A special meeting of the Board of Supervisors of Albemarle County, Virginia, was held on October
29, 2014, at 6:00 p.m., 1600 5th Street, Room A, County Office Building, Charlottesville, Virginia. This
special meeting was called by the Chair, Ms. Dittmar, for the purpose of allowing a quorum of the Board to
attend the Thomas Jefferson Planning District Commission’s Legislative Forum to discuss the TJPDC’s
and the County’s legislative priorities.
PRESENT: Mr. Kenneth C. Boyd, Ms. Jane D. Dittmar, Ms. Ann Mallek, Ms. Diantha H. McKeel
and Ms. Liz A. Palmer.
ABSENT: Mr. Brad L. Sheffield.
OFFICERS PRESENT: County Executive, Thomas C. Foley, and County Attorney, Larry W.
Davis.
Also in attendance were local elected officials and school board members from each of Planning
District 10 jurisdictions, along with Senator Emmett Hanger, Delegate Steve Landes, Delegate Rob Bell,
and David Blount, TJPDC Legislative Liaison.

Mr. Blount presented information on local revenue authority and regional legislative priorities
including the impacts to localities of continued unfunded mandates and the basis for the region's decision
to seek equal taxing authority of cities. Two presentations highlighting economic/budget trends and local
revenue authority options served as the background for the dialogue.
Following informal conversations with legislative officials, the meeting was adjourned.
