An adjourned meeting of the Board of Supervisors of Albemarle County, Virginia, was held on
August 17, 2010, at 1:00 p.m., in City Space, 100 5th Street NE, Charlottesville, Virginia 22902. The
meeting was adjourned from August 11, 2010. The purpose of the meeting was a joint strategic planning
session of the Board and School Board.
PRESENT: Mr. Kenneth C. Boyd, Mr. Lindsay G. Dorrier, Jr., Ms. Ann Mallek, Mr. Dennis S.
Rooker, Mr. Duane E. Snow and Mr. Rodney S. Thomas.
ABSENT: None.
OFFICERS PRESENT: County Executive, Robert W. Tucker, Jr., Assistant County Executive,
Mr. Thomas C. Foley, Assistant County Executive, Mr. Bryan Elliott, County Attorney, Larry W. Davis, and
Senior Deputy Clerk, Meagan Hoy.

SCHOOL BOARD MEMBERS PRESENT: Mr. Stephen Koleszar, Ms. Diantha McKeel, Ms.
Pamela Moynihan, Ms. Barbara Massie Mouly, Mr. Ronnie Price, Sr., and Mr. Eric Strucko.
SCHOOL BOARD MEMBER ABSENT: None.
SCHOOL BOARD STAFF PRESENT: Superintendent, Dr. Pam Moran, Superintendent, Assistant
Superintendent for Planning and Operations, Dr. Bruce Benson, Assistant Superintendent for Student
Learning, Mr. Billy Haun, Chief Information Officer, Dr. Luvelle Brown, Senior Assistant County Attorney,
Ms. Annie Kim, and School Board Clerk, Ms. Jennifer Johnston.

Desired Outcomes:
1) The Board of Supervisors and School Board will discuss ways to improve communication,
understanding, and cooperation during the County’s future 5 Year and Annual budget processes.
2) The Board of Supervisors and School Board members will discuss the County’s school-related
budget formula, Resource Management Review recommendations for both Schools and Local
Government, and other jurisdiction’s Schools/Local government budgeting decision-making
practices/procedures.
3) The Board of Supervisors and the School Board will identify beneficial changes moving forward in
regards to information sharing, mutual understanding, and budgeting processes/practices.

Call to Order. At 1:11 p.m., Ms. Mallek called the Albemarle County Board of Supervisors to
order. Mr. Price called the Albemarle County School Board to order.
Dr. William (Bill) C. Bosher, Jr., Distinguished Professor of Public Policy, Wilder School of
Government and Public Affairs, Virginia Commonwealth University, was introduced as the facilitator of the
meeting. Dr. Bosher then led the Boards through discussions of items identified on the agenda.
There was agreement of both Boards to hold a joint meeting in October to review facts about the
School Division’s budget and potential future needs.

Adjournment. At 4:32 p.m., Ms. Mallek adjourned the Board of Supervisors. Mr. Price adjourned
the School Board.
