An adjourned meeting of the Board of Supervisors of Albemarle County, Virginia, was held on
November 1, 2011, at 5:30 p.m., Classroom 120 at Darden, UVA’s Graduate School of Business, 100
Darden Boulevard, Charlottesville, Virginia. This meeting was adjourned from October 12, 2011.

The purpose of this meeting is to continue the previous discussions between elected officials,
County staff and invited business leaders regarding local workforce and workplace issues and needs, and
to identify opportunities to strengthen County/business partnerships that will support the County’s overall
economic vitality, and to continue ongoing discussion and to determine proactive initiatives that support
partnership opportunities to further the goals of the economic vitality plan, the school division’s strategic
goals, and the needs of the business community.
Several initiatives were developed from the previous discussions and would be shared with the
group at this time.
The Thomas Jefferson Partnership for Economic Development (TJPED), in cooperation with
Albemarle County Government and County Public Schools, will discuss one of the initiatives, an
entrepreneurial program for high school students. This initiative provides students with entrepreneurial
planning skills and hands-on experience. They also plan to provide information on several other programs
that are planned or underway and that resulted from the two earlier discussions on how business and
education communities can partner for economic progress.

The meeting was called to order at 6:05 p.m., by the Chair of the Board, Ms. Mallek and the
Chairman of the School Board, Mr. Koleszar.
Following is a summary of the comments made by the participants:
Agenda Discussion Items:
1. TJPED plans a pilot program in Albemarle County Public Schools for hands-on entrepreneurial
experience for high school students in which students develop, create, and execute a business
proposal/project/design. Students will be assigned to teams, and volunteers from the local
business community will support a team as mentor/leader/coach. Program culminates in a
competition judged by local business representatives. TJPED’s intent is to initiate the program in
Albemarle County Public Schools by the 2012-2013 school year.

2. Local component of Virginia Biotechnology Association (Va Bio) initiated focus on education and
encouraging students to experience and consider career fields in biotechnology. Va Bio maintains
and supports local high school “clubs” at Albemarle High School, Western Albemarle High School,
Charlottesville High School, and St. Anne’s Belfield. Va Bio encourages mentor relationships
between UVa students and high school students. High school students are provided the
opportunity to “shadow” a graduate student.
Group discussion included the importance of confidentiality when inviting high school students into
Virginia’s biotechnology businesses. The group drew attention to the necessity for more interest
in skill sets, rather than students working on the hypothetical. Attendees suggested high school
students focus on creating a product.

3. Dr. Cathy Worley (Principal, Monticello High School (MoHS)) and Katina Dudley (lead Science
teacher at MoHS) presented potential plans for a health and sciences academy to be developed
at MoHS. The program will be available to all ACPS students, similar to Albemarle High School’s
MESA academy. Dr. Worley explained the administration at MoHS realized a need for career
development in the health sciences field. The proposed Academy will provide an ideal venue for
partnership between schools and businesses.

4. Melissa Anderson (ACPS Systems Coordinator) provided a qualitative and quantitative review of
the programs ACPS currently supports, as well as future projects. Ms. Anderson suggested
ACPS and Albemarle County government continue to communicate clearly and to systematically
review current and potential programs.
General Discussion:
Emphasis on importance of a “business friendly” community as entrepreneurs consider
locating in Albemarle County.
Suggestion to share school division’s strategic plan with the business community, as well
as the County’s “Economic Vitality Action Plan” in an effort to connect the two programs
and their initiatives.
Avoid duplication of efforts/programs.
Suggestion to consider programs as acquisition of new talent, as Albemarle County
attracts new businesses and residents – they consider the quality of the public education
system as a paramount consideration to recruitment of employees.
Send the message that the bar has been raised for employee education background and
experience.

Discussion of the significance that foreign students are competing with graduate students
from the United States; which reinforces the importance of quality students from very
early ages all the way through high school.
Suggestion that the group’s conversation of integrating school, business, and government
into a living network will contribute to Albemarle’s regional sustainability.
Reflection from business community that businesses receive more applications fr om
over-qualified job candidates, than received from individuals with skills that match the job
requirements. This presents a challenge to the business community, in that it does not
allow room for the recent high school graduates.
