An adjourned meeting of the Board of Supervisors of Albemarle County,
Virginia, was held on October 9, 1992, at Noon, in Room 5/6, County office
Building, Charlottesville, Virginia. This meeting was adjourned from October
7, 1992.
PRESENT: Mr. Edward H. Bain, Jr., Mr. David P. Bowerman, Mrs. Charlotte
y. Humphris, Mr. Forrest R. Marshall, Jr. and Mr. Walter F. Perkins.
ABSENT: Mr. Charles S. Martin.
OFFICERS PRESENT: County Executive, Robert W. Tucker, Jr.
Agenda Item No. 1. The meeting was called to order at 12:10 p.m. by the
chairman, Mr. Bowerman.
Agenda Item No. 2. JOINT MEETING WITH CITY COUNCIL.
PRESENT: Ms. Virginia Daugherty, Mr. Alvin Edwards, Mrs. Kaye Slaughter,
Mr. David Toscano and Mr. Thomas Vandeveer.
OFFICERS PRESENT: City Manager, Cole Hendrix.
Agenda Item No. 2a. Ivy Landfill, Presentation by Joyce Engineering.
A representative of Joyce Engineering made a presentation on the Ivy
Landfill which included regulations and what can be done to increase life
expectancy of the landfill. This was provided for information which was
followed by some general discussion.
Agenda Item No. 2b. City-County Resource Sharing Analysis, Discussion.
Mr. Tucker briefly presented a report regarding the possible consolidatio:
of City and County functions. The report considered three departments for
shared services which included the departments Parks and Recreation, Inspections
and Purchasing. Mr. Tucker identified differences between the respective
departments as well as general issues for consideration. He also identified
some possible improvements to service.
Following some general discussion, the two bodies agreed to discuss
further the concept of combining certain services provided by the departments o:
Parks and Recreation, Inspections and Purchasing. The Board and City Council
requested their respective staffs to prepare a detailed analysis of the
feasibility of this proposal.
Agenda Item No. 2c. Other Matters Not Listed on the Agenda.
The Board and City Council scheduled the next joint meeting of the two
bodies for Friday, November 13, 1992, at City Hall.
