABSTAIN: Mr. Perkins.
ABSENT DURING VOTE: None.
ABSENT DURING MEETING: Mr. Perkins.
Motion was then offered by Mr. Landrith, seconded by Mr. Haury, to adopt
the certification of executive session for the School Board.

Mr. Bain asked if the School Board was on schedule for its hearings on
the School budget. Mrs. Moore responded that the School Board held its first
imeeting on the budget last night. Dr. Paskel commented that meetings are
scheduled for February 10 and February 15, with the public hearing scheduled
for February 17, 1993.
Agenda Item No. 4. Adjourn. With no further business to come before
the two Boards the meeting was adjourned at 8:55 A.M.
