2008-06-18June 18, 2008 (Afternoon-Adjourned Meeting) (Page 1) An adjourned meeting of the Board of Supervisors of Albemarle County, Virginia, was held on June 18, 2008, at 12:00 Noon, in Room 241 of the County Office Building on McIntire Road, Charlottesville, Virginia. This meeting was adjourned from June 11, 2008. PRESENT: Mr. Ken C. Boyd, Mr. Lindsay G. Dorrier, Jr., Ms. Ann Mallek, Mr. Dennis S. Rooker and Mr. David Slutzky (arrived at 12:25 p.m.). ABSENT: Ms. Sally H. Thomas. OFFICERS PRESENT: County Executive, Robert W . Tucker, Jr., Assistant County Executive, Thomas Foley, County Attorney, Larry W . Davis, Clerk, Ella W . Jordan and Senior Deputy Clerk, Meagan Hoy. SCHOOL BOARD MEMBERS PRESENT: Mr. Steve Koleszar, Ms. Diantha McKeel, Mr. Jon Stokes and Mr. Brian W heeler. SCHOOL BOARD MEMBER ABSENT: Ms. Pamela Moynihan, Ms. Barbara Massie Mouly and Mr. Ronnie Price, Sr. STAFF PRESENT: Superintendent, Pam Moran, Director of Fiscal Services, Jackson Zimmerman, Senior Assistant County Attorney, Annie Kim, and Deputy Clerk, Pauline Meehan. Agenda Item No. 1. The Supervisors’ meeting was called to order at 12:09 p.m., by its Chairman, Mr. Boyd. The School Board’s meeting was also called to order by its Chairman, Mr. W heeler. _______________ Mr. Rooker said Board members had received a proposed resolution urging the General Assembly to enact a transportation funding package that includes annual revenues that address the Commonwealth’s transportation infrastructure needs. Board members expressed no opposition to supporting the resolution. Motion was then offered by Mr. Rooker, seconded by Ms. Mallek, to adopt the proposed resolution. Roll was called, and the motion carried by the following recorded vote: AYES: Mr. Boyd, Mr. Dorrier, Ms. Mallek and Mr. Rooker. ABSENT: Ms. Thomas and Mr. Slutzky. RESOLUTION Whereas, an efficient transportation network is crucial to sustainable economic growth in the Commonwealth, a cleaner environment and enhanced public safety and quality of life; and Whereas, the Commonwealth faces a documented transportation funding shortfall including a recurring and inflating road maintenance funding shortfall resulting in the Commonwealth Transportation Board eliminating and reducing programmed project spending totaling $1.1 billion in the new six-year transportation program; and Whereas, the eliminated and stalled project monies include primary, urban, and secondary construction funding reductions to regions and localities of up to 44 percent for Fiscal Year 2009; and Whereas, the Virginia General Assembly will convene on June 23, 2008 for a special session to address transportation; and Whereas, legislation, including HB 6001 and HB 6003, has been introduced to amend the Code of Virginia relating to the allocation of primary, urban, and secondary system highway construction funds; and Whereas, the aforementioned legislation will significantly reduce the secondary road construction allocation for the County of Albemarle, resulting in the continued delay of critical transportation improvements and projects; and Whereas, the aforementioned legislation does not address the greater need for the Virginia General Assembly to enact a transportation funding package to include dedicated, additional, significant and recurring annual revenues to address the Commonwealth’s documented transportation infrastructure needs; Now, Therefore, Be It Resolved that the County of Albemarle, Virginia, hereby calls on the Governor of Virginia and the Virginia General Assembly to oppose legislation during the forthcoming transportation special session that amends the Code of Virginia relating to amending the allocation of funds for primary, urban, and secondary system highway construction; and Be It Further Resolved, that the Governor of Virginia and the Virginia General Assembly are urged to enact a transportation funding package to include dedicated, additional, significant and recurring annual revenues to address the Commonwealth’s documented transportation infrastructure needs. __________ June 18, 2008 (Afternoon-Adjourned Meeting) (Page 2) Mr. Boyd announced that there will be a Forest Lakes Town Meeting on July 1, 2008, 7:00 p.m., at Hollymead Elementary School. He and Mr. Tucker, along with VDoT representatives will be participating in the meeting. VDoT is in the process of undertaking a study to see what safety improvements can be done at the intersection. Mr. Boyd commented that there are no available funds for any major improvements, but VDoT is looking at removing some of the hills to improve sight distance. __________ As part of its quarterly luncheon meetings, the Board of Supervisors and the School Board met and held one-on-one conversations during part of the meeting, then, as a group, held general discussions on the following topics: Compensation, with an update on the School Board’s recent work session and review of some issues that are anticipated in the Fall; FY 2009 budget process, with feedback on the process, any improvements that could be made, the calendar for the FY 2010 budget process; local government’s budget process committee; Update on Access Albemarle; 60:40 split of new revenues, school capacity formulas, and bus pickup in new rural developments. __________ W ith no further business to come before the Boards the meeting was adjourned at 1:34 p.m. ________________________________________ Chairman Approved by the Board of County Supervisors Date: 04/01/2009 Initials: EWJ
